Swanson, retiring member of the Lodi Parks and Recreation Commission. PROJECT RECEIVED FROM LODI LIONS CLUB CC -9 A presentation was made by representatives of the Lodi CC -27(c) Lions Club regarding the Emerson Park Project, at which time they presented the City of Lodi with checks in the amount of $9,700 to be used toward the completion of this project. The City Council extended its sincere appreciation to the Lodi Lion Club for all their efforts toward this wonderful project. PROCLAMATION CC -37 A proclamation was presented proclaiming April 1990 "Earthquake Preparedness Month". CONSENT CALENDAR In accordance with report and recommendation of the City Manager, Council, on motion of Council Member Olson, Reid second, approved the following items hereinafter set forth. CLAIMS CC -21(a) Claims were approved in the amount of $2,641,034.67. MINUTES.. The Minutes of February 21, 1990, March 7, 1990, March 13, 1990 (Special Meeting) and March 14, 1990 (Special Meeting) were approved as.written. SPECIFICATIONS FOR THE PURCHASE OF 61 CLASS 3 WOOD UTILITY POLES APPROVED CC -12.1(b) The City Council approved the specifications and authorized advertisement for bids for the purchase of 61 Class 3 wood utility poles. The bid opening date has been set for Wednesday, April 18, 1990. Poles in six lengths are included in this bid: Quantity Length 15 each 35 -foot 30 each 45 -foot 10 each 50 -foot 3 each 60 -foot 2 each 65 -foot 1 each 70 -foot 61 total 2 352 Continued April 4, 1990 These poles will be purchased to support the Electric Utility Department's ongoing maintenance program of replacing damaged or deteriorating poles currently in the system. Since August 2, 1989, when the City Council last authorized bidding for wood poles, a total of 65 Class 3 poles in the lenths listed above have been placed into service. The estimated cost of this purchase is $20,000, with delivery expected about 6 weeks following placement of order. Funding for this purchase is available in the Electric Utility Department's operating fund. CONTRACT AWARD FOR 1990 ASPHALT OVERLAYS, TOKAY STREET AND LODI AVENUE RES. NO. 90-49 CC -12(a) The City Council adopted Resolution No. 90-49 awarding the CC -300 contract for 1990 Asphalt Overlays, Tokay Street and Lodi Avenue to Claude C. Wood Company in the amount of $77,184.15. This project consists of placing approximately 1,250 tons of asphalt concrete; 6,060 square yards of pavement reinforcing fabric; 3,430 square feet of pavement repair; 5,415 linear feet of pavement grinding, and other incidental and related work, all as shown on the plans and specifications for the project. Plans and specifications for this project were approved on March 7, 1990. The City received the following three bids for this project: Bidder Location Bid Engineer's Estimate $92,247.00 Claude C. Wood Company Lodi $77,184.15 Granite Construction Stockton $80,414.15 Teichert Construction Stockton $83,494.30 PURCHASE OF TWO TRACTOR LOADERS APPROVED RES. NO. 90-50 CC -12(d) The City Council adopted Resolution No. 90-50 awarding the CC -300 bid for the purchase of.Awc tractor -loaders from Case Power and Equipment Company il, the amount of $82,573.25. 3 353 Continued April 4, 1990 The replacement of one tractor-loader/backhoe in the Water/Wastewater Division and a new tractor-loader/backhoe for the Electric Utility Department was approved in the 1989-90 Operating Budget. Specifications were approved on March 7, 1990 and bids were opened on March 21, 1990. Three bids were received: Bidder Location Bid Trade -In Option Reed Equipment Co. French Camp $82,191.56 $5,000.00 Case Power & Equipment Stockton $82,573.25 $6,000.00 Holt Bros. Stockton $98,128.25 $8,500.00 The low bidder listed six exceptions to the specifications, including a cab that only has single entry (specifications call for dual entrance), and a mechanical locking (versus automatic self-locking) backhoe boom. Both of these are safety items that the City should maintain. It was recommended that the City Council approve the purchase of the two tractor -loaders from Case Power and Equipment and authorize the sale of the 1974 Case 5808 as surplus equipment, to be sold to the highest bidder. REPLACEMENT OF WATER CONSERVATION VEHICLE APPROVED f' � 11�1�(i�il>�IiII•�i� CC -12(d) The City Councii adopted Resolution No. 90-51 authorizing CC -300 the City Manager.to purchase a low mileage 1990 demo pickup from Hayward Dodge in Hayward California for $9,750. This vehicle's purchase was not approved in the 1989-90 budget. The City Council was informed that truck #69, the Water Conservation Patrol vehicle is in need of immediate replacement. This 1982 GMC pickup was purchased in June 1983 for $6,360 as a used vehicle with 8,600 miles recorded on the odometer and currently has 51,000 miles. During the past seven years of patrol the vehicle has had an accumulated repair cost of $3,470. Two major expenses have been overhauling the clutch assembly. The Equipment Maintenance Supervisor advises me the vehicle is in need of clutch repair again. He also advises this vehicle with standard transmission has not and will not stand up to the slow moving, stop and go travel required of our Water Conservation Officers. Therefore it was recommended the purchase of a replacement vehicle prior to the 1990 patrol season (May 15, 1990). The Equipment Maintenance Supervisor has located a low mileage (600 miles) 1990 demo pickup with automatic, transmission for about $9,750. 