ROLL CALL Present: Hughes, McCarty, Murphy, Pinkerton, and Katnich (Mayor) Absent: Councilmen - None Also Present: City Manager Glaves, Assistant City Manager Glenn, Public Works Director Ronsko, Community Development Director Schroeder, City Attorney Stein, and City Clerk Reimche INVOCATION The invocation was given by Reverend Richard Lundgren, First Methodist Church PLEDGE Mayor Katnich led the pledge of allegiance to the flag. PROCLAMATIONS Mayor Katnich presented the following Proclamations: a) "Week of the Young Child" b) "National Library Week" BOY SCOUT Mayor Katnich welcomed members of Boy Scout TROOP 296 Troop 296 who were in the audience. The Planning Commission - ITEMS OF 1. Approved the request of Lew Bishop, INTEREST Preszler-Bishop Architects, -on behalf of Leland E. Burns for a Use Permit to allow construction of four light industrial buildings for lease purposes at 803 through 827 North Sacramento Streets (Lots 10 through 13) in the Sanguinetti Park Subdivision, in an area zoned P -D (17), Planned Develop- ment No. 17. 2. Determined that a Zoning Hardship existed and approved the request of Carla Perez Rexius for a Variance to reduce the minimum lot width from 388 Continued April 1, 1981 50' to 47.75' to permit additional units on an existing lot at 610 North School Street, in an area zoned R -HD, Residential High Density. 3. Recommended that the San Joaquin County Planning Commission approve the request of J.W. MINUTES THE MINUTES OF MARCH 4, 1981 WERE APPROVED AS WRITTEN. MAXWELL STREET City Manager Glaves presented the plans and PAVING, STOCKTON specifications for "Maxwell Street Paving, STREET TO Stockton Street to Ackerman Drive", advising ACKERMAN DRIVE that, in general, the work consists of installing PLANS & SPECS the final paving in Maxwell Street which was APPROVED originally constructed under the City's sub- division paving policy. C` COUNCIL APPROVED THE PLANS AND SPECIFICATIONS FOR "MAXWELL STREET PAVING, STOCKTON STREET TO ACKERMAN DRIVE" AND AUTHORIZED THE CITY CLERK TO ADVERTISE FOR BIDS THEREON. SPECS FOR COUNCIL APPROVED SPECIFICATIONS FOR FIVE (5) POLICE CARS FULL-SIZED POLICE CARS AND AUTHORIZED THE PURCHAS- APPROVED CL' ING AGENT TO ADVERTISE FOR BIDS THEREON. DEVELOPMENT AT City Manager Glaves apprised the Council that Mr. 645 HALE ROAD and Mrs. Leonard Williams, the developers of the APPROVED property located at 645 Hale Road, has furnished the City with the improvement plans as well as the necessary Agreement, instruments of credit, Uf% insurance certificate and development fees for C� their proposed development. It is in order for the City Council to approve these documents. This development is located on Hale Road, east of Cherokee Lane, and is for mini -storage units. COUNCIL APPROVED DEVELOPMENT AGREEMENT BETWEEN MR. AND MRS. LEONARD WILLIAMS AND THE CITY RE DEVELOPMENT AT 645 HALE ROAD, LODI, AND AUTHORIZED _ THE CITY MANAGER AND CITY CLERK TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY. DEVELOPMENT Council was apprised that Robert and Geraldine AGREEMENT FOR Griffin, the owners/developers of the property 1203 E. LODI at 1203 E. Lodi Avenue, Lodi, have applied for AVENUE APPROVED µIu a building permit. City Code requires that the L off-site improvements be installed in conjunction with the on-site improvements and that they be 390 Continued April 1, 1981 completed before occupancy of the buildings. However, since the Master Storm Drain line in Cluff Avenue will not be installed until a later date, it is in the best interest of the City to ask that the off-site improvements be postponed. The agreement is that the developer will install the required improvements upon demand of the City and in no event later than 3 years from date of agreement. COUNCIL APPROVED THE DEVELOPMENT AGREEMENT BETWEEN ROBERT AND GERALDINE GRIFFIN AND THE CITY RE DEVELOPMENT AT 1203 E. LODI AVENUE AND AUTHORIZED THE CITY MANAGER AND CITY CLERK TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY. * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ACTION Following introduction of the matter by Councilman DEFERRED RE Hughes, Council deferred action regarding the MUNICIPAL Municipal Service Center Site to await receipt SERVICE CENTER of a report from Staff regarding possible addi- SITE tional land needs for the City's Animal Shelter. Agenda item "h" was introduced by City Manager Glaves and Public Works Director Ronsko. The following persons addressed the Council regard- ing the matter: a) Mr. Edward W. Gaudet, Jr., 1132 Dartmoor Circle, Lodi, spoke in favor of permit parking in the area. b) Mr. Charles Santini, 1101 Dartmoor Circle, Lodi, requested that the parking restric- tions be extended to 2:30 p.m. Council discussion followed with questions being directed to Staff and to those persons who had CCi given testimony. Councilman Pinkerton moved that the request be approved for a three event trial C� period with the conditions set forth in Parks and Recreation Director DeBenedetti's letter of March 5, 1981. OF MOTION The proposed application for the Eilers Reorgani- zation and detachment of territory from the Woodbridge Rural Fire Protection District was introduced by Community Development Director Schroeder. Diagrams of the subject area were presented by Mr. Schroeder for the perusal of the Council. A lengthy discussion followed with questions being directed to Staff. The matter died for lack of a motion by the Lodi City Council. 395 Continued April 1, 1981 REPORT REAssistant City Manager Jerry Glenn reported that PARKING IN,` 'he had had an occasion to speak with Reverend FRONT OF Gross about the parking problems being encountered GROSS in front of the Gross Convalescent Hospital. CONVALESCENT Reverend Gross reported that the problem has gone HOSPITAL away and asked Mr. Glenn to express his thanks to the Council for their assistance in solving this aggravating problem. SALARY Assistant City Manager Jerry Glenn reported that ADJUSTMENT the City's Agreement with the Police Officers GRANTED calls for a salary adjustment effective the pay POLICE period beginning March 30, 1981. A salary OFFICERS schedule for those affected positions, which V� reflected the new salaries was presented for Council's information. Lv On motion of Mayor Katnich, Murphy second, Council adopted Resolution No. 81-31 approving a salary adjustment for Police Officers pursuant to salary schedule presented to Council,to be effective with the pay period beginning March 30, 1981. CITY COUNCIL The City Clerk called for nominations for Mayor. REORGANIZATION On motion of Councilman Murphy, Hughes second, Mayor Pro Tempore McCarty was nominated for V Mayor. There being no further nominations, the nominations were closed and Mayor Pro Tempore McCarty was elected Mayor by the following vote: Ayes: Councilmen - Hughes, Murphy, and McCarty Noes: Councilmen - Katnich and Pinkerton Absent: Councilmen - None City Clerk Reimche expressed her congratulations to the newly elected Mayor and passed the gavel to him. Mayor McCarty then called for nominations for Mayor Pro Tempore. On motion of Mayor McCarty, Hughes second, Councilman Murphy was nominated for Mayor Pro Tempore. There being no further nominations, the nominations were closed and Councilman Murphy was elected Mayor Pro Tempore by unanimous vote. COMMENTS BY Mayor McCarty commented to the challenges facing MAYOR JAMES this Council. Mayor McCarty further discussed McCARTY energy and its escalating cost, complementing Councilman Hughes,asking that the Council give Councilman Hughes due credit for the herculean job he has done regarding NCPA over the years. The Mayor concluded his remarks stating that Council and Staff would be working hand in hand to meet the challenges before us.
