SPECIAL EMERGENCY MEETING
CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
TUESDAY, FEBRUARY 18, 1986
2:00 P.M.

Director Ronsko, City Attorney Stein,
and City Clerk Reimche
Members of the press and Lodi Cable Television had been notified of
this meeting and were in attendance.
Pursuant to State of California Government Code Section 54956.5 a
Special Emergency Meeting of the Lodi City Council was called to update
the Council on potential flooding conditions within this area.
A detailed report of conditions was provided the Council by Staff.
Diagrams of anticipated problem areas within the community were
presented and discussed. Charts depicting various elevations in the
City were displayed and discussed.
Council was further apprised of the measures being taken to protect the
City's water system and to protect White Slough Water Pollution Control
Plant.
Council was informed that the City's basin system was Working well.
City Manager Peterson announced that Assistant City Manager Glenn would
be the City's spokesperson as it related to this emergency situation.
City Manager Peterson then presented a Resolution proclaiming existence
of a local emergency, explaining the reasons he was recommending the
adoption of the subject resolution, and responded to questions
regarding the matter as were posed by members of the City Council.
The resolution reads in full as follows:

RFSOLU'PION OF THE LODI CITY COUNCIL
PROCLAIMING EXISTENCE OF A LOCAL EMERGENCY
WHEREAS, Lodi Municipal Code Section 2.32.040 empowers the Lodi
City Council to proclaim the existence or threatened existence of a
local emergency when the City is affected or likely to be affected by a
public calamity; and
WHEREAS, the Lodi. City Council has been requested by the Director
of Emergency Services of San Joaquin County to proclaim the existence
of a local emergency therein; and
WHEREAS, the Lodi City Council does hereby find:
That conditions of extreme peril to the safety of persons and
property have arisen within the City of Tcrli, caused by flood
commencing on or about 2:00 p.m. on the 18th day of February, 1986;
and
That the aforesaid conditions of extreme peril warrant and
necessitate the proclamation of the existence of a local emergency;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now
exists throughout the City of Lodi; and

IT IS FURII]ER PROCLAINU) AND ORDERED that during the existence of
said local emergency, the powers, functions, and duties of the City
Manager and the emergency organization of the City of Lodi shall be
those prescribed by State law, by ordinances, and resolutions of the
City of Lodi approved by the Lodi City Council on the 2nd day of
June, 1971.
IT IS FURIIER pR[X2AIMED AND ORDERED that said local emergency
shall be deemed to continue to exist until its termination is
proclaimed by the Lodi City Council of the County of San Joaquin, State
of California.
Following additional discussion, Council, on motion of Mayor Pro
Tempore Reid, Olson second, adopted Resolution No. 86-31 heretofore set
forth in its entirety. The motion carried by unanimous vote.
City employees were connended for their exceptional efforts during this
emergency.
Mayor Hinchman adjourned the meeting at approximately 2:50 p.m.
