Mayor Pennino called the meeting to order.
1993-94 OPERATING BUDGET REVIEW
RESOLUTION NO. 93-83
CC -21(b) FINAL ADOPTION OF INTERIM BUDGET
CC -300
Mayor Pennino and fellow Council Members commended the
staff for the work it did on the budget. City Manager
Peterson commented that staff put together an amended
budget that is balanced with the elimination of 21
positions and no one being layed off.
Frank Alegre, 2000 Edgewood Drive, Lodi, made comments
regarding the salaries and benefits of City of Lodi
employees, holidays, retirement system and health care.
Mr. Alegre also urged the City Council not to charge more
for the swim program for children.
On motion of Council Member Sieglock, Mann second, the City
Council unanimously directed staff to research the matters
brought up by Mr. Alegre and how some of these ideas can be
implemented with employees working under a Memorandum of
Understanding (MOU) (Council Member Snider was absent
during this vote).

CITY CLERK/CITY COUNCIL/CONTINGENT FUND
Following overview by Assistant City Manager Glenn, Council
Member Davenport made a motion, Mann second for discussion,
to eliminate the funds in the conference and travel
accounts in the 1993/94 budget. The motion failed by the
following vote:
Ayes: Council Members - None
Noes: Council aembers - Mann, Davenport, Sieglock and
Pennino (Mayor)
Absent: Council Members - Snider
Council Member Mann made a motion, Sieglock second, to
eliminate the preparation of the long and short minutes and
direct the City Clerk to instead prepare one set of action
minutes. The motion failed by the following vote:
Ayes: Council Members - Mann and Sieglock
Noes: Council Members - Davenport and Pennino (Mayor)
Absent: Council Members - Snider
Following discussion, Council Member Davenport made a
motion to eliminate the membership and dues funds in the
1993/94 budget. The motion died for lack of a second.
Council Member Sieglock stated for the record that the City
of Lodi should not let go of its membership with the League
of California Cities, and it is due in part to this
membership that the State's cut for Lodi may not be as big
as we had anticipated.
On motion of Mayor Pennino, Sieglock second, the City
Council unanimously adopted the City Clerk, City Council,
and the Contingent Fund budgets (Council Member Snider was
absent during this vote).
At this time Council Member Snider arrived. The City
Council, on motion of Council Member Mann, Snider second,
voted to reconsider the earlier motion regarding the
elimination of the long and short minutes by the following
vote:

Noes: Council Members - Davenport and Pennino (Mayor)
Absent: Council Members - None

Further, the City Council, on motion of Council Member
Mann, Sieglock second, voted to eliminate the preparation

GENERAL CHARGES/BOND DEBT SERVICE
The City Council, on motion of Council Member Mann, Snider
second, approved the budget for General Charges by the
following vote:
Ayes: Council Members - Mann, Sieglock, Snider and
Pennino (Mayor)
Noes: Council Members - Davenport
Absent: Council Members - None
CITY ATTORNEY
On motion of Council Member Mann, Sieglock second, the City
Council approved the City Attorney's budget by the
following vote:
Ayes: Council Members - Mann, Sieglock, Snider and
Pennino (Mayor)
Noes. Council Members - Davenport
Absent: Council Members - None
CITY MANAGER
Assistant City Manager Glenn informed the City Council that
the only changes were (1) reinstated the Personnel Analyst
position and (2) took out the reclassification amount in
Risk Management.
Council Member Davenport made a motion, Mann second for
discussion, to have all employees not covered by a
bargaining unit take a five percent reduction in salary.
The motion failed by the following vote:

Following further discussion, the City Council, on motion
of Mayor Pennino, Snider second, approved the City
Manager's budget by the following vote:

Pennino (Mayor)
Noes: Council Members - Davenport
Absent: Council Members - None
COMMUNITY DEVELOPMENT
The City Council, on motion of Council Member Mann,
Sieglock second, unanimously approved the Community
Development Department's budget.
FINANCE DEPARTMENT
Assistant City Manager Glenn commented that equipment and
land structures had been accidentally double budgeted and
that it had been corrected. Also, the Buyer position was
retained and the Account Clerk was taken out of the budget
Finance Department due to the "Golden Handshake".
The City Council, on motion of Council Member Mann,
Davenport second, unanimously approved the Finance
Department budget.
POLICE DEPARTMENT BUDGET
Mr. Glenn commented that the only change in this budget was
the addition of one police officer and one additional
reclassification. Discussion followed regarding the
reorganization of the Police Department.
The City Council, on motion of Council Member Mann, Pennino
second, unanimously adopted the Police Department budget.
FIRE DEPARTMENT
The City Council, on motion of Council Member Mann, Snider
second, unanimously approved the Fire Department budget.

