A regular meeting
of the City Council of the City of Lodi was held beginning at
8:00 p.m. on Wednesday, February 16, 1983 in the City Hall Council Chambers.

CITY CLERK TO ADVERTISE FOR BIDS THAN.
In general, the work under this project consists of the
installation of concrete aprons and walkways around the
concession stand and to the park fence (approximately 12,000
SF). The total cost of tris project is estimated at
$24,000.

Notice thereof having been published in accordance with

law and affidavits of publication being on file in the
office of the City Clerk, Mayor Reid called for the Public
Hearing to consider:
a) The recomriended approval of General Plan Land Use
Element Amendm-nt No. GPA -LU -83-1 which consists of the
request of Gene G. Walton, Attorney at Law, on behalf of
Leon A. and Georgia Perlegos (c/o Save Mart Foods) to
redesignate the parcel at 1332 South Hutchins Street from
Medium Density Residential to General Commercial.
b) The recommended approval of the request of Gene G.
Walton, Attorney at Law, -on behalf of Leon A. and Georgia
Perlegos (c/o Save .tart Foods) to rezone property located at
1332 South Hutchins Street from R -MD, Medium Density
Multiple Family Residential to C-2, General Commercial.
c) The recommendation that the Filing of a Negative
Declaration by the Community Development Director was
adequate Environmental Documentation on the above project.
The matter was introduced by Cemm mity Development Director
Schroeder, who presented diagrams of the subject area for
Council's perusal.
The following person spoke on behalf of the proposal:
a) Mr. Gene Walton, Attorney at law, speaking on behalf of
Leon A. and Georgia Perlegos (c/o Save Mart Foods).
There being no other persons in the audience wishing to
speak on the matter, the public portion of the hearing was
closed.
On motion of Councilman Pinkerton, Murphy second, Council
determined that the filing of a Negative Declaration by the
Cwnnuiity Development Director on this matter was adequate
environmental documentation.

PUC APPLICATIONS City Clerk Reimche presented the following information
pertaining to PUC Applications which had been received.
1. Notice of removal from calendar in the matter of the
Application of Southern California Gas Company, Pacific
Lighting Gas Supply Company and Pacific Gas and Electric
Company -
2. Notice of Prehearing Conference in the matter of the
application of Southern California Gas Company, Pacific Gas
Supply ConqDa-,:y and Pacific Gas and Electric Company.
3. Letter received from the Pacific Gas and Electric
Company regarding filed Application No. 83-01-62 in which it
requests authority under its Gas Adjustment Clause to
increase its gas rates to reflect gas cost and to amortize
the Gas Cost Balance Account undercollection.

STREET
NITERSECTION Council Amber Snider indicated that he had spoken with
Public Works Director Ronsko concerning his concerns
regarding the Ham Lane and Tokay Street intersection.
Public Works Director Ronsko updated the Council on the time
-� frame for the installation of the signals at the subject
intersection and that he would not favor the installation of
4 -way stops during the interim period. Mr. Ronsko further
reccumended that red zoning be done in the area to alleviate
the apparent site distance problems being encountered.

ESTABLISHING RID
ZONE Following discussion, on notion of Council Member Snider,
Olson second, Council adopted Resolution No. 83-13
authorizing red curbing on Ham Lane in the area of Tokay
Street in an area appropriate for the installation of left
turn pockets.

6/30/83 Following introduction of the matter by Assistant City
Tanager Glenn, Council, on motion of Councilman Pinkerton,
Nhx�phy second, authorized retaining the firm of Ernst and
Whinney at a fee not to exceed $15,000 for the examination
of the 1983 financial statements of the City of Lodi.

Assistant City Manager Glenn reported that council, over the
last two years, has appropriated $136,670 of Revenue Sharing
Elands for the Public Safety commnications system. Council
has authorized the following expenditures from Revenue
Sharing:
Initial Study $ 11,370
Equipment 131,100
Remodel Equipment Room 2,500
$ 144,970
To complete the system, it has been necessary to install
an air conditioning unit in the equipment room, purchase
pagers for the Fire Department, remodel the dispatch centers
and purchase ancillary equipment for the new equipment
purchased. These latter purchases would normally be
included in the normal operating budget, however, it seemed
most appropriate to complete the project now. There is a
need therefore to appropriate an additional $19,940:
$8,300 Revenue sharing
$4,405 Equipment Fund
$7,235 Contingent Fund

PRO= -M On nmtion of Councilman Pinkerton, Murphy second, Council
appropriated $8,300 of Revenue Sharing Fluids, $4,405 of
Equipment Funds, and $7,235 of Contingent Funds, to cover
the cost of funding the Public Safety Comrwnications System.

POLICE DEPT. Following introduction of the matter by Assistant City
Manager Glenn and review of a recaimendation submitted by
j Police Chief Yates, Council, on motion of Mayor Pro Tbnpore
J✓ Murphy, Olson second, authorized the hiring of four
additional sworn officers for the Police Department.
ORDINANCES
Mayor Pro Tempore Murphy asked to abstain from voting on
Ordinance No. 1282 as he was not present at the meeting at
which there was a public hearing on the matter.
