Council approved the specifications for Asphalt
Rejuvenating Agent and authorized the advertising for bids

ACCEPT IMPROVEMENTS,
SALAS PARK PICNIC
SHELTER
Council accepted the improvements for "Salas Park Picnic
Shelter" and directed the Public works Director to file a
CC -14(a)
Notice of Completion with the County Recorder's Office.
Council was apprised that the contract was awarded to Diede
Construction of Lodi on February 5, 1986 in the amount of
$24,988. The contract has been completed in substantial
conformance with the plans and specifications approved by
the City Council.
The final contract price was $25,209. The necessary
transfers will be made within the HUD Block Grant to cover
the project over -run.

RENEWAL, OF JANITORIAL
MAINTENANCE CONTRACT
Council approved and authorized the City Manager and City
CC -6
Clerk to execute the renewal of the Janitorial Maintenance
Contract for the 1986-87 fiscal year to Korean Building
Maintenance Company at an annual cost of $36,300.
FINAL MAP AND
AGREEMES fTS FOR LODI
PARK WEST, UNIT NO.
6 AND 7 APPROVED
Council approved the final maps for Lodi Park West, Units
No. 6 and 7, Tract Nos. 2015 and 2028, and directed the
CC -46
City Manager and City Clerk to execute the Subdivision
Agreements on behalf of the City.
Lodi Park West, a partnership, the developer of these two
subdivisions, has furnished the City with the final maps
and the improvement plans, as well as the necessary
agreements, guarantees and insurance certificates for these
proposed subdivisions.
Lodi Park West, Unit No. 6, is located at the northeast
corner of Park West Drive and Lower Sacramento Road and
contains 68 single-family lots. Unit No. 7 is located
north of Lodi Park West, No. 4 and contains 47 single-
family lots.
PETITION FOR ROADWAY
ABANDONMENT IN AREA
OF WHITE SLOUGH
PROPERTY Council was requested to authorize the Mayor and City Clerk
to execute a petition requesting roadway abandonment in an
CC -6 area adjacent to the White Slough Property. The roadway is
CC -27(a) a frontage road on the west side of I-5 which serves only
three parcels. The property owners are experiencing
problems with hunters, fishermen, and other types of
trespassers. The abandonment does not affect the public
roadway adjacent to the City's property and has no effect
on the entrance to the White Slough treatment plant.

Council authorized the Mayor and City Clerk to execute the
petition for the subject roadway abandonment.
1986 POPULATION AND
HOUSING ESTIMATES
CERTIFICATION REQUEST
RES. NO. 86-66 Annually, the California State Department of Finance
prepares population and housing estimates for each city and
CC -36 county in the state. The estimates are based on
information provided by the local agencies and include data
on new residential construction, school enrollment, utility
accounts and mobilehcme occupancy.
Copies, of the January 1, 1985 and January 1, 1986
estimates, which indicates a growth in population of 1970
and in housing units of 984. Staff reported that both of
the estimates appear to be in line with the City's present
growth activities.
In order to use the 1986 population estimate of 43,293 for
the City of Lodi as of 1/1/86, as estimated by the
California State Department of Finance as the basis for
state subventions, Council adopted Resolution No. 86-66
authorizing the City Manager and City Clerk to request
certification of the population and housing estimates as
required by Section 2077.2 of the Streets and Highway Code.

CITY ADMINISTRATION
OF LIBRARY MAINTIIVANCE
AMID OPERATIONS FUND
APPROVED

Council was apprised that one of the recommendations of the
City auditors last year was that the City's Finance

Department assume the responsibility for the administration
CC -21(c)-
of the Library's Maintenance and Operations Fund. The
Library Board of Trustees concurs.
Council adopted Resolution No. 86-67 approving Agreement
between the City of Lodi and the Lodi Library Board of
Trustees providing for administration of the Library
Maintenance and Operating Fund and authorized the City
Manager and City Clerk to execute the subject Agreement on
behalf of the City.
AGREEMENT WITH
NCPA FOR ENGINEERING
SERVICES APPROVED
RES. NO. 86-68
City Manager Peterson apprised the Council that the City of
Lodi is desirous of obtaining the services of NCPA
CC -7(j)
engineers in the development of a Request for Proposal for
design and construction of required transmission upgrades
serving the City of Lodi. The Agreement provides for these
services in an amount not to exceed $5,000.00. This
transmission upgrade involves the construction of an
additional 60-kv transmission line into Lodi to enhance
system reliability.