4 3 54 Continued April 4, 1990 Additionally, it is believed $1,500 could be received from the sale of the existing truck #69. ACCEPTANCE OF IMPROVEMENTS UNDER LA14E LINE PAINTING, VARIOUS STREETS, 1989, CONTRACT CC -90 The City Council accepted the improvements for "Lane Line Painting Various Streets, 1989," and directed the Public Works Director to file a Notice of Completion with the County Recorder's office. The contract was awarded to Traffic Limited, Lodi, on December 6, 1989, in the amount of $16,153.53. The contract has been completed in substantial conformance with the plans and specifications approved by the City Council. The contract completion date was January 17, 1990, and the actual completion date was February 18, 1990. The delay in completing the project was due to the City placing a "Temporary Suspension of Work" until the weather was more conducive to the application of paint on traffic stripes. AMENDED SALARY RANGES FOR CLASSIFICATIONS IN THE POLICE DEPARTMENT RES. NO. 90-52 CC -34 The City Council adopted Resolution No. 90-52 adopting the CC -300 salary schedule adopted under the Memorandum of Understanding between the City of Lodi and the Police Officer's Association of Lodi for represented Police employees and Mid -Management Police personnel. The City Council was advised that a multi-year agreement with the Police Unit calls for adjustments to their salary schedule effective the pay period beginning on April 2, 1990. This revised schedule was set forth in a scheduled presented for Council's reviews. This increase results in corresponding increases for sworn Police Mid -Management classifications, which were also presented. CITY COUNCIL COMPENSATION ORDINANCE NO. 1478 INTRODUCED CC -6 California Government Code Section 36516 establishes CC -149 salaries for council members of general law cities, based on population. Under this section, the Council in 1985 set the salary at $400 per month, which was the allowable rate for cities having populations of between 35,000 and 50,000. There have beefi no increases since that time. 61 Continued April 4, 1990 355 Under subsection (a)(3) of this statute, council members' salaries in cities with populations exceeding 50,000 but less than 75,00 may be set at up to $500 per month. It is noted that Lodi 's population was expected to exceed 50,000 in October 1989, and our city limit signs were changed to reflect that figure. In order to increase the council salary to that which the statute authorizes, the population determination must be based on an estimate validated by the California State Department of Finance, which issues such figures yearly on May 1. It is assumed that figure will confirm the population as being in excess of 50,000. Should the Council choose to adopt this ordinance, under the terms of Government Code Section 36516.5 and Municipal Code Section 2.08.030, the increase cannot become effective until following the November 1990 Council election. The City Council introduced Ordinance No. 1478 - An Y Ordinance of the Lodi City Council Amending Lodi Municipal Code Section 2.08.020 Relating to City Council Salaries as Authorized by Government Code Section 36516 (a) (3). FAMILY SERVICE AGENCY AGREEMENT CC -90 The City Council authorized the City Manager and City Clerk to execute an agreement with Family Services Agency for the employee assistance program. The City Council was advised that the City has contracted with the Family Services Agency for a number of years to provide counseling to employees and their dependents on an as needed basis. This program is used and has proven successful in many cases. We do not know who individually uses the service nor do we want to know. On occasions, a Department Head will refer an employee to the program. The cost for this program this year will be $11,670 for the year, an increase of 6% from last year. This program is funded from the Workers' Compensation Fund. With the consent of the City Council agenda item K-3, "Emerson Park Phase III Project - financing and agreement for consulting services" was discussed and acted upon at this point on the agenda.. 356 Continued April 4, 1990 Parks and Recreation Director Williamson reminded the City Council -it had approved and financed the Phase I and II Projects at Emerson Park which was covered by a working agreement with the Lodi Lions Club over this past year. The Lions Club has performed as it indicated it would in the agreement of paying back an original loan of $20,000 ($12,500 paid to date) and has invested $40,000 plus in volunteer manhours toward the Emerson Project. Additionally, the Club has given the project $2,200 toward an upgraded "Park Sign" and purchase of more swing equipment for the facility. The Parks and Recreation Department and Commission, plus Lions Club, request your approval of this third and final stage of the Emerson Project which includes consultant fees (for appropriate construction drawings) and $43,851 in project dollars to complete this project. Also addressing the Council regarding the matter were representatives of the Lodi Lions Club. Following discussion, on motion of Council Member Reid, Hinchman second, the City Council took the following actions regarding the Emerson Park Phase III project: a) Approved a consultant fee of $3,800 for the professional services of Jeff Gamboni of Derivi/ Castellanos/Architects. b) Approved financing of the project in the amount of $43,851 and approved allocating the funds for both expenditures from the from Capital Operating Reserve. COMMENTS BY CITY COUNCIL MEMBERS The following comments were received under the "Comments by City Council Members" segment of the agenda: CITY CLERK REIMCHE AND HUSBAND MERVIN CELEBRATE ANNIVERSARY Council Member Pinkerton extended congratulations to Mervin and Alice Reimche on the occasion of their 37th wedding anniversary. AB 4242 CC -28 Council Member Reid addressed the City Council regarding a letter that had been received from Assemblyman Phil Isenberg regarding AB 4242 which proposes the establishment of seven regional governments in the State of California. Council Member Reid indicated that he felt the City should respond ti Assemblyman Isenberg's letter and :357 Continued April 4, 1990 that this topic should be an item of discussion at a future Shirtsleeve Session. SPEED LIMIT SIGNING IN AREA OF KETTLEMAN LANE AND LOWER SACRAMENTO ROAD CONCERNS COUNCIL MEMBER CC -48(a) Mayor Pro Tempore Hinchman indicated his concern regarding the lack of signing regarding speed limits in the area of Kettleman Lane and Lower Sacramento Road. Staff was directed to look into the matter. STATE GRANT FOR DRUG SUPPRESSION APPLAUDED CC -175 Mayor Pro Tempore Hinchman applauded the recent action of the City Council in approving a State Grant for drug suppression which provided for the hiring of an additional police officer. Mayor Pro Tempore Hinchman indicated that having a police officer working with school children in this way is having a tremendous positive impact. WATER CONSERVATION CONCERNS CC -183(d) Mayor Pro Tempore Hinchman indicated his concern regarding the lack of publicity in Lodi regarding water conservation and stressed that the City needed to take a pro -active position. Public Works Director Ronsko responded that a proposed program regarding water conservation in this community will be presented to the City Council at its next meeting. PUBLIC WORKS DIRECTOR WINS AWARDS FOR HIS WOOD CARVINGS Council Member Olson congratulated Jack Ronsko on winning numerous awards for his wood carvings at the Annual Spring Wine Show. CITY MANAGER CELEBRATES ANNIVERSARY WITH CITY OF LODI Mayor Snider announced that City Manager Peterson had just completed his fifth year with the City of Lodi. LODI DAY AT CANDLESTICK PARK Mayor Snider announced that August 4, 1990 will be Lodi Day at Candlestick Park and presented information regarding plans that are being formulated for the event. 0 358 Continued April 4, 1990 COMMENTS BY THE PUBLIC ON NON AGENDA ITEMS The following comments were received under the "Comments by the public on non -agenda items" segment of the agenda: ANNUAL CLEAN-UP WEEK AND DOLLAR DUMP DAY ANNOUNCED Dave Vaccarezza, Sanitary City Disposal Company announced that April 21, 1990 will be Dollar Dump Day at the Sanitary City Disposal Company transfer station. Further, Mr. Vaccarezza announced that April 23 - 27, 1990 will be Annual Clean -Up Week. PUBLIC HEARINGS Notices thereof having been published according to law, affidavits of which publications are on file in the office of the City Clerk, Mayor Snider called for the Public Hearings to'consider: a) the Planning Commission's recommended approval of the request of Kistin I. Cromwell and Del G. Smith to amend the Land Use Element of the Lodi General Plan by redesignating the south 2.66 acres of the parcel located at J693 East Turner Road (Assessor Parcel 015-230-20 and 29) from Agriculture to Neighborhood Commercial b) the Planning Commission's