EXPANSION WHITE Council was apprised that the City's consulting firm of
SLOUGH WATER
Black and Veatch has recently completed a Facility,

Operations, and Financial Analysis for the needed expansion

on the City's White Slough Water Pollution Control

an expansion of the treatment facility will be necessary.

This study shows that this expansion is needed to be on

Current and future users of the White Slough facility will
be responsible for paying for the expansion because there
are no longer state or federal grants available for normal
plant expansion.
Under the existing ordinance established in 1977 from State
guidelines, according to Mr. Requa, the City could have
raised sewer rates and connection fees substantially, but
instead it used reserve funds to keep the cost to consumers
down. Discussion followed regarding financing methods
including sewer connection fees on new development and
increasing monthly sewer service charges to the users.
Mayor Reid requested that additional econamic analysis be
done and requested that a public hearing be scheduled on
the matter once Black and Beach have presented their final
report. Also, staff was requested to prepare a formal
recommendation following receipt of the final report.
REPLY OF
Council was apprised that another Dial -A -Ride vehicle had a

major engine failure. It is estimated that the cost of

replacing the engine will be approximately $3,000. Staff

indicated that it is not economically feasible to do this
with the poor record of failures of diesel engines.
Following discussion, Council, on motion of Council Member
Hinchman, Olson second, authorized the purchase of a 1986
Chevrolet station wagon for use as a Dial -A -Ride vehicle
and authorized staff to prepare and submit a revised claim
to COG to provide the funding for the Dial -A -Ride vehicles
purchased this year.

the meeting was adjourned by Mayor Reid at approximately
9:30 p.m.