Council adopted Resolution No. 86-68 approving an agreement
between the City of Lodi and the Northern California Power
Agency (NCPA) for certain engineering services and
authorized the City Manager and City Clerk to execute the
subject Agreement on behalf of the City.
GOLF DRIVING RANGE
LEASE ASSIGNMENT Council was apprised by City Manager Peterson that the City
leases the Golf Driving Range located at the Grape Festival
CC -27(b) grounds to Mr. Bob J. Gasaway. Mr. Gasaway desires to sell
his business to Mr. George Sakurai and Mr. Ken Wollenberg.
To complete this transaction it is necessary for the City
Council to approve the assignment of the lease to the new
owners.
Council authorized the assignment of the Golf Driving
Range Lease and authorized the City Manager and City Clerk
to execute the Consent to Assignment on behalf of the City.

CONCESSION OPERATIONS
RFS. NO. 86-69 City Manager Peterson apprised the Council that the
following bids which been received for the Lodi Lake Park
CC -6 J Concession Operation for a period of 32 months ending May

Herr/McCarty - 218 of gross receipts after taxes

Council adopted Resolution No. 86-69 awarding the Lodi Lake
Park Concession Operation to Four Gals' Ccmndssary for the
percentage figure of 258 of gross receipts after taxes.

to Staff. On motion of Council Member Hinci¢nan, Snider

a study be undertaken regarding lighting in all City parks.

Council Member Hirschman addressed the Council regarding
problems that are being encountered with trucks parking on

Cherokee Lane. Council Member Hinchman suggested that the

City look into the feasibility of using Hotel -Motel tax
funds for the development of truck parking in that area.
Discussion followed with Council being informed that this
subject is presently on the Lodi District Chamber of
Commerce Work Program for study and recommendation

from Jeff Duckett, 1127 Industrial Way, Lodi regarding
CC -16 disagreement on improvements being made at that location
and City requirements regarding the subject improvements.

Council was informed that the Lodi Police Department is
currently using patrol officers to perform services needed
CC -6
to provide a variety of crime prevention programs.

As a part of the Career Criminal Apprehension Program
(C -CAP), the City is eligible for a Community Crime
Resistance Grant through the Office of Criminal Justice
Planning. This Grant would provide funds to hire two non -
sworn Community Service Officers which the Police
Department would use in their crime prevention programs.
The grant is twelve months in duration and will pay 100% of
the cost of personnel, plus equipment. The City of Lodi is
eligible for a $60,000 grant which requires a 10% hard
match of City funds.
Chief of Police Williams and Captain Larry Hansen were in
the audience and responded to questions regarding the
matter as were posed by Council.
Following discussion, on motion of Council Member Hirschman,
Olson second, Council adopted Resolution No. 86-70
indicating the City's desire to undertake the proposed Lodi
Police Department Community Crime Resistance Program, which
program is to be funded in part with funds made available
through State General Funds.

SIDEWALK DEFICIENCY -
VINE TO TOKAY STREET
Council was apprised that the City has let the improvement
RES. NO. 86-71 for Stockton Street between Vine and Tokay Street to Claude
Woods Company. The underground work on this project has
CC -45(e) already started.

At an earlier Informal Informational Meeting, the City
staff reviewed with the Council the sidewalk deficiencies
on Stockton Street between Vine and Tokay Street. There
are 14 parcels on the east side of the Street which are
deficient in sidewalk. On the west side, there is an area
which does not have sidewalk, however, the walkway area is
paved with asphalt and concrete.
A lengthy discussion followed with questions being directed
to Staff. On motion of Council Member Hirschman, Snider
second, Council adopted Resolution No. 86-71 determining
the public need for sidewalk installations on the east side
of Stockton Street between Vine Street and Tokay Street and
set the matter for Public Hearing at the Regular Council
Meeting of June 4, 1986.

Further, Council directed Staff to develop alternates for
adopting a City policy for implementing and financing
sidewalk installations in areas determined to qualify for
Ccn wnity Block Grant Funds. It was requested that this
report be provided to Council at its May 21, 1986 meeting.
