SPECIAL CITY COUNCIL MEETING

Present: Council Members - Johnson, Land, Pennino (arrived at 7:07 a.m.) and Sieglock (Mayor)
Absent: Council Members - Mann

REGULAR CALENDAR
a) Agenda item #13-1 entitled, "Award contract for Multimodal Station".
Public Works Director Prima presented the following report.
This project consists of furnishing all labor, material, tax, equipment and services
necessary for the construction and completion of the relocation, selective demolition and
remodel of the existing depot building, construction of the new south annex building and
associated site work, and a transit -vehicle parking area.
Plans and specifications for this project were approved on August 19, 1998. The City
received the following four bids for this project on October 7, 1998:

Acme Construction Co., Inc. Modesto $2,710,000
F & H Construction Stockton $2,769,000
*Phoenix National had a clerical error of approximately $200,000 in their bid and requested that their bid be
withdrawn.
The City Council, on motion of Council Member Pennino, Sieglock second, adopted
Resolution No. 98-159 awarding the contract for the Multimodal Station to Diede
Construction, of Woodbridge, in the amount of $2,372,000; in order to match Downtown
benches and trash containers, authorized direct purchase from the same manufacturer;
and appropriated funds in accordance with staff recommendation.
3. CLOSED SESSION
Mayor Sieglock announced that there was no need to discuss the following matters:
a) Conference with labor negotiator: Government Code §54957.6. Agency negotiator,
Joanne Narloch. Employee organization, Lodi Police Dispatchers Association (LPDA)
b) Actual litigation: Government Code §54956.9(a). One case. People of the State of
California; and the City of Lodi, California v. Randtron, a dissolved California Corporation,
Oldco Holz, Inc., a suspended, bankrupt, and defunct California Corporation, to the extent
of their interest in the combined single limits of liability coverage under certain policies of
insurance issued by Employers Insurance Of Wausau, A Mutual Company, United States
District Court, Eastern District of California Case No. CIV-598-0620(DFL)(DAD)

4. ADJOURNMENT
There being no further business to come before the City Council, Mayor Sieglock adjourned the
meeting at approximately 7:14 a.m.
