SPECIAL JOINT MEETING
LODI CITY COUNCIL
CARNEGIE FORUM

LODI, CALIFORNIA
THURSDAY, MAY 2, 1991
7:30 P.M.
Roll was recorded by the Deputy City Clerk as follows:
Present: Council Members - Pennino, Pinkerton, Sieglock,
Snider (arrived approximately 7:35 p.m.) and
Hinchman (Mayor)
Absent: Council Members - None
Present: Planning Commission Members - Stafford, Marzolf,
and Hitchcock (arrived approximately 8:30 p.m.)
Absent: Planning Commission Members - Lapenta, Griffith,
Mindt, and Rasmussen
Also Present: City Manager Peterson, Assistant City
Manager Glenn, Community Development
Director Schroeder, Public Works Director
Ronsko, Assistant City Engineer Prima,
Acting City Attorney Mullen, and Deputy City
Clerk Perrin
The meeting was called to order by Mayor Hinchman.
Community Development Director Schroeder introduced the
consultant from Jones and Stokes, Ms. Debra Loh and the
consultant from J. Laurence Minitier & Associates, Mr. Bob
Lagomarsino, and informed the public the topics that
evening would be the Land Use Element and the Housing
Element and, if time permitted, the Circulation Element.
Ms. Debra Loh began with the Land Use Element and passed
out information to the City Council containing various
revisions to the draft General Plan (see Exhibit A).
Discussion followed among the City Council and the
consultant regarding the revisions shown in the exhibit.
Council showed some concern regarding the rewording in
Section 3 concerning the Lodi Unified School District's
role in the approving of applications for developments.
The new wording does not require the school district's
approval before a project is approved, but does suggest
cooperation between the City and the school district.

Mr. Bob Lagomarsino continued through the revisions of the _
Housing Element. Questions were posed regarding affordable
housing and the number of low-income housing required by
the County Council of Governments.
After further discussion this concluded the discussion
regarding the Housing Element.
Mr. Richard Prima, Assistant City Engineer with the City of
Lodi, provided some background information regarding the
Circulation Element.
Following a brief discussion regarding the various projects
planned for the future including street widening, traffic
signals and maintaining right-of-ways, on suggestion of
Council Member Sieglock, the City Council decided to hold
off on discussing the Circulation Element.
The next General Plan meeting is scheduled for May 8, 1991
at 7:30 p.m. at the Carnegie Forum. The topics for that
meeting will be the Circulation, Conservation and Open
Space Elements.
ADJOURNMENT Mayor Hinchman then adjourned the meeting at approximately
9:31 p.m.