recommended prezoning of the south 2.66 acres of the parcel at J693 East Turner Road (Assessor Parcel Nos. 015-230-20 and 29) from G -A, Agriculture, San Joaquin County, to C-1, Neighborhood Commercial. c) the Planning Commission's recommendation to certify the filing of a Negative Declaration by the Community Development Director as adequate environmental documentation on the above listed projects. The matter was introduced by Community Development Director Schroder who advised the City Council that the applicants, Kristin I. Cromwell and Del G. Smith own and operate the Wine and Roses Country Inn at the northwest corner of West Turner Road (City designation) and Woodhaven Drive. The Inn and its surrounding garden was the home of Isabel Towne. They now wish to expand their operation by adding the land, home and swimming pool that was the home of Burton Towne, III. Continued April 4, 1990 359 Before LAFCO will begin annexation proceedings, the City Council must provide General Plan consistency, prezoning and environmental documentation. If the Council agrees with the Planning Commission's recommendation, annexation procedures may begin once the General Plan and Prezoning Ordinance is law. Speaking on behalf of the Planning Commission's recommendation was Del Smith, 2505 W. Turner Road, Lodi, California. There being no other persons wishing to speak on the matter, the public portion of the hearing was closed. On motion of Council Member Reid, Pinkerton second, the City Council certified the filing of a Negative Declaration by the Community Development Director as adequate environmental documentation on the hereinafter listed projects. On motion of Council Member Olson, Hinchman second, the City Council introduced Ordinance No. 1479 amending the Land Use Element of the Lodi General Plan by redesignating the south 2.66 acres of the parcel located at J693 East Turner Road (Assessor Parcel 015-230-02 and 29) from Agriculture to Neighborhood Commercial. On motion of Council Member Reid, Hinchman second, the City Council introduced Ordinance No. 1480 prezoning the south 2.66 acres of the parcel at J693 East Turner Road (Assessor Parcel Nos. 015-230-20 and 29) from G -A, Agriculture, San Joaquin County, to C-1, Neighborhood Commercial. KRISTEN I. CROMWELL AND DEL G. SMITH REQUEST TO AMEND LAND USE ELEMENT OF LODI GENERAL PLAN, PREZONING ETC FOR 2.66 ACRES LOCATED AT J693 EAST TURNER ROAD ORD. NO. 1479 AND 1480 INTRODUCED CC -53(a) Notice thereof having been published according to law, an CC -149 affidavit of which is on file in the office of the City Clerk, Mayor Snider called for the Public Hearing to consider the Planning Commission's recommendation to the City Council that a moratorium be placed on the approval of additional "granny units" in the eastside rezoning area until the City can determine that the additional units will not adversely impact public facilities. The City Council was advised that at its meeting of Monday, March 12, 1990 the Planning Commission recommended to the City Council that a morratorium be placed on the approval of k0l 360 Continued April 4, 1990 additional "granny units" in the eastside rezoning area until the City can determine that the additional units will not adversely impact public facilities. State law requires that cities and counties in California permit second residential units (i.e. "granny units") in areas zoned for single-family purposes. Since the second unit was added to the R-1 and R-2 Districts in 1984 only 3 or 4 of such units have been constructed. At its meeting of February 26, 1990 the Planning Commission received an application for a "granny unit" at 205 Flora Street in the Eastside rezoning area. Although the Planning Commission had no basis to deny the request, Commission members expressed concern that a "granny unit" on a substantial number of Eastside single-family lots could impact existing in -ground sanitary sewers and fire suppression systems. The Public Works Director indicated that one unit was not a problem but a substantial number of such units could lead to trouble. Since neither the staff nor the Planning Commission knew how many additional "granny units" could be safely constructed, the Commission recommended a moratorium until the necessary studies could be conducted. There being no persons wishing to address the City Council regarding the matter, the public portion of the hearing was closed. URGENCY ORDINANCE NO. 1481 INTRODUCED AND ADOPTED IMPOSING A MORATORIUM ON SECOND UNITS IN THE EAST SIDE REZONING AREA CC -53(a) On motion of Council Member Pinkerton, Hinchman second, the CC -149 City Council introduced and adopted as an urgency ordinance - Ordinance No. 1481 entitled, "An Uncodified Urgency Interim Ordinance of the Lodi City Council Imposing a Moratorium on Second Units in the East Side Rezoning Area." The motion carried by unanimous vote of the City Council. 