ADJOURNED REGULAR MEETING

The meeting was called to order at 7:30 p.m. by Mayor Pro Tempore Hinchman.
Roll was recorded by the City Clerk as follows:
Present: Council Members - Hinchman, Olson, Pinkerton,
Reid and Snider (Mayor)

Absent: Council Members - None
Also Present: City Manager Peterson, Assistant City

1990/91 OPERATING
BUDGET ADOPTED
URGENCY ORD. NO. 1491 ADOPTED
CC -21(b) The review of the proposed 1990/91 Operating Budget
CC -149 continued with the following departments and miscellaneous
budgets being reviewed:
a) Public Works:
° Sewer Utility Fund
° Water Utility Fund
b) City Clerk
c) City Attorney
d) Miscellaneous - including Contingent Fund,
Refuse Collection, Refuse Surcharge,
Insurance, Special Payments - Miscellaneous,
Community Promotion, and Bond Debt Service
Following discussion, on motion of Mayor Pro Tempore
Hinchman, Pinkerton second, the City Council adopted
Urgency Ordinance No. 1491 entitled, "An Urgency Ordinance
Adopting An Operating Budget for the Support of Various
Departments of the City of Lodi and a Utility Outlay Budget
for the Fiscal Year Beginning July 1, 1990 and Ending June

30, 1991". The motion carried by unanimous vote of the
City Council.
STANDARDIZATION AND
PURCHASE OF KAWASAKI
MOTORCYCLE FOR POLICE
DEPARTMENT
CC -20 The City Council was informed that the police motorcycles
CC -47 used by the Police Department for the last four years have
been the Kawasaki KZ 1000P. At the present time the
department has three 1986 KZ 1000P Kawasaki motorcycles.
In the 1990/91 Budget we requested a replacement program
to replace one motorcycle a year until all of the 1986
models are replaced. The Police Department has a
maintenance agreement with B&T Kawasaki that has proven to
be beneficial to the City of Lodi. B&T Kawasaki has parts
and materials readily available and the expertise to keep
our motorcycles in good working order. It is also to our
advantage to continue to use the Kawasaki motorcycles
because we will be able to take the brackets and lighting
equipment off the old motorcycles and place them on the new
motorcycles with no major adaptions required.
Recently, one of our Motor Officers was involved in a
traffic accident and his motorcycle suffered extensive
damage. The cost of repairing that motorcycle is $5,045.
It is our request to replace that motorcycle with a 1990 KZ
1000P Model for a cost of $6,793. The funds for this
motorcycle have already been budgeted in the 1990/91 Budget.
Section 3.20.040 (Exemptions from Centralized Purchasing)
authorizes the City Council to standardize on specific
supplies, services, and equipment. Since the Police
Department has enjoyed a successful program with the
Kawasaki Motorcycles, and it is recommended that the City
standardize on police motorcycles manufactured by Kawasaki.
Following discussion, on motion of Council Member Olson,
Hinchman second, the City Council by the following vote
standardized the purchase of future police motorcycles used
by the City of Lodi Police Department with B&T Kawasaki,
Sacramento, California.
Ayes: Council Members - Hinchman, Olson, Pinkerton and
Snider (Mayor)
Noes: Council Members - Reid
Absent: Council Members - None
Further, on motion of Mayor Pro Tempore Hinchman, Olson
second, the City Council authorized the purchase of a 1990
KZ 1000P Model Kawasaki at a cost of $6,793 to replace the

motorcycle recently extensively damaged in an accident.
The funds for this motorcycle fere budgeted for in the i
-1990/91 Budget.
CLOSED SESSION
CC -200(a) At approximately 9:10 p.m. the City Council adjourned to a
CC -200(d) Closed Session regarding:
a) Possible litigation
b) Salary negotiations
The meeting reconvened at approximately 9:25 p.m.
CC -4 On motion of Council Member Pinkerton, Hinchman second, the
CC -30 City Council authorized the City Attorney to initiate suit
against California Copy, Inc. and Ricoh for reimbursement
for the Ricoh Copier which the City had purchased on August
30, 1989. The City continually experienced inferior
performance with this piece of equipment.
The meeting was adjourned at approximately 9:30 p.m.