PUBLIC WORKS DEPARTMENT
Mr. Glenn informed the City Council that the changes in
this budget were the retirement of the Assistant Street
Superintendent, which position will be reduced to Street
Supervisor, and the reduction of a maintenance worker from
Street Maintenance.
Speaking on the matter was Frank Alegre, 2000 Edgewood
Drive, Lodi.
A discussion followed regarding the street sweeping program
and the City Hall remodel.
On motion of Council Member Mann, Snider second, the City
Council adopted the Public works Department budget by the
following vote:
Ayes: Council Members - Mann, Sieglock, Snider and
Pennino (Mayor)
Noes: Council Members - Davenport
Absent: Council Members - None
PARKS AND RECREATION DEPARTMENT
Recreation Division:
Assistant City Manager Glenn outlined the changes including
the elimination of the Recreation Supervisor's position due
to the "Golden Handshake" and informed the City Council
that the budget included the amount for additional sports
fees, including adult sports; however, the figures did not
include non-resident fees. Further, the actual fees will
come before the City Council for adoption at its next
regular meeting (July 7, 1993).
Speaking on this matter were the following persons:
a) Frank Alegre, 2000 Edgewood Drive, Lodi; and
b) Diana Slawson, P.O. Box 441, Clements.
The City Council, on motion of Mayor Pennino, Sieglock
second, unanimously approved the Recreation Division budget.
Camp Hutchins:
Staff recommendation was to approve Camp Hutchins as an
enterprise fund to track the costs and to approve including
in the budget the increase in Camp Hutchins fees (the
actual fees will come before the City Council for adoption
at the July 7, 1993 regular meeting).

Following discussion, the City Council, on motion of
Council Member Mann, Sieglock second, unanimously adopted
Camp Hutchins budget as presented, including the amount of
the increased fees.
Parks Division:
Mr. Glenn informed the City Council that the park rangers
were included in the budget as directed by the City Council
and that additional part-time help was included for
maintenance of Hale park.
Following discussion, the City Council, on motion of
Council Member Davenport, Snider second, unanimously
approved the Parks Division budget.
RECESS Mayor Pennino called for a ten-minute recess and the City
Council meeting reconvened at approximately 9:27 p.m.
LIBRARY
Staff recommended restoring enough money to put full-time
staff back on payroll without work furlough days and
recommended an increase in property tax from $788,500 to
$813,255.
Speaking on the matter was Frank Alegre, 2000 Edgewood
Drive, Lodi.
Following discussion, the City Council, on motion of
Council Member Sieglock, Mann second, unanimously adopted
the Library budget.
ELECTRIC UTILITY
The City Council, on motion of Council Member Sieglock,
Snider second, unanimously approved the Electric Utility
Department budget without the Bulk Power Purchase.
Further, the City Council, on motion of Council Member
Snider, Davenport second, unanimously approved the Bulk
Power Purchase (Mayor Pennino abstained from discussion and
voting on this matter).
SEWERNATER UTILITY FUNDS
On motion of Council Member Sieglock, Mann second, the City
Council unanimously approved the Sewer and Water Utility
Funds.

COMMUNITY CENTER
The City Council, on motion of Council Member Mann,
Sieglock second, unanimously approved the Community Center
budget.
The City Council commended the Finance Department staff for
the work it has done on the budget. Further, the City
Council Members reiterated the items they would like to
see discussed in the future.
Council Member Mann made a proposal to have a City-wide
efficiency study done by a select committee of five
business people and go department -by -department. This
matter will be discussed at a future Shirtsleeve Session.
The City Council, on motion of Council Member Mann,
Sieglock second, unanimously adopted Resolution No. 93-83
entitled, "A Resolution of the Lodi City Council Adopting
an Operating Budget for the Support of Various Departments
of the City of Lodi Utility Outlay Budget, for the Fiscal
Year Beginning July 1, 1993 and Ending June 30, 1994".
EMERGENCY ITEM ADDED TO THE AGENDA
City Attorney McNatt informed the City Council that there
was a need to add an emergency item to the agenda regarding
the purchase of police equipment.
The City Council, on motion of Council Member Mann, Pennino
second, unanimously determined that the need arose after
the preparation of the agenda to take action on the matter
regarding purchase of police equipment.
Further, the City Council, on motion of Mayor Pennino, Mann
second, unanimously approved to discuss and take action on
the matter regarding the purchase of police equipment.
PURCHASE OF POLICE DEPARTMENT EQUIPMENT
CC -20 Police Chief Hansen presented a report regarding the matter.
CC -47
The Police Department has the opportunity to purchase an
interactive video system (computer) for one-on-one
training. POST has funds available to pay a portion of
this cost ($4,800) and the City would need to pay the
remainder ($400). There is a deadline to receive this
money, June 30, 1993, and the staff recommended that the
City Council approve this request.
On motion of Council Member Mann, Davenport second, the
City Council unanimously approved the purchase of an

interactive video system in the amount of $4,800 to come
from POST and $400 to come from the City of Lodi.
EMERGENCY ITEM ADDED TO THE AGENDA
City Attorney McNatt informed the City Council that there
was a need to add an emergency item to the agenda regarding
Closed Session - Labor Relations.
On motion of Council Member Mann, Snider second, the City
Council unanimously determined that the need arose after
the preparation of the agenda to hear Closed Session -
Labor Relations.
Further, the City Council, on motion of Council Member
Sieglock, Mann second, unanimously determined it would
discuss and take action regarding the matter.
CLOSED SESSION - LABOR RELATIONS
CC -200(a) The City Council adjourned to Closed Session to discuss
Labor Relations. The City Council reconvened at
approximately 10:40 p.m.
ADJOURNMENT There being no further business to come before the Council,
Mayor Pennino adjourned the meeting at approximately 10:40
p.m.
