ROLL CALL Present: Council Members - Johnson, Land, Pennino (left at 8:40 a.m.) and Sieglock (Mayor) Absent: Council Members — Mann Present: East Side Improvement Committee Members — Castro, Green, Marzolf, Snyder and Lahr (Chairperson) Absent: East Side Improvement Committee Members — Larson, Lea, Mounce, and Squires Also Present: City Manager Flynn, Deputy City Manager Keeter, Public Works Director Prima, Community Improvement Manager Wood, Deputy City Attorney Luebberke and City Clerk Reimche 2. ITEMS OF DISCUSSION Mayor Sieglock welcomed the group and asked for self -introductions. The first topic of discussion related to the devaluation of property on the east side. Numerous examples were given of properties that, even after improvements had been made, came back with a lower appraisal. It was pointed out that the City of Lodi is not presently realizing a rising real estate market on the whole. It was suggested that a program of period inspections of rental property be initiated. Discussion regarding this suggestion followed with no consensus that this idea should be pursued. Virginia Snyder brought up the subject of the preservation of Lincoln School to be used as a one-stop job center. Ms. Snyder indicated that the Employment Development Department (EDD), CALWorks, and several other agencies have indicated an interest in being located at that site. Mrs. Snyder stated that seven local banks are willing to lend money for the purchase and restoration of the building. Additional information regarding the matter was provided by Ms. Snyder who then responded to questions as were posed by members of the City Council and staff. Ms. Snyder asked for City Council support in their efforts to go forward in purchasing and refurbishing this site. The group discussed certain open air tire stores that are located within the City and what options the City has in dealing with these unsightly businesses. Community Improvement Manager Wood indicated that the City will be initiating a joint inspection program by the Community Development Department and the Fire Department of these types of businesses. The After School Program was discussed, and the need for additional schools to be involved. It was suggested that Lisa Rudloff use part of her time to expand this program on the east side. It was asked when the East Side Improvement Committee would become an official Board or Commission of the City. The group was informed that the City Attorney is working on an overview of all City of Lodi boards and commissions and that this subject will be coming back to the Council shortly.
