A regular meeting of the City Council of the City of Lodi was held beginning
at 8:00 p.m. on Wednesday, March 21, 1984 in the City Hall Council Chambers.

This project consists of clearing and grading the site,
installation of storm drains, water mains, sidewalks,
curbing and other miscellaneous concrete, paving for parking
lot, new electrical service, lighting, automatic sprinkler
system, landscaping and turfing. The project cost estimates
were discussed at length with questions being posed to
Staff.
On motion of Mayor Pro Tempore Snider, Pinkerton second,
Council approved the plans and specifications for Hutchins
Street Square Landscape Development Phase I and authorized
the City Clerk to advertise for bids thereon.

Planning Commission meeting of March 12, 1984.
The Planning Cannission -
ITEMS OF 1. Approved the Revised Tentative Map of Burgundy Village,
INTEREST a 5 acre, 32 lot residential development along the future
extension of Valley and Elgin Avenues, in an area zoned R-2,
Single -Family Residential and certified the filing of a
Negative Declaration by the Camamity Development Director
as adequate environmental documentation on this matter.
2. Approved the Revised Tentative Map of Lakeshore Village,
Unit No. 7, 8.049 acre, 34 -lot single-family development
located on Lakeshore Drive, south of Kettleman Lane in an
area zoned P D (21), Planned Development District No. 21.
3. Approved the Tentative Subdivision Map of Tokay West, a
one -lot commercial condanniniun project proposed for 1117
West Tokay Street in an area zoned R -C -P,
Residential -Commercial -Professional, and certified the
filing of a Negative Declaration by the Camwmity
Development Director as adequate environmental documentation
on this matter.

4. Recammended that the San Joaquin County Planning
Commission approve the request of Dennis Alexander to rezone
property located on the east side of 99 East Frontage Road,
202 feet South of Clarksdale Road, north of Lodi from GA -40,

(HR 4103)
I am writing in regard to the Cable Teleem munications Act
of 1984 (HR 4103) which is pending before the House Energy
and Commerce Committee.
As you are no doubt award, HR 4103 establishes a national
cable telecammunications policy and sets a regulatory
framework to clarify local, state, and national authority.
While this legislation is based on a compromise reached
early last year by the National League of Cities and the
National Cable Telecommunications Association, the League's
full membership has subsequently reconsidered its earlier
support of the corpromise. Recently, the two groups, along
with the U.S. Conference of Mayors, have begun a new round
of negotiations to narrow their differences. It is
anticipated that these discussions will be concluded within
the next few weeks.
Due to the nature of HR 4103, I would greatly appreciate the
benefit of your views of the legislation from the local
perspective. The full Energy and Commerce Conmittee is
expected to consider HR 4103 in the near future, following
the conclusion of the latest round of negotiations, and the
House is expected to debate the bill shortly thereafter.
Your comments would therefore be most helpful as I consider
HR 4103 and its impact on the nation, cities and consumers.
Should you or members of the City Council have questions
concerning HR 4103 or wish additional material regarding the
legislation, please do not hesitate to contact me.

RALPH ANDERSON Council was reminded that the City contracted with Ralph
AND ASSOCIATES Anderson and Associates to conduct a classification and wage
study. Both of these studies had been presented to Council
at previous meetings.
i The Classification study has been reviewed by Staff and
I employee representatives with little need for change found.
After Staff had a complete understanding of the
classification plan, Staff began the process of negotiating
an implementation plan with the employee units affected. In
this process, revisions were made in the salary data and in
the computation of total compensation.
The City reached an agreement with the General Services and
Dispatchers Units. The Maintenance and Operators Unit voted
not to implement the new salary plan.
Staff used the same logic and validated compensation data
for the Mid -management personnel, including revising the
spread between supervisory positions.
In order to effectuate the classification plan and the wage
plan, Council was asked to take the following actions:
1) Adopt the Classification Manual for the City of Lodi,
dated December 1983 with attached Errata Sheet.
2) Adopt the salary resolution
3) Authorize the City Manager to assign personnel into the
i appropriate classifications in accordance with the
recommendations of the Classification Manual and
agreements with employee units.
4) As a completely separate item outside the classification
study, make the following change to the Fire Department
organization:
Eliminate 1 Dispatcher-Clerk/Fire
Add 1 Administrative Clerk III
Following a lengthy discussion with questions being directed
to Staff, Council took the following actions concerning this
matter:
RES. NO. 84-035 a) On motion of Mayor Pro Tempore Snider, Pinkerton second,
ADOPTED adopted Resolution No. 84-035 adopting the Classification
Manual prepared by Ralph Anderson and Associates for the
City of Lodi dated December 1983 with the Errata Sheet
attached thereto.
RES. ND. 84-036 b) On motion of Council Merrber Murphy, Reid second, Council
ADOPTED adopted Resolution No. 84-036 adopting a salary schedule for
all City employees, with Mid -management employees to be
designated as such in the subject schedule. This salary
schedule is to became effective March 26, 1984.
c) On motion of Council Member Reid, Murphy second, Council
authorized the City Manager to assign personnel into the
appropriate classifications.in accordance with
recommendations of the Classification Manual and agreements
with enployee units. Further, Council approved the
following changes to the Fire Department organization:
