ROLL CALL Present: Council Members - Davenport, Pennino, Sieglock, Warner and Mann (Mayor) Absent: Council Members - None Also Present: City Manager Peterson, Assistant City Manager Glenn, Interim City Attorney Stovall Deputy City Attorney Luebberke and Acting City Clerk Taylor 2. PROFESSIONAL SERVICES CONTRACT FOR CENTRAL CITY REVITALIZATION PROJECT Council, on motion of Council Member Pennino, Sieglock second, directed the City Manager, subject to City Attorney's review and approval as to form, to execute the professional services contract with Freedman, Tung and Bottomley, for the Central City Revitalization Project, by the following vote: Ayes: Council Members - Pennino, Sieglock, Warner and Mann (Mayor) Noes: Council Members - Davenport Absent: Council Members - None Speaking on the matter were the following. 1. Jack Bowen, downtown property owner, phoned in his support of the project to the Mayor prior to the evening's meeting. 2. John Gerlack, 101 North Loma Drive, Lodi, spoke in opposition of the project. 3. Tony Segale, 215 Palomar Drive, representing the Downtown Revitalization Task Force, spoke in support of the project. 4. Lodi Downtown Business Association's board members, unable to attend the evening meeting, conveyed through a representative that the board voted on June 13, 1995 to fully support the project. 5. Elaine Hecker, 13 South School Street, Lodi, spoke in support of the project. 6. Marlowe Weil, 65 Camino Real, Lodi, spoke in opposition to the project. 7. Jim Jacobson, 641 South Ham Lane, Lodi, spoke in support of the project. 8. Clay Saylor, 1034 Lakehome Drive, Lodi, spoke in opposition to the project. 9. Virginia Lahr, 311 East Elm Street, Lodi, spoke in support of the project. 10. Tim Mattheis, 131 South Crescent, Lodi, spoke in support of the project. 11. Mark Newfield, 1900 Lower Sacramento Road, Lodi, spoke in opposition of the project. 12. Bill Sandeen, 410 South Mills Avenue, Lodi, spoke in support of the project. 13. Mark Ehlers, 2311 Eiiers Lane, Lodi, spoke in opposition to the project. FILE NO. CC -72, CC -90 and CC -400 L4k� June 14, 1995 Continued 3. RECESS Mayor Mann declared a ten minute recess and the City Council meeting reconvened at approximately 9:20 p.m. 4. REVIEW CAPITAL IMPROVEMENT BUDGET Council was presented an overview of the Capital Improvement Budget by Finance Director Flynn, and requested revisions and additional information regarding specific items. Mr. Flynn was directed to return to Council at the next regular meeting with a request for final budget approval. FILE NO. CC -15 VOTE TO CONTINUE WITH REMAINDER OF MEETING FOLLOWING 11 PM HOUR The City Council, on motion of Council Member Pennino, Warner second, unanimously determined it would continue with the remainder of the meeting following the 11:00 p.m. hour. a) Labor Relations: United Firefighters of Lodi (UFL), San Joaquin Public Employees Association - (SJPEA) for General Services and Maintenance & Operators, and Lodi Police Dispatchers Association (LPDA) Negotiator. Assistant City Manager Jerry L. Glenn Interim City Attorney Stovall advised Council that negotiations to take place before the next Council meeting required Council's consideration and direction in order to proceed. Council, on motion of Council Member Mann, Sieglock second, unanimously determined a need to take immediate action regarding labor relations, and further determined the item came to their attention only after the agenda was completed [Government Code Section 54958.9(a)j. 7. RETURN TO OPEN SESSION. DISCLOSURE OF ACTION Labor Relations: United Firefighters of Lodi (UFL). San Joaquin Public Employees Association (SJPEA) for General Services and Maintenance & Operators. and Lodi Police Dispatchers Association (LPDA) No final action on closed session matter. 8. ADJOURNMENT There being no further business to come before the City Council, Mayor Mann adjourned the meeting at approximately 1:08 a.m. on Thursday, June 8, 1995.
