ROLL CALL Present: Council Members - Pennino, Sieglock, and Mann (Mayor) Absent: Council Members - Davenport Abstain: Council Members - Warner Also Present: City Manager Flynn, Acting Assistant City Manager/Public Works Director Ronsko, City Engineer Prima, Community Development Director Schroeder, Senior Planner Morimoto, Parks and Recreation Director Williamson, Police Chief Hansen, City Attorney Hays and City Clerk Perrin 2. PUBLIC HEARINGS a) (Council Member Warner had a conflict of interest regarding this matter, and, therefore, abstained from discussion and voting on this matter.) Notice thereof having been published according to law, an affidavit of which publication is on file in the office of the City Clerk, Mayor Mann called for the Public Hearing to consider certifying the Final Environmental Impact Report (EIR) for the development and operation of a youth soccer tournament facility by the California Youth Soccer Association (CYSA) on property located at the City's White Slough Water Pollution Control Facility. Cecil Dillon, Dillon and Murphy Engineering representing California Youth Soccer Association (CYSA), introduced Bob Asklof with the Board of Directors who introduced the following persons: Gladys Olson, 1st Vice Chairperson, Ray Welch, 2nd Vice Chairperson and members of the Board of Directors; Jim Schweickardt and Diana Slawson with the Chamber of Commerce; Dick Slawson, Dana Andrews, David Wright and Doug Lange who are active with the Booster of Boys/Girls Sports Organization (B.O.B.S.); Leon Zimmerman; Marsial Fernandez with Pacific Gas & Electric; Joe Bagley; Tom Alexander with Parks and Recreation. Senior Planner Morimoto, Roberta Mac Glashan with QUAD, and City Engineer Prima presented the report regarding the matter. Hearing 012ened to the Public Community Development Director Schroeder asked that the message he received from Chet Davisson regarding the Fire Chief, Delta River and fire protection and the memo from the Police Chief to the City Manager regarding the traffic and crime concerns for the complex be included in the record. Cecil Dillon, 1820 West Kettleman Lane, Lodi, civil engineer for CYSA project, highlighted the traffic concerns and the fact that CYSA has met those concerns including the parking, access, and the lanes on Thornton Road. The improvements would be made with the construction of the project. CYSA feels comfortable with the numbers because they have used the worst case scenario and were conservative. The complex will evolve over the years and will gradually increase. They will be able to monitor the traffic and deal with the situation when it becomes necessary. One organization should not be expected to do all of the improvements, instead each should do its fair share. Continued November 21, 1995 2. Dana Cowell, representing Caltrans in Stockton, spoke, not for or against the project, but towards the specific issues pertinent to Caltrans. Their main concern is regarding the potential for traffic problems. Caltrans understands the issue of "fair share" and sees the realignment of Thornton Road as the most significant issue especially the potential breakdown of the Highway 12 and Thornton Road interchange. The realignment of Thornton Road into De Broggi Road should be done in the interim at 36 fields instead of 50, and Mr. Cowell asked that Council consider this as part of its action. Caltrans is concerned that the disconnect of Thornton Road requires the traffic to go 1/2 mile out of its way, and eventually most people will detour at the Starr Street connection. They feel that more detailed analysis is needed on this area. Caltrans also feels more discussion is needed regarding the County's condition of approval that the curve at De Broggi Road and Flag City Boulevard instead be made into a T -intersection. Manual Lopez, with the San Joaquin County Public Works Department, 1810 East Hazelton Street, Stockton, informed the City Council that the County Board of Supervisors has already approved the realignment of the curve at De Broggi Road and Flag City Boulevard into a T -intersection. There is concern about the breakdown of Thornton Road. Mr. Lopez requested clarification regarding the modification of the EIR that the threshold be 36 fields instead of 50. The realignment of Thornton Road would require an abandonment which requires a public hearing, and he is not sure that it would occur. Public Portion of Hearina Close Bob Asklof made a closing statement regarding Caltrans' comments on the traffic issues. The complex will not use 50 fields at first. It will probably use 26 - 28 maximum at any given tournament in the beginning and most likely 32 - 36 down the line. It will, of course, 4 use more for the major tournaments which is at least 2 years into the future. Mr. Asklof i explained that the teams and games are spread out during the day and run on different i times, and they rarely have all the fields occupied at the same time. CYSA is willing to monitor the traffic and pay for traffic control if necessary; however, they would hate to make improvements if they are not needed. Grant Johnson, with Spectrum Engineering, 5025 Deer Park Circle, Fair Oaks, gave an analysis on their traffic assumptions. Their estimates were based on a worst case situation and the numbers are high. The peak numbers will be lower. Mr. Asklof concurred that it could start planning the traffic mitigation at 36 fields, which does not necessarily mean construction. ACTION: The City Council, on motion of Council Member Pennino, Mann second, certified the Final Environmental Impact Report (EIR) for the development and operation of a youth soccer tournament facility by the California Youth Soccer Association (CYSA) on property located at the City's White Slough Water Pollution Control Facility, adopted the findings and the statement of overriding considerations, included language in the EIR that CYSA plan for the curve at 36 fields (if warranted), and that discussions continue with the interested parties regarding the intersection at Starr Street by the following vote: Ayes: Council Members - Pennino. Sieglock and Mann (Mayor) Noes: Council Members - None Absent: Council Members - Davenport Abstain: Council Members - Warner Continued November 11, 1995 Further, Council directed staff to place on the December 6, 1995 City Council agenda the _ document that will be presented at the December 7, 1995 County Planning Commission meeting regarding the appeal for the T -intersection on De Broggi Road and Flag City Boulevard.
