ROLL CALL Recorded by Deputy City Clerk Judith Johnson as follows: Present: Council Members - Hinchman, Olson, Pinkerton, & Reid (Mayor) Absent: Council Members - Snider Also Present: City Manager Peterson, Assistant City Manager Glenn, Community Development Director Schroeder, Public Works Director Ronsko, City Attorney Stein, Finance Director Holm, Water/Wastewater Superintendent Forkas, Wastewater Treatment Supervisor Inman, and Deputy City Clerk Johnson. EXPANSION WHITE Council was apprised that the City's consulting firm of SLOUGH WATER Black and Veatch has recently completed a Facility, POLLUTION CONTROL Operations, and Financial Analysis for the needed expansion PLANT on the City's White Slough Water Pollution Control Chico Facility. Based on the build -out of residential, e ,g,1°- industrial and commercial within the existing city limits, �4 an expansion of the treatment facility will be necessary. Modesto This study shows that this expansion is needed to be on 4.75 line by approximately 1990. 1370 David Requa and Jay Buehler of the City's consulting firm Manteca of Black and Veatch addressed the Council explaining the 5.75* expansion needs, possible construction, cost projections, 780 phasing and alternate methods of financing. Mr. Requa Clovis recommended the $8 million expansion project be divided 4.00* into two phases and financed with 20 -year revenue bonds. 600 Phase I at a cost of $6 million would update the equipment Redding and enlarge the capacity of the plant frau 5.8 million 8.00 gallons per day to 6.8 mgd. Based on an average growth 510 rate of 2 2/1%, Mr. Requa projected that phase would be Turlock adequate until 1998. 4.00 For an additional $2 million, Phase II would increase 430 capacity to 8.4 mgd which would be sufficient until the year 2006. Under the existing ordinance established in 1977 from State guidelines, according to Mr. Requa, the City could have raised sewer rates and connection fees substantially, but instead it used reserve funds to keep the cost to consumers down. Discussion followed regarding financing methods including sewer connection fees on new development and increasing monthly sewer service charges to the users. Mayor Reid requested that additional econamic analysis be done and requested that a public hearing be scheduled on the matter once Black and Beach have presented their final report. Also, staff was requested to prepare a formal recommendation following receipt of the final report. REPLY OF Council was apprised that another Dial -A -Ride vehicle had a DIANA -RIDE major engine failure. It is estimated that the cost of VEHICLE replacing the engine will be approximately $3,000. Staff {� indicated that it is not economically feasible to do this with the poor record of failures of diesel engines. Following discussion, Council, on motion of Council Member Hinchman, Olson second, authorized the purchase of a 1986 Chevrolet station wagon for use as a Dial -A -Ride vehicle and authorized staff to prepare and submit a revised claim to COG to provide the funding for the Dial -A -Ride vehicles purchased this year.
