A regular meeting of the City Council of the City of Lodi was held beginning
at 8:00 p.m. on Wednesday, July 20, 1983 in the City Hall Council Chambers.

Council.
Speaking on behalf of the matter was Mr. Dennis Bennett, 503
Hampton Drive, Lodi.
There being no other persons wishing to speak on the matter,
the Public portion of the hearing was closed.

On motion of Council Member Pinkerton, Snider second,
Council certified the filing of a Negative Declaration on
the project at 1900, 1904, 1905, 1907, 1908, 1909, 1910,
1911, and 1920 South Church Street, Lodi.
ORD. NO. 1290 Mayor Pro Tempore Snider moved for introduction of Ordinance
AND ORD. NO. No. 1290 amending the Land Use Element of the Lodi General
1291 INTRODUCED Plan by redesignating 1900, 1904, 1905, 1907, 1908, 1909,
1910, 1911, and 1920 South Church Street from Low Density
Residential to Medium Density Residential. The motion was
seconded by Council Member Pinkerton and carried by
unanimous vote of all members of the Council present.
Mayor Pro Tempore Snider moved for introduction of Ordinance
No. 1291 rezoning 1900, 1904, 1905, 1907, 1908, 1909, 1910,
1911, 1916, and 1920 South Church Street from R-1,
Single -Family Residential to R -MD, Medium Density Multiple
Family Residential. The motion was seconded by Council
Member Pinkerton and carried by a unanimous vote of all
Council Members present.
PLANNING City Manager Glaves gave the following report of the

The Planning Commission -
ITEMS OF 1. Recommended to the City Council that the Final Environ-
INTERA.ST mental Impact Report for Sunwest IV, a 52.6 acre mixed
residential or residential -Institutional project
proposed for the east side of Lower Sacramento Road,
one-quarter mile north of Kettleman Lane was adequate;
SUNWEST IV 2. Recommended that Sunwest IV be prezoned to P -D (25),
Planned Develognent District No. 25 with the following

conditions:
a. that the single-family areas in the project conform
to the City's R-1, Single -Family Residential
District;
b. that the cluster homes development be limited to
15 units per acre and conform to the City's R -GA,
Garden Apartment Residential District.
On motion of Council Mwber Pinkerton, Snider second,
Council set the heretofore listed items for Public Hearing
at 8:00 p.m., on August 3, 1983.
The Planning Commission also -
ITEMS OF 1. Conditionally approved the request of Ronald B. Thomas
INTEREST on behalf of James D. S. Kim for a Tentative Parcel Map
to divide APN 041-250-36 (i.e. 800 North church street)
into two parts with Parcel "A" containing 3.00 acres,
and Parcel "B" containing 1.50 acres in an area zoned
P -D (17), Planned Development District No. 17.
2. Recommended that the San Joaquin County Planning
Commission approve the request of Albert Thomas to
rezone a 2.52 acre parcel at the northwest corner of
State Route 99 and Woodbridge Road (i.e. 19555 North
Highway 99) from 1 -PA, Interior Protected Agriculture
to M -1/L, Light Manufacturing/Limited.

Lodi Cable TV is camEtted to making available a full-time
dedicated community channel. Our community bulletin board
information now seen part-time on channel 7 will be
expanded. New equipment now being installed will allow us
to program more information and will be updated daily to
keep the community up to date on information that effects
their daily lives. Cammumity programming, such as City
Council meeting, currently seen on channel 13 will move to
channel 7. This will allow us to provide Christian
Broadcast Network uninterrupted to those viewers and we will
be able to improve the broadcast quality of our live
programming. Most importantly, the move to channel 7 will
open an access channel to the community for use by
individuals or groups, schools, churches, and others who
have programming for entertainment, information or
education.
Lodi Cable TV has not made changes without concern for our
customers. Changes to the cable TV industry have given us
hundred of choices in programming. We rely on marketing
information, combined with customer and community feedback
to make decisions for change. We, as much as any other
local business, answer to our customers, but we must also
change to continue'to grow. When we began service 15 years
ago we had 10 channels, with 4 duplicated network stations.
This fall we will have 22 non -duplicated channel choices.

