ADJOURNED CITY COUNCIL MEETING
WEDNESDAY, AUGUST 30, 1989

The meeting was called to order by Mayor Snider at 7:35 a.m.
Roll was recorded by the City Clerk as follows:
Present: Council Members - Hinchman, Olson, Pinkerton, Reid and
Snider (Mayor) (arrived 7:35 a.m')
Also Present: City Manager Peterson, Assistant City Manager Glenn, City
Attorney McNatt, Finance Director Holm and City Clerk

ADOPTED
URGENCY ORDINANCE
1459
CC -21(b) Following introduction of the matter by City Manager
CC -149 Peterson and discussion, the City Council, on motion of
Mayor Pro Tempore Hinchman, Reid second, adopted Urgency
Ordinance 1459 adopting the 1989-90 Budget.
The motion carried the following vote:
Ayes: Council Members - Hinchman, Olson, Pinkerton,
Reid and Snider (Mayor)
Noes: Council Members - None
Absent: Council Members - None
1989/90 BUDGET
AMENDED TO REINSTATE
$32,000 CUT FROM
LIBRARY RESERVES
CC -21(b) On motion of Mayor Pro Tempore Hinchman, Snider second, the
City Council by the following vote voted to amend the
1989/90 Budget to restore the $32,000 cut from the Library
Reserves:
Ayes: Council Members - Hinchman, Reid, and Snider
(Mayor)
Noes: Council Members - Olson and Pinkerton
Absent: None
The $32,000 appropriation is to be made from the Rate
Stabilization Fund.
Discussion followed regarding the Library and its governing
board. It was agreed that a joint dinner meeting of the
City Council and the Library Board should be scheduled for
Wednesday, October 11, 1989 at 6:00 p.m. to discuss matters
of mutual concern.

PURCHASE OF USED
VEHICLES FROM
RENTAL AGENCIES OF
FLEET DEALERS FOR
VEHICLES IN 1989-90
BUDGET APPROVED
RES. NO. 89-108
CC -12(d) The City Council was advised about Ordinance No. 1399,
CC -300 adopted June 17, 1987, amended Lodi Municipal Code, Section
3.20.070 relating to bidding. The amendment states that
bidding can be dispensed with when the City Council
determines that the purchase or method of purchase would be
in the best interest of the City of Lodi. The primary
reasons for purchasing vehicles under this program are:
1. Lower initial cost;
2. Shorter lead times for delivery;
3. Vehicles purchased have maintenance and
repair records available for review;
4. Higher resale value due to greater number of
options available;
5. Twelve month/12,000 mile warranty written by
the agency.
Following discussion, on motion of Mayor Pro Tempore
Hinchman, Olson second, the City Council adopted Resolution
No. 89-108 - Resolution Approving the Purchase of Used
Vehicles from Rental Agencies on Fleet Dealers for Vehicles
Approved in the 1989-90 Budget.
ADJOURNMENT There being no further business to come before the Council,
Mayor Snider adjourned the meeting at approximately 7:40
a.m.
