Present: Council Members - Davenport, Mann, Pennino, Snider and Sieglock (Mayor) Absent: Council Members - None Also Present: City Manager Peterson, Assistant City Manager Glenn, Community Development Director Schroeder, Public Works Director Ronsko, City Attorney McNatt and City Clerk Perrin NOTON e ►1 The invocation was given by Pastor Jean Lebbert, Emanuel Lutheran Church. Y The Pledge of Allegiance was led by Mayor Sieglock. a) John Bender, Senior Patrol Leader with Boy Scout Troop #224 presented Mayor Sieglock and the City of Lodi with its traditional first Christmas swag of 1994. b) Steve Muser, President, Lodi City Swim Club, and John Griffin, Head Coach, presented Mayor Sieglock with a check in the amount of $5,000 toward payment for the swimming pool at Tokay High School. Mr. Griffin further expressed the Club's appreciation to Council Member Snider for his continued support during his many years on the Lodi City Council. FILE NO. CC -6 C) Mayor Sieglock presented the annual Mayor's Community Service Award to Robert J. Johnson, President of the Lodi District Chamber of Commerce and Commissioner on the Lodi Parks and Recreation Commission. FILE NO. CC -2(a) AND CC -6 5. CONSENT CALENDAR In accordance with report and recommendation of the City Manager, Council, on motion of Council Member Snider, Mann second, unanimously approved the following items hereinafter set forth: a) Claims were approved in the amount of $4,113,192.29. FILE NO. CC -21(a) b) The Minutes of November 16, 1994 (Regular Meeting) were approved as written. Continued December 7, 1994 G) Adopted Resolution No. 94-142 awarding the contract for Well 25 chain link fence, 1014 Holly Drive to All Counties Fence Company, Inc. in the amount of $14,666.10. FILE NO. CC -12(a) AND CC -300 i d) Adopted Resolution No. 94-143 awarding the contract for Well 25 pump and motor, 1014 Holly Drive to Kirby's Pump and Mechanical in the amount of $23,775.00. FILE NO. CC -12(a) AND CC -300 e) Approved retaining Clark Well, Inc. of Stockton as a qualified driller for test well drilling for 1994/95 (cost will be based on time and materials). FILE NO. CC -90 AND CC -183(a) f) Adopted Resolution No. 94-144 amending Traffic Resolution No. 87-163 extending the easterly boundary of the two-hour parking limit on Pine Street from the Southern Pacific railroad tracks to Stockton Street. (ICA), the City Council, on motion of Council Member Pennino, Mann second, unanimously rejected the following claim and referred it back to ICA: 1. Vito Fabrizio, date of loss 10/8/94 FILE NO. CC -4(c) b) City Clerk Perrin read the following ABC License: 1. Paul K. Tsampis to Tanna H. Planning Commission reports of November 14, 1994 and November 28, 1994. FILE NO. CC -53(a) AND CC -149 MEW • • • �� a) Dennis Lewis with the Lodi Police Officers' Association and Christina Landre, Lodi, announced the Adopt -A -Child Program and encouraged the Council and citizens to adopt a needy child during the holidays. Anyone wishing to make a donation or to adopt a child was urged to call Mr. Lewis at 333-6800 ext. 967 or write to Adopt -A -Child Program, 230 West Elm Street, Lodi. Further, Mrs. Landre invited the public to attend an open forum at Tracy High School on December 17, 1994 from 4:00 p.m. - 7:00 p.m. regarding the School to Career Task Force. b) Stan Harkness, Lodi, complained about pollution of perchloroethylene (PCE) and tetrachloroethylene (TCE) in the City's drinking water and about possible leakage in the City's sewers. Mr. Harkness suggested that the Central City Revitalization Project be put on hold so that this matter could be taken care of immediately. Both City Attorney McNatt and Public Works Director Ronsko assured the public that the City's drinking water is safe and within the required parameters and that the sewer system is in conformance with design standards. FILE NO. CC -16 AND CC -183(a) C) Andrea Lynch, 8th grade English teacher at St. Anne's School, informed the City Council of the school project her class has been working on. Each student was asked to write a letter to the City Council with his or her suggestions regarding the Central City Revitalization Project (copies of which are on file in the City Clerk's office). Four students were selected to come before the City Council to read their letters: students Heather Wilson, Beth Wright, Sara Showalter and Nicolas Micco-Piazza. The City Council was impressed with the youngsters suggestions and encouraged them to attend the December 13, 1994 Special meeting regarding the matter. Further, the City Clerk was directed to provide the class with a copy of the current plan by consultant, Michael Freedman. FILE NO. CC -72 AND CC400 d) Dave Vaccarezza, California Waste, announced that during the week of December 13, 1994 California Waste, in addition to picking up curb -side refuse, will be picking up can goods and jackets for the Salvation Army in the Lodi and Woodbridge areas. Citizens were encouraged to place their items next to their cans on their scheduled collection day. FILE NO. CC -22(b) AND CC -54 4 Continued December 7, 1994 a� e) Assistant City Manager Glenn announced that the City of Lodi will once again offer free Dial -A -Ride service on New Year's Eve from 7:00 p.m. until 3:00 a.m. Mr. Glenn encouraged the public to use the service and to t?4t drink and drive. CC -50(b) f) Roger Stafford, member of the Planning