City Clerk Reimche recorded the roll as follows: ROLL CALL Present: Council Members - Hinchman, Pinkerton, Reid, Snider and Olson (Mayor) Absent: Council Members - None Also Present: City Manager Peterson, Assistant City Manager Glenn, City Attorney Stein, and City Clerk Reimche AGREEMENT WITH GREAT WESTERN SAVINGS AND LOAN ASSOCIATION TO SERVE AS THE CITY'S ADMINISTRATOR FOR THE CITY'S DEFERRED COMPENSATION An agreement with Great Western Savings and Loan Association, whereby it would serve as the City's CC -6 Administrator for the City of Lodi Deferred Compensation Program, was presented for Council approval. Discussion followed with concern being expressed regarding 1 certain language contained within the proposed agreement. A motion made by Council Member Pinkerton, Hinchman second, to approve the agreement, failed to pass by the following vote: Ayes: Council Members - Pinkerton Noes: Council Members - Hinchman, Reid, Snider and Olson (Mayor) The City Manager was directed to place this matter on the Agenda for the regular City Council meeting of March 16, 1988. COUNCIL ACCEPTS PROPOSAL TO REPLACE CERTAIN FACILITIES AT THE PARKS AND RECREATION DEPARTMENT COMPLEX AND APPROPRIATE THE NECESSARY FUNDS Council was reminded that, in the City Council meeting of February 3, 1988, a motion was passed to approve the CC -14(a) request for proposals to replace certain facilities at the Parks and Recreation Department Complex which will be demolished in March 1988. In order to provide offices, storage space, and a ready room for use by the Parks Division, a detailed request for proposals was directed to a wide variety of suppliers of prefabricated structures. This request was also advertised locally to solicit proposals for purchase or lease of such structures or lease of commercial property which would address the same needs. 1 Continued March 8, 1988 RECONSIDERATION OF APPROVAL OF AGREEMENT WITH GREAT WESTERN SAVINGS AND LOAN ASSOCIATION DEFERRED COMP- ENSATION PROGRAM CC -6 ADJOURNMENT Following the proposal deadline, six items had been received, including three which were fairly comparable and met the City's stated needs. On closer examination, with the criteria being cost, delivery and installation scheduling, and ability to configure the structure to suit the City's purposes, the proposal of Alan Pre -Fab Building Corporation was selected. A small part of the funding sought is requested to provide for office furniture, chairs, lockers, and other miscellaneous furnishings. The estimated date of delivery and installation is late April 1988 at a total cost of $85,253.00. On motion of Mayor Pro Tempore Snider, Reid second, the City Council accepted the proposal for the subject project prepared by Alan Pre -Fab Building Corporation and appropriated funds from the General Fund Operating Reserve in the amount of 485,253.00. Due to certain time constraints regarding the proposed agreement with Great Western Savings and Loan Association, to serve as the City's Administrator for the City of Lodi Deferred Compensation Program, Staff requested that Council reconsider the matter suggesting that the Agreement be approved with the condition that the following wording be deleted from Section 2 entitled "TERMINATION" --- "other than for cause as defined above". On motion of Mayor Pro Tempore Snider, Reid second, Council agreed to reconsider the subject matter. Following discussion with questions being directed to Staff, Council, on motion of Mayor Pro Tempore Snider, Hinchman second, approved the agreement with Great Western Savings and Loan Association to serve as the City's administrator for the City of Lodi Deferred Compensation Program conditioned upon the deletion of the wording "other than for cause as defined above" from Section 2 entitled "TERMINATION" and authorized the Mayor and City Clerk to execute the subject agreement on behalf of the City. There being no other business to come before the Council, Mayor Olson adjourned the meeting at approximately 7:30 a.m. ATTEST: Alice M. Reimche City Clerk
