HomeMy WebLinkAboutMinutes - January 24, 1979247 CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS JANUARY 24, 1979 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 7:30 p.m., Wednesday, January 24, 1979 in the City Hall Council Chambers. ROLL CALL Roll Call was noted by the City Clerk as follows ; Present: Councilmen - Hughes, Katzakian, McCarty (arrived 7:38 P.M.) and Pinkerton (Mayor) Absent: Councilmen - Katnich Also Present: City Manager Giaves, Assistant City Manager Glenn, Public Works Director Ronsko, City Attorney Mullen and City Clerk Reimche. MINUTES On motion of Mayor Pro Tempore Katzakian, Hughes second, the Minutes of December 20, 1978 and January 3, 1979 were approved as written and mailed. CONTINUATION At the recommendation of Staff, the following OF PUBLIC matters which had been set for Public Hear- HEARING.ON ing February 7, 1979 were continued to C-2 BASIN February 21, 1979: APPROVED a) Consider the City Planning Commis- sion's recommendation that the City Council certify as adequate the Final Environmental Impact Report for Storm Drainage - Retention Basin Park, C-2. b) Consider the City Planning Commission's recommendation that the City' Council Amend the Master Storm Drainage Plan by eliminating Storm Drainage Retention Basin Park C-2, which is proposed for the area bounded by Kettleman Lane on the north, Beckman Road on the east, Cherokee Memorial Park Cemetery on the south and State Highway Route 99 on the west and moving the required stora¢e capacity to Storm Drainage Retention Basin, C- 1 at the southeast corner of Beckman Road and East Vine Street. -1- Minutes of January 24, 1979, continued GIFT RECEIVED Council was apprised that a check in the FROM HOMESTEAD amount of $20, 000 had been received from SAVINGS & LOAN Homestead Savings and Loan Association ASSN, to be used for playground equipment at Twin PROPOSALS Oaks and Beckman Parks. On motion of Mayor Pro Tempore Katzakian, Hughes second, Council accepted the check in the amount of $20, 000 from Homestead Savings and Loan Association and designated that sum to be spent on playground equipment at Twin Oaks and Beckman Park. Mayor Pinkerton then directed the City Clerk to send a letter to Homestead Savings and Loan Association expressing the sincere appreciation of the City Council and the citi- zens of Lodi for this most generous gift. CRITERIA FOR Assistant City Manager Glenn presented for REVIEW OF Council's perusal a document entitled REFUSE "Criteria for Review of Refuse Collection COLLECTION Proposals ". PROPOSALS An indepth review of the document was made - by Mr. Glenn who then responded to questions as were directed by Council. Mr. Gene Walton, Attorney at Law, represent- ing Sanitary City Disposal Company, addressed the Council stating that the City may encounter problems if "you" do not have tested bidders and Mr. Walton strongly urged that all criteria be checked in detail on each bidder. Following additional discussion, Mayor Pinkerton directed the Assistant City Manager to have the final Refuse Collection Proposal document corn-.' plete for Council review and action at the regular Council meeting of February 7, 1979. STREET Following introduction of Agenda Item "a" CAPITAL entitled "Street Capital Improvement Program" IMPROVEMENT by City Manager Glaves, a detailed presentation PROGRAM was made by Public Works Director Ronsko who apprised the Council that it is important that the Public Works Staff receive direction from the City Council with respect to preparing a revised Street Capital Improvement Program. Public uses of street monies were reviewed by Mr. Ronsko. In depth information and diagrams were presented on proposed major reconstruc- tion and widening and additional rights of way required for the following streets: a) Ham Lane (Lodi to Elm) b)' Stockton Street (Kettleman to Lodi) c) Lockeford Street (Church to Cherokee) d) Hutchins Street (Kettleman to Vine) (Vine to Lodi) (Lodi to Lockeford) STREET CAPITAL IMPROVEMENT PROGRAM (Cont'd. ) RECESS ADJOURNMENT Minutes of January 24, 1979, continued The following persons addressed the Council concerning the subject: a) Wanda Walther, 501 S. Stockton Street, Lodi stated that a lot of people on Stockton Street are retired and could not afford to relocate. Ms. Walther also objected to the possibility of side- walks being established right at front doors. b) Mr. Ted Wittmaye r, 92 1 S. Hutchins Street, Lodi posed questions regarding the proposed reconstruction and widening of S. Hutchins and further asked that the City's General Plan be reviewed. C) Mr. Bob Murphy, 746 Palm Avenue, Lodi asked what the future of Ham Lane would be in connecting with West Lane. Mayor Pinkerton declared a 5 -minute recess, and the Council reconvened at 9:35 p. M. Following a lengthy discussion with questions being directed to Staff, the Council was asked by Public Works Director Jack Ronsko to indicate their top priorities in each of several categories of the Staff proposed projects. It was agreed that the Council would tour the subject areas at noon on Tuesday, January 30, 1979 as an aid to setting priorities in a street improvement program. The press was invited on the tour.
