HomeMy WebLinkAboutMinutes - January 2, 1992SPECIAL JOINT MEETING LODI CITY COUNCIL AND THE LODI PARKS AND RECREATION COMMISSION CARNEGIE FORUM, 305 WEST PINE STREET LODI, CALIFORNIA THURSDAY, JANUARY 2, 1992 The meeting was called to order at approximately 8:05 p.m. The City Clerk recorded roll as follows: Present: Council Members - Hinchman, Pennino, Sieglock Snider and Pinkerton (Mayor] Absent: Council Members - None Present: Lodi Parks and Recreation Commission Members - Casalegno, Jones, Melby, Scott and Johnson (Chairperson) Absent: Lodi Parks and Recreation Commission Members - None Also Present: City Manager, Assistant City Manager, Community Development Director Schroeder, Public Works Director Ronsko, Parks and Recreation Director Williamson, Parks Superintendent Essin, City Attorney McNatt and City Clerk Reimche HALE PARK MASTER PLAN CC -27(c) Parks and Recreation Director Williamson presented CC -121 the following staff report. Plans and specifications for the major renovation of Hale Park in accordance with the previously approved Master Plan will be ready for Council approval on January 15, 1992. These plans call for the removal of the concrete and steel raised bandstand located near the center of the park. The general layout of the renovation was received. Responding to a recent request from the Lodi Historical Society, the City Council directed staff to evaluate alternatives for the disposition of the bandstand. The bandstand consists of a concrete perimeter wall and a flat, octagonal slab approximately 4 feet above grade and a steel pipe post and rail assembly. One of the posts and a portion of the rail and stair handrail is missing. There are no ornamental designs or other features incorporated into the structure. The concrete has deteriorated and it would be difficult to renovate the structure. The rail and height combination also does not meet code requirements. 1 Continued January 2, 1992 /f. The floor cannot exceed 30 inches above grade or the rail must have bars at 6 -inch maximum spacing. Staff has prepared the following alternatives for the bandstand: 1. Lease as is, redesign the park - This alternative is the least desirable for a number of reasons: a) Significant delay; probably 6 months which could mean the loss of federal funds for the project (approximately $482,000). b) Additional cost; the cost for preliminary layouts for approval would be approximately $4,000. Costs for final design would be significantly higher. These are General Fund expenses and not grant fundable. Less than $2,000 remains in the design budget. c) Loss of trees; the present design minimized the loss of trees. A new design would likely mean more trees would be removed. 2. Leave as is, delete portions of the new work in conflict - This also is undesirable as the major picnic shelter and walk area would have to be deleted. We would still need to do some additional work to accommodate and renovate the bandstand. 3. Rebuild (or possibly relocate) within the park - Rebuilding the basic structure and reusing the steel rail/posts would probably cost in the neighborhood of $10,000. It may be practical to slide the structure to the proposed open area east of the present location at a lower cost. This would allow the park renovation project to proceed and the bandstand could be renovated at a later date. 4. Salvage the steel posts/rails and demolish the bandstand - This also would allow the project to proceed and allow time for a proper design and location study for a replacement bandstand. 2 Continued January 2, 1992 5. Demolish the bandstand and proceed as planned - This is certainly the least expensive alternative and would be in accordance with the plan already approved by the Parks and Recreation Commission and the City Council. Given the project time constraints, the poor condition of the General Fund and the problems with the existing bandstand, staff strongly recommends Alternative 5, and less enthusiastically, Alternative 4. Staff presented diagrams of the subject area. The Hale Park Master Plan was reviewed in detail including the tree evaluation of the site. A slide presentation of the area and bandstand was presented. Public Works Director Ronsko then reviewed the five (5) alternatives heretofore set forth. Discussion followed with questions being directed to staff. Lodi Parks and Recreation Commission Chairman Bob Johnson stated that although the Commission understands the sentimental feeling of some people regarding the bandstand, the Commission recommends going forward with the Hale Park Master Plan as originally approved. Community Development Director Schroeder stated that the City has been accumulating Community Development Block Grant funds for this project since 1988. This project needs to go forward immediately as if the money is not expended shortly, the City may lose it. Addressing the City Council seeking the preservation of the bandstand at Hale Park were: a) Ralph Lea, President of the Lodi Historical Society; b) Bing Taylor, 1430 Holly Drive, Lodi. Mr. Taylor offered to replace the missing bannister and rail on the bandstand; c) Evelyn Olson, 1306 Burgundy Court, Lodi; d) Virginia Lahr, 311 East Elm Street, Lodi; e) Maria Elena Serna, 801 West Elm Street, Lodi; and f) Jane Holt, 207 East Walnut Street, Lodi. Ms. Holt donated $100 toward the preservation of the bandstand. 3 Continued January 2, 1992 Also addressing the City Council regarding the matter were: a) Kimberly Fruits, 125 South Rose Street, Lodi indicated that the Rose Street Committee does not want the bandstand at Hutchins Street Square, and it should be kept at Hale Park. b) John Johnson, 21 Gateway Circle, Lodi indicated that he feels that preserving the bandstand would be a waste of tax dollars. Following a lengthy discussion, on motion of Council Member Hinchman, Snider second, the City Council unanimously voted to go forward with the Master Plan as previously approved; to relocate the bandstand within the park; and to include this relocating of the bandstand as part of the specifications for the project.