"I am pleased to announce effective August 15, 1983, the
establishment of channel 7 on Lodi Cable TV as a community
channel. On August 15 KGO, channel 7 from San Francisco
will replace KPIX on cable channel 19. At that time Lodi
Cable TV will make available free - converters to those
customers whose sets will not tune in cable channel 19 or
who do not already have converters and wish to continue
viewing KGO. Customers currently renting converters will
not be charged after August 15.

will exceed the development's fees, the agreement includes
provisions for repayment from other land in the "E" Drainage
area as it develops. Details of the agreement were
presented orally.

REGUTAR CALENDAR
City Manager Glaves presented the final map and improvement
plans for Tract No. 1732 - Lodi Park West apprising the
Council that this is a subdivision of 13.7 acres lying on
the west side of Lader Sacramento Road, north of Elm Street.
This subdivision is zoned PD -23 and contains 62

single-family lots.

The developers, Lodi West, a limited partnership, have

furnished the City with the improvement plans as well as the

necessary agreement, guarantees for faithful performance and
labor and materials and insurance certificate. The final
map is being checked by San Joaquin County and will be ready
shortly.
A condition of this development was that the developer

Following discussion, on motion of Council Member Pinkerton,
Snider second, Council approved the final map and
improvement plans for Tract No. 1732, Lodi Park West, and
authorized the City Manager and City Clerk to execute the
Subdivision Agreement (Master Storm Drain) on behalf of the
City.
ENTRANCE FEE AT Agenda item K-1 - "Discussion re possible amend[?+ents to Lodi
LODI LAKE Lake Entry Fee Schedule" was introduced by City Manager
REDUCED FOR Glaves. A lengthy discussion followed with questions being

On motion of Mayor Pro Tempore Snider, Olson second, Council
by the following vote, reduced the entrance fee at Lodi Lake
Park for Senior Citizens (60 years or older) from $1.00 to

and Whinney to perform a Computer Information System Plan
for the City at a cost not to exceed $12,300. The motion
carried by the following vote:

No. 83-73 authorizing the City's participation in the NCPA
Haas -Kings Project and authorized the Mayor and City Clerk
to execute the Agreement covering the City's participation
on behalf of the City.

CITY ELECTS NOT City Manager Glaves apprised the Council that the City was

participation in the Calaveras Project. The motion carried
by unanimous vote of all Council Members present.
PLANS AND SPECS Following discussion of the matter by City Manager Glaves
FOR SALAS PARK and Public Works Director Ronsko, Council, on motion of _

Council was apprised that this project includes the street,
storm drainage, water and sewer improvements fronting Salas
Park, together with an on-site 180 stall parking lot.
The City Council at their last regular meeting approved the
preparation of the plans and specifications. Funding for
this work has not yet officially been allocated. Allocation
of funds will be proposed prior to the award of this
contract.
The estimates of improvement costs are-as_'ollows:'
Street, storm drainage and utilties $120,000
Parking Lot $103,000
Total $223,000
ORDINANCES Ordinance No. 1289 - An Ordinance Amending Section 11-3 of
the City Code of the City of Lodi, entitled "Collection
Rates for Garbage Services" was introduced for adoption.
Mr. George Bruns, Sales Manager for Central Valley Disposal,
860 East Pine Street, Lodi, addressed the Council indicating
that Sanitary City Disposal Company had reduced fees to its
County customers. Mr. Bruns stated that it is interesting
that Sanitary City Disposal can reduce its rates in the
county and at the same time request an increase in the City
and asked if the City is supporting the County services.
ORD. INCREASING Ordinance No. 1289 A- An Ordnance Amending Section 11-3 of
COLLECTION RATES the City Code of the City of -Lodi, entitled, "Collection
FOR GARBAGE Rates for Garbage Services" with an amendment to Page No. 4
SERVICES of an addition of the last sentence which reads, "All of
t the above rates schedules shall be effective on all bills

held July 6, 1983 was brought up for passage on motion of
Council Member Pinkerton, Snider second. Second reading of
the Ordinance was omitted after reading by title, and the
Ordinance was then adopted as amended and ordered to print
by the following vote:

AWOURNMENT There being no further business to cane before the Council