1988 UNIFORM FIRE CODE ORDINANCE NO. 1482 INTRODUCED CC -24(b) Notice thereof having been published according to law, an CC -149 affidavit of which publication is on file in the office of the City Clerk, Mayor Snider called for the public hearing to consider the adoption of the 1988 edition of the Uniform Fire Code as amended. 11 Continued April 4, 1990 361.: The matter was introduced by Fire Chief Larry Hughes who advised the City Council that the Uniform Fire Code (UFC) is published every three years and it is the recognized Fire Code in the Western United States. It is a sound practice to adopt the most current edition of the Fire Code as is done with the Building Codes. The Uniform Fire Code and the Uniform Building Code are now compatible and work very well together; therefore, we need to adopt the 1988 edition to stay compatible with the 1988 Uniform Building Code, which was recently adopted by Council. We are currently working under the 1985 edition of the UFC which was adopted with amendments. We propose that the same amendments be adopted with the 1988 edition, with approximately 6 minor revisions and 3 additional amendments. These amendments were reviewed at the Shirtsleeve Session on March 20, 1988 and the one correction requested at that time has been incorporated into the final document. As you will recall, the 3 new amendments included the following general subjects: 1. A 6,000 square foot automatic fire sprinkler requirement. 2. Installation of permanent surface of asphalt or concrete on all fire lanes, streets and cul-de-sacs prior to commencement of construction. 3. Allowing the use of above -ground tanks, not to exceed 12,000 gallon capacity, for the dispensing of Class II (diesel) fuels into vehicles. There being no persons in the audience wishing to speak on the matter, the public portion of the hearing was closed. Following discussion, on motion of Council Member Pinkerton, Olson second, the City Council introduced Ordinance No. 14827adopting the 1988 Edition of the Uniform Fire Code as amended. The motion carried by unanimous vote of the City Council. PLANNING COMMISSION City Manager Peterson presented the following Planning REPORT Commission Report of the Planning Commission Meeting of March 26, 1990. CC -35 The Planning Commission - 12 362 Continued April 4, 1990 FOR ACTION OF THE CITY COUNCIL 1. Recommended that Title 17 of the Lodi Municipal Code be amended (1) to modify the definition of Home Occupation and (2) to add new Chapter 17.08, Home Occupation Permits. The City Attorney is preparing the proposed Ordinance as recommended by the Planning Commission. On motion of Mayor Pro Tempore Hinchman, Snider second, the City Council set the heretofore listed item for public hearing at its regular meeting of April 18, 1990. Further, the Planning Commission - OF INTEREST TO THE CITY COUNCIL 1. Conditionally approved the Tentative Subdivision Map of Morrison Park, a one -lot condominium subdivision at 2379 Maggio Circle in an area zoned M-2, Heavy Industrial as requested by Baumbach and Piazza, Consulting Engineers, on behalf of Neal Weaver. 2. Conditionally approved the Tentative Subdivision Map of Sunwest, Unit No. 12, a 14.1 acre, 41 lot single-family residential subdivision to be located 1/4 mile east of Lower Sacramento Road at the end of St. Anton Drive in an area zoned P -D (25), Planned Development District No. 25, as requested by Baumbach and Piazza, Consulting Engineers on behalf of Chris Keszler, et al. In a related acition the Planning Commission certified the filing of a Negative Declaration by the Community Development Director as adequate environmental documentation on this project. 3. Determined that the Community Development Director's interpretation was correct and permitted an auction to be conducted once a week in conjunction with a consignment or second-hand business in an area zoned C-2, General Commercial. 4. Recommended that San Joaquin County deny the request of Betty Katzakian to change the use in a non -conforming building to allow the sale and installation of electronic systems and components at 15417 North Lower Sacramento Road in an area zoned I -PA, Interim Protected Agriculture. 