Present: Council Members - Davenport (arrived at approximately 8:30 p.m.), Pennino (arrived at approximately 9;00 p.m.), Sieglock, Warner and Mann (Mayor) Absent: Council Members - None Also Present: City Manager Peterson, Public Works Director Ronsko, Police Chief Hansen, Captain Adams, Lieutenant Tobeck, Lieutenant Main, Lieutenant Murray, Parks and Recreation Director Williamson, Finance Director Flynn, City Attorney McNatt and City Clerk Perrin 2. DISCUSSION OF NEIGHBORHOOD CONCERNS Mayor Mann opened the meeting and explained that the purpose was to discuss solutions to the problems regarding neighborhood concerns and not the problems themselves. Some of the Mayor's goals this year include funding five new police personnel (four officers and one sergeant), forming a Street Crimes Unit and funding a full-time Code Enforcement Officer. Police Chief Hansen and his staff then presented reports to the City Council and the public regarding both current and proposed programs, including, in part, proposed Street Crimes Unit, proposed Hispanic Community Committee, Beat Ownership/Integrity, Problem Oriented Policing (POP), Bicycle Patrol, and the Investigations Unit. A handout was presented to the public (a copy of which is on file in the City Clerk's office) listing various Police Department phone numbers and informing the citizens on how to spot possible criminal activity. An open forum of discussion then followed with many suggestions from the public on reducing crime, including: • More accountability by parents for children's activities; • More from the City on contingencies for businesses (i.e. Alcoholic Beverage Control licenses); • Administrative fee for repeat police calls; • Red-light abatements; • Review, update and create new ordinances to help police in fighting crime; • Building code enforcement; • Property owners made responsible for crimes or problems on their property; • Stricter regulations for landlords (background checks for renters, control on numbers of people living in a unit, on-site manager, require renters' contracts, cleanup of properties, etc.); • Local agency where renters can ask questions or make complaints regarding tenants' rights; • Lack of lighting in alleys; • Blight and garbage in alleys; • Traffic in alleys should be one-way; • City newsletter or brochure to educate public on City, boards and commissions matters and names and phone numbers of agencies to contact for certain issues; • Use of Building Inspectors during off -time to assist with code enforcement; and • Literature given to new utility customers explaining tenants rights, code enforcement, etc. Continued December 20, 1994 a �9 Mayor Mann assured the public that the constitutionality of these suggestions would be researched by staff, and if anything can be done, it will.
