Pursuant to Sections 22932.5 and 22933 of the Elections Code of the State of California and Resolution No. 83-154 of the City of Lodi adopted December 21, 1983, authorizing the City Clerk to canvass the results of the General ry micipal Election held April 10, 1984, this meeting was called to order at 8:00 p.m. on Tuesday, April 17, 1984 in the City Hall Council Chambers by Mayor Olson. Roll call was recorded by the City Clerk as follows: Present: Council Pvkirbers - Murphy, Pinkerton, Reid, Snider, and Olson (Mayor) Absent: Council Mw hers - None Also Present: City Manager Glaves, Assistant City Manager Glenn, Camrnmity Development Director Schroder, Public Works Director Ronsko, City Attorney Stein and City Clerk Reimche Mayor Olson led the Pledge of Allegiance to the flag. City Clerk Reimche reported that she had certified the canvass of the April 10, 1984 General Municipal Election and reported the results therefore as set forth below: RESSOLUTICN NO. 84-044 A RESOLU`rICN OF THE CITY GM CIL OF THE CITY OF IMI, CALIFORNIA, RECITING THE FACT OF THE MM?AL HNICIPAL ELECTION HELD IN SAID CITY OF LCDI CN THE 10TH DAY OF APRIL, 1984, DECLARING ME RESULTS THEREOF AMID SUCH MIFR MATTERS AS ARE PROVIDED 13Y LAW WFIE EAS, a regular general municipal election was held and conducted in the City of Lodi, County of San Joaquin, State of California, on Tuesday, the 10th day of April, 1984, as required by 1 aw; and WFtEfEM , notice of said election was duly and regularly given in time, form and manner as provided by the law; that voting precincts were properly established; that election officers were appointed; and that in all respects said election was held and conducted and the votes cast thereas, received and canvassed and the returns made and declared in time, form and manned as required by the provisions of the Elections Code of the State of California for the holding of elections in cities; and WHEREAS, pursuant to Resolution No. 83-154 adopted the 21st day of December, 1983, the City Clerk of the City of Lodi canvassed the returns of said election and has certified the results to this City Council, said results are received, attached and made a part thereof as "Exhibit "A", Continued April 17, 1984 NC74Y, IHMEF RE, THE CITY COUNCIL OF ME CITY OF LCDI, CALIFCWIA, DOES RESOLVE AS MIMS: Section 1. - That there were nine (9) voting precincts established fort�urpose of holding said election conprised of the following consolidations of the regular election precincts in the City of Lodi as established for the holding of State and County elections: VOTING PRECINCT 1, comprising State and County precinct Y numbers L-2401, L-2402 and L-2414 VOTING PRECINCT 2, comprising State and County precinct numbers L-2403, L-2404 and L-2408 VOTING PRECINCT 3, comprising State and County precinct numbers L-2405, L-2406, and L-2426 VOTING PRECINCT 4, comprising State and County precinct numbers L-2407, L-2409, and L-2424 VOTING PRECINCT 5, comprising State and County precinct numbers L-2422 and L-2423 VOTING PRECINCT 6, conprising State and County precinct numbers L-2410, L-2411, and L-2412 VOTING PRECINCT 7, comprising State and County precinct numbers L-2413, L-2415 and L-2418 VOTING PRECINCT 8, comprising State and County precinct numbers L-2416, L-2417 and L-2425 VOTING PRECINCT 9, comprising State and County precinct numbers L-2419, L-2420 and L-2421 Section 2. - That said regular municipal election was held for the purpose o -electing the following officers of said City as required by the laws relating to cities in the State of California, to wit: two members of the City Council of said City for the full term of four years Section 3. - That the whole number of votes cast in said City was 10,508 That the whole number of absent voter ballots cast in said City was 317 That the whole number of ballots cast in said City, including absent voter ballots was 5,908 Section 4. - That the names of persons voted for as said electiono� er of the City Council of said City are as follows: David Hinchman Robert G. Murphy Maria Elena Serna i Brent Bleier James W. Pinkerton j, That the number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the respective offices for which said persons were candidates were as listed in Exhibit "A" attached. 1�5 136 �' Continued April 17, 1984 Section 5. - The City Council does declare and determine that: David Hinchman was elected as member of the City Council of said City for the full term of four years; James W. Pinkerton was elected as member of the City Council of said City for the full term of four years; Section 6. - The City Clerk shall enter on the records of the City Council oT-said City a statement of the results of said election showing: 1. the whole number of votes cast in the City; 2, the names of the persons voted for; 3. for what office each person was voted for; 4. the number of votes given at each precinct to each person; S. the number of votes given in the City to each person; Section 7. - that the City Clerk shall immediately make and, upon compliance by the persons elected with the provisions of Section 11565 and Section 11568 of the Elections Code of the State of California, shall deliver to each of such persons so elected a Certificate of Election signed by her and duly authenticated; that she shall also administer to each person elected, the Oath of Office prescribed in the State Constitution of the State of California and shall have them subscribe thereto and file the same in her office. Whereupon, each and all of said persons so elected shall be inducted into the respective office to which they have been elected. Section 8. - that the City Clerk shall Certify to the passage and adoptron-ZoT this resolution; shall enter the same in the book of original resolution of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted. Dated: April 17, 1984 I hereby certify that Resolution No. 84-044 was passed and adopted by the City Council of the City of Lodi in a regular meeting held April 17, 1984 by the following vote: Ayes: Council Member - Reid, Snider, Murphy, Pinkerton, & Olson (Mayor) Noes: Council Member - None Absent: Council Marber - None ALICE M. REIMIE City Clerk Continued April 17, 1984 1,37 HES. NO. On motion of Council Member Murphy, Reid second, 84-044 Council adopted Resolution No. 84-044 - A Resolution of the City Council of the City of Lodi, California reciting the fact of the General NLmicipal Election held in said City on the 10th of April 1984 and declaring the results thereof and such other matters as provided by law. The motion carried by unanimous vote. PRESENTATICN A presentation was made by City Clerk Reimche to TO RETIRING retiring Council Member Murphy. COUNCIIAIAN NIIRPHY Farewell remarks were made by Council Member Murphy. OATH OF City Clerk Reimche administered the Oath of Office to OFFICE newly elected Council Members, David M. Hinchman and James W. Pinkerton, Jr. and presented Certificates of Election to each. PRESENTATICN Presentations were made to Mayor Olson on behalf of the TO MAYOR OLSCN Council by Mayor Pro Tempore Snider and City Clerk Reimche ` Mayor Olson expressed sincere appreciation to the other members of the Council and to nxmbers of the staff for their support and assistance during her term as Mayor. REOEGANIZATICN City Clerk Reimche called the new Council to order and OF THE ODLNCIL asked for nominations for Mayor. Mayor Olson nominated Mayor Pro Tempore Snider for the office of Mayor. MAYOR AND There being no further nominations, the nominations MAYOR PRO were closed. Mayor Pro Tempore Snider was elected TII1,RIM Mayor by unanimous vote. ELECn D Mayor Snider then called for nominations for the office of Mayor Pro Tempore. Council Member Reid then naninated Council Member Hinchman for the office of Mayor Pro Tempore. There being no further nominations, the naninations were closed and Council Member David M. Hinchman was elected Mayor Pro Tempore by unanimous vote. ADJOUENIENT There being no further business to come before the Council, Mayor Snider adjourned the meeting at approximately 8:50 p.m. to a Closed session of the Council to be held at 7:00 p.m., Wednesday, April 18, 1984.
