JOINT MEETING OF
LODI CITY COUNCIL AND
LODI ARTS COMMISSION
WEDNESDAY, JANUARY 30, 1991
7:00 P.M.
DEGROOT HALL, WALNUT/CHURCH STREET, LODI
The meeting was called to order by Mayor Hinchman and Lodi Arts Commission
Chairman Bennett.
Roll was recorded by the City Clerk as follows:
Present: Council Members - James W. Pinkerton, Jr., Jack
A. Sieglock, John R. (Randy) Snider, and David
M. Hinchman (Mayor)
Absent: Council Members - Phillip A. Pennino
Present: Lodi Arts Commission Members - Tim Mattheis,
Harmon Skillin, Eleanor Kundert, Eileen St.
Yves, Don Levey, Kathy Manwaring, Virginia
Snyder, Raquel Thompson, Jon Withers, and
Barbara Bennett, Chairman
Absent: Lodi Arts Commission Members - None
Also present were - City Manager Tom Peterson, Assistant
City Manager Glenn, and City Clerk Reimche
Representatives from the Lodi News Sentinel were also in
attendance.
Chairman Bennett welcomed the group and asked for self -introductions.
Mayor Hinchman talked about the history of the Lodi Arts Commission and the
fact that today there is new life in the Commission --that each member has a
real mission and purpose in serving.
Vice Chairman Tim Mattheis addressed the group about the mandate of the
Commission, the direction of the arts in Lodi, and what the Commission is
trying to accomplish. Mr. Mattheis gave a brief history of each of the
following Lodi Arts Commission sponsored groups:
Tokay Players
Central Valley Public Theatre
Children's Summer Theatre
Lodi Children's Chorus
Lodi Community Band
Lodi Symphony Orchestra
Lodi Writers Association
Stockton Chorale
Lodi Community Concert Association

Senior Outreach
Mr. Mattheis indicated that the Arts Commission lacks tools for promoting the
arts in Lodi and made the following suggestions:
a) Developing a high quality brochure or recapitulation of arts in Lodi;
b) Formulating a video or slide program on the Arts Commission and its program;
c) Developing a calendar of events;
d) Developing an arts in public places program;
e) Funding research including formalizing a grant program; and
f) Consider the hiring of a full-time or part-time executive director.
A lengthy discussion followed regarding the report with the following
additional suggestions being made:
a) Development of multi -cultured diversity programs in the City of Lodi;
b) Close coordination with the Parks and Recreation Department in the
development of programs;
c) Development of a calendar of events and/or quarterly newsletter;
d) Expanded involvement of children in various arts programs; and
e) The need for expanded lines of communication between the Lodi Arts
Commission and the Lodi City Council.
Mayor Hinchman expressed sincere appreciation to the Lodi Arts Commission for
the very delicious dinner and for the opportunity to share matters of mutual
concern.
Following closing remarks by both Mayor Hinchman and Chairman Bennett, the
meeting was adjourned at approximately 9:35 p.m.