Commission, thanked Council Member Snider for his continued support over his many years of service and expressed that he would be missed. •uu iK, q• In u: : •► •► ►•Iu a) Council Member Davenport thanked everyone for coming to the meeting and commented on the following matters: (1) Reminded everyone to be ever mindful of the gangs; (2) Received a letter from a citizen at 1651 South Cherokee Lane complaining about the bus stop location. Mr. Davenport reminded the public that routes may change and anyone with a complaint regarding a location should contact the City; (3) Received a letter from the Historical Society regarding the building on Main Street being torn down; (4) Informed the public that the City Council held a Shirtsleeve Session on Tuesday, December 6, 1994 regarding the City's audit. The information is available for the public's review; and (5) Encouraged everyone to remember the kids over the Christmas holiday. FILE NO. CC -21(b) AND CC -50(b) •: v�• •Maeuraiiellumt a) The City Council, on motion of Council Member Davenport, Pennino second, unanimously adopted Resolution No. 94-146 certifying the election results of the November 6, 1994 General Municipal Election. b) City Clerk Perrin invited outgoing Council Member Snider to the podium and presented him with a plaque and a gift for his many years of dedicated service to the City of Lodi. City Manager Peterson further extended appreciation to Council Member Snider and wished him and his family all the best for the future. Council Member Snider thanked his many supporters over the years including the nine Council Members and the staff with which he has had the opportunity to work, his business partner and especially his family: wife, Jodie; son, Todd and daughter, Ashley. Council Member Snider further expressed his appreciation for the support of the citizens, stating it has truly been an honor and a privilege to represent the community in this way. C) City Clerk Perrin then presented a plaque to outgoing Mayor Sieglock, and further announced that his picture will now be added to the Wall of Mayors. Mayor Sieglock thanked the community for its support in re-electing him to the City Council. During his year as Mayor, he has become very close to the City staff and expressed his appreciation for theirs and Council's support, guidance and teamwork. Mr. Sieglock further thanked his family: wife, Brenda, sons, Chris and Mark and his parents and extended best wishes to Randy Snider. d) Council Members Elect Pennino and Warner then joined Council Member Elect Sieglock at the podium. City Clerk Perrin administered the oath of office to the incoming Council Members and presented each with their framed certificate of election and a gift. The newly -elected Council Members were then seated at the Council table and made comments. "P �, Continued December 7, 1994 Council Member Pennino thanked the citizens for re-electing him to a second term on the City Council and further thanked his family: wife, Melanie; son, Brian and daughter, Summer for standing by him during the tough issues. Council Member Warner thanked all of those people who worked and donated time towards his campaign and thanked his family: wife, Kathy; son, Jason and daughter Tara. Council Member Warner assured the citizens that he will do as good a job as he can and put Lodi as his first commitment. Mr. Warner further thanked Randy Snider for his help and advice and expressed admiration for all that Randy has done for this community. Council Member Sieglock again expressed his thanks to the community for its support in being elected for a second term on the Lodi City Council. e) City Clerk Perrin presided as Mayor for the purpose of conducting the election for the office of Mayor. The City Council, on motion of Council Member Pennino, Sieglock second, unanimously voted in Stephen Mann as Mayor. City Clerk Perrin then turned the gavel over to the newly -elected Mayor. Mayor Mann then conducted the election for the office of Mayor Pro Tempore. The City Council, on motion of Council Member Sieglock, Pennino second, unanimously voted in David Warner as Mayor Pro Tempore. Mayor Mann extended appreciation to Randy Snider for all he has done for the City of Lodi and for being such a good friend. Mr. Mann is honored to serve the City of Lodi as Mayor and thanked the Lord Jesus Christ for making it all possible and further thanked his friends and family: wife, Jill; daughters Katie and Kelly, his mother, and his mother-in-law and father-in-law. Mayor Mann stated his major goals for the year are as follows and asked for Council's support: • Establish a new Street Crimes Unit in the Police Department, which would include the hiring of four additional police officers and a sergeant; • Adopt and fund the Central City Revitalization Project to bring life back into the downtown and Cherokee Lane areas; • Finalize an agreement with the California Youth Soccer Association; • Work to establish new companies in Lodi; • Actively try to resolve East side area concerns; • Approve full-time Code Enforcement Officer and a Code Enforcement Team; • Develop plan on Fire Department response time for the West side of Lodi: • Develop plan to meet and deal with the deregulation of electric utilities; and • Develop a performance pay program. Mayor Mann invited the public to stay and enjoy the reception immediately following the meeting. FILE NO.
