A regular meeting of the City Council of the City of Lodi was held begin-
ing at 8:00 p.m., Wednesday, April 1, 1981 in the City Hall Council
Chambers.

City Manager Glaves apprised the Council that Mr.

However, since the Master Storm Drain line in
Cluff Avenue will not be installed until a later
date, it is in the best interest of the City to
ask that the off-site improvements be postponed.
The agreement is that the developer will install
the required improvements upon demand of the
City and in no event later than 3 years from date
of agreement.

ing the matter:
a) Mr. Edward W. Gaudet, Jr., 1132 Dartmoor
Circle, Lodi, spoke in favor of permit
parking in the area.
b) Mr. Charles Santini, 1101 Dartmoor Circle,
Lodi, requested that the parking restric-
tions be extended to 2:30 p.m.
Council discussion followed with questions being
directed to Staff and to those persons who had

The proposed application for the Eilers Reorgani-
zation and detachment of territory from the
Woodbridge Rural Fire Protection District was
introduced by Community Development Director
Schroeder. Diagrams of the subject area were
presented by Mr. Schroeder for the perusal of
the Council. A lengthy discussion followed with
questions being directed to Staff.
The matter died for lack of a motion by the Lodi
City Council.

REPORT REAssistant City Manager Jerry Glenn reported that

Assistant City Manager Jerry Glenn reported that

adopted Resolution No. 81-31 approving a salary
adjustment for Police Officers pursuant to salary
schedule presented to Council,to be effective with
the pay period beginning March 30, 1981.
CITY COUNCIL
The City Clerk called for nominations for Mayor.
REORGANIZATION
On motion of Councilman Murphy, Hughes second,
Mayor Pro Tempore McCarty was nominated for

Mayor. There being no further nominations, the
nominations were closed and Mayor Pro Tempore
McCarty was elected Mayor by the following vote:
Ayes: Councilmen - Hughes, Murphy, and McCarty
Noes: Councilmen - Katnich and Pinkerton
Absent: Councilmen - None
City Clerk Reimche expressed her congratulations
to the newly elected Mayor and passed the gavel
to him.
Mayor McCarty then called for nominations for
Mayor Pro Tempore. On motion of Mayor McCarty,
Hughes second, Councilman Murphy was nominated
for Mayor Pro Tempore. There being no further
nominations, the nominations were closed and
Councilman Murphy was elected Mayor Pro Tempore
by unanimous vote.
COMMENTS BY
Mayor McCarty commented to the challenges facing

this Council. Mayor McCarty further discussed

energy and its escalating cost, complementing
Councilman Hughes,asking that the Council give
Councilman Hughes due credit for the herculean
job he has done regarding NCPA over the years.
The Mayor concluded his remarks stating that Council
and Staff would be working hand in hand to meet
the challenges before us.
ADJOURNMENT
There being no further business to come before
the Council, Mayor McCarty adjourned the meeting
at approximately 10:00 p.m.
