DISCUSSION REGARDING REDEVELOPMENT
City Manager Peterson introduced William A. Carlson of the
California Redevelopment Association who presented the City
Council with a report regarding Redevelopment Agencies
(RDA). Mr. Carlson spoke about the purposes or reasons to
form an RDA, the conditions and requirements, and the
financing, and shared with the Council that this process
can sometimes take nine months to a year to complete. It
also may be several years until substantial monies are
actually realized.
Mr. Carlson also spoke about eminent domain, affordable
housing, and the possibilities of using consultants during
the lengthy process for redevelopment.
Questions were then asked by the Council Members, Planning
Commissioners and members of the public. It was the
consensus of the Council that this matter be discussed at
length during the revitalization process with urban
planner, Mr. Michael Freedman.