0 13 363 Continued April 4, 1990 COMMUNICATIONS (CITY CLERK) CLAIMS CC -4(c) On recommendation of the City Attorney and Insurance Consulting Associates, Inc., the City's Contract Administrator, Council, on motion of Council Member Reid, Olson second, rejected the following claims and referred them back to the City's Contract Administrator: a) Richard Garcia, Date of loss 12/18/89 b) Monica Pugh, Date of loss 1/28/90 c) Chudhary M. Saleemi, Date of loss 1/11/90 MISCELLANEOUS APPOINTMENT AS LODI'S REPRESENTATIVE TO THE SAN JOAQUIN COUNTY COMMISSION ON AGING CC -2(a) On motion of Council Member Olson, Hinchman second, the City Council concurred with the Mayor's appointment of Dorance Ochs as Lodi's representative to the San Joaquin County Commission on Aging to fill the unexpired term of Eleanor Todd. APPOINTMENT TO LODI PARKS AND RECREATION COMMISSION CC -2(h) On motion of Mayor Pro Tempore Hinchman, Pinkerton second, the City Council concurred with the Mayor's appointment of Robert Casalegno to fill the unexpired term of Dennis Swanson on the Lodi Parks and Recreation Commission. LETTER, OF C014CERN RECEIVED REGARDING DIVISION 15 OF THE PROPOSED NATURAL RESOURCES REGULATIONS CC -16 The City Council received a letter from Robert H. Peters CC -28 regarding Division 15 of the proposed Natural Resources Regulations. The letter was referred to the Lodi Parks and Recreation Commission. RECESS Mayor Snider declared a five-minute recess and the meeting reconvened at approximately 9:10 p.m. REGULAR CALENDAR + 14 364 Continued April 4, 1990 RESPONSE CONCERNING COUNTY COUNCIL OF GOVERNMENTS (COG) ORGANIZATION ISSUES CC -7(m) City Manager Peterson advised the City Council that at the March 8, 1990 meeting of the Cities -County Association in Stockton, the topic of discussion was the future direction of the County's Council of Governments (COG). Each City was requested to provide input to the Association regarding certain COG organization issues and the possible expended regional role COG might play. Three main areas were discussed: (1) COG organizational issues; (2) the mission of the agency; and (3) agency staffing and resources. These topics were presented in a report prepared by COG. Following a lengthy discussion with questions being directed to Staff, the City Council on motion of Mayor Snider, Pinkerton second, a) determined that the County Council of Governments (COG) be designated as a Congestion Management Agency. The Congestion Management Agency would be responsible for assessing the effect of local land use decisions on the regional transportation system and would have the power to create and implement a Congestion Management Plan; b) approved the voting structure of one agency/one vote; c) approved the mission of the agency to be both an allocation and implementing agency. (COG would allocate dollars to local agencies for solely local projects. For projects of regional significance, COG would be responsible for contracting the work through a contract management firm.); and d) approved the creation of a Management Advisory Board which would be composed of City Managers and the County Administrator. 15 365 Continued April 4, 1990 CONTRACT AWARD AND APPROPRIATION OF FUNDS FOR LOWER SACRAMENTO ROAD IMPROVEMENTS, 900 FEET SOUTH OF LODI AVENUE TO 400 FEET NORTH OF TEJON STREET, AND REMOVAL OF STOP SIGNS ON LOWER SACRAMENTO ROAD AT PARK WEST DRIVE RES. NO. 90-53 CC -12(a) On motion of Council Member Pinkerton, Olson second, the CC -300 City Council adopted Resolution No. 90-53 awarding the contract for Lower Sacramento Road Improvements, 900 Feet south of Lodi Avenue to 400 feet north of Tejon Street, and removal of stop signs on Lower Sacramento Road at Park West Drive to Claude C. Wood Company in the amount of $340,974.40 with full depth asphalt concrete structural section (Alternate B) and Schedule 1, Median Curb and Gutter South of Elm Street, and authorized the City Manager to reappropriate funds for the project. The City Council was advised that this project consists of pavement widening and restriping along Lower Sacramento Road to provide left turn pockets at the major intersections and construction of traffic signals and street improvement at the intersection of Lower Sacramento Road and Elm Street, including extension of the frontage road to Elm Street. Traffic backed up from the stop sign on Lower Sacramento Road at Park West Drive extends into the Elm Street intersection. This will interfere with the operation of the new signal at Elm Street. With the signal and the frontage road extension, the stop sign on Lower Sacramento Road is an unnecessary traffic control device. Plans and specifications for this project were approved on March 21, 1990. The City received one bid for this project. A bid tabulation was presented for Council's review. Staff has reviewed the bid with Claude C. Wood Company and sees no reasonable way to substantially reduce the cost of the project. Other potential bidders were also contacted. Apparently the volume of work presently underway or being bid precluded receiving additional bids. CALIFORNIA JOINT POWERS INSURANCE AUTHORITY UPDATE CC -21.1(e) Assistant City Manager Jerry Glenn presented a status report of the City's liability self-insurance program and presented the City Council with a rebate check in the amount of $78,312.00.
