ROLL CALL Present: Council Members - Davenport, Mann, Pennino, Sieglock and Warner (Mayor) Absent: Council Members - None Also Present: City Manager Flynn, Public Works Director Ronsko, City Engineer Prima, Community Development Director Bartlam, Finance Director McAthie, City Attorney Hays and City Clerk Perrin 2. INVOCATION The invocation was given by Captain Parker with the Lodi Salvation Army. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Warner. AWARDS / PROCLAMATIONS / PRESENTATIONS a) Mayor Warner presented the Mayor's Community Service Award to Janice Roth, who is very active in the community and whose name does not get mentioned often enough. Janice has been active in St. Anne's Catholic Church for many years and has served on its council. She has also served as president of the Lodi Council of Churches and has worked with St. Vincent DePaul Society which is affiliated through the catholic church and helps the poor and needy. Janice is involved with the board of the Lodi Symphony, was recently installed as the president of the Lodi Historical Society, and is active on the board for the Salvation Army and the Lodi Community Service Center. Ms. Roth thanked Mayor Warner for the award and reminded the public that it is through donations from the people of Lodi that we can continue to help the needy. FILE NO. CC -6 AND CC -37 b) Senior Patrol Leader, Isaac Baker, with Boy Scout Troop #224 presented Mayor Warner with its traditional holiday Christmas swags. If anyone is interested in purchasing a swag, contact Tracy Williams at 369-8055. The swags sell for $10.00. C) Dennis Bennett with the Old Lodi Union High School Site Foundation presented Mayor Warner with a check in the amount of $22,000 towards the repayment of the Hutchins Street Square Auditorium. This check represents the proceeds from the Field and Fair Day event. FILE NO. CC -6 AND CC -14(e) d) Captain Parker with the Salvation Army and Dennis Lewis with the Lodi Police Department made a brief presentation regarding the Adopt -A -Child Program. This year the two organizations are combining their efforts which will allow more children to receive gifts. Captain Parker informed the public that during its Thanksgiving dinner, the Salvation Army served 1,125 meals to the poor, homeless and seniors. Mr. Parker also thanked the Boy Scouts for raising a lot of canned food for its program. Officer Lewis announced that there are over 1,000 children in Lodi who would not otherwise receive a Christmas gift this year if not for the Adopt -A -Child Program. There are still names available if anyone is interested. Continued December 4, 1996 e) Jack Rod with California Waste made a presentation regarding the 31d Annual Coats and Cans Collection Program which will be held during the week of December 9, 1996. This is a cooperative effort with California Waste and Guild Cleaners. Anyone interested in participating should place their goods, blankets, coats, etc. next to their bins on their regular collection day. The items will then be picked up by crews and Guild Cleaners will clean and sanitize the items. Last year, California Waste collected over 1,000 coats and 15 tubs of canned food. All donated items are distributed to local charities. 5. CONSENT CALENDAR In accordance with report and recommendation of the City Manager, Council, on motion of Council Member Mann, Sieglock second, unanimously approved the following items hereinafter set forth: a) Claims were approved in the amount of $1,905,341.27. FILE NO. CC -21(a) b) The minutes of November 20, 1996 (Regular Meeting) and November 26, 1996 (Special Meeting) were approved as written. C) Approved the specifications for bids for irrigation materials for Lodi Lake Park and authorized advertisement for bids. FILE NO. CC -12.1(b) d) Adopted Resolution No. 96-180 awarding the purchase of Rainbird Maxicom components for an irrigation system at Lodi Lake Park. FILE NO. CC -12(a), CC -27(c) AND CC -300 e) Adopted Resolution No. 96-181 awarding the purchase of one S-10 pickup and one Monte Carlo sedan from Sanborn Chevrolet of Lodi, in the amount of $34,081.32; and two Thunderbird sedans and one Mustang sedan from Stan Morri Ford of Tracy, in the amount of $54,816.56; and appropriated funds in accordance with staff recommendation. FILE NO. CC -12(d) AND CC -300 PUBLIC HEARINGS None. COMMUNICATIONS (CITY CLERK) a) On recommendation of the City Attorney and/or the City's contract administrator, Insurance Consulting Associates, Inc. (ICA), the City Council, on motion of Council Member Sieglock, Mann second, unanimously rejected the following claims: Mary Pupkus, date of loss 9/20/96 Mary Silva, date of loss 2/27/96 3. Craig Wetterer, date of loss 4/30/95 FILE NO. CC -4(c) 2 Continued December 4, 1996 b) The following report was presented to the City Council: 1. Planning Commission report of November 25, 1996 FILE NO. CC -35(c) C) The City Council, on motion of Council Member Pennino, Mann second, unanimously made the following appointments: Lodi Parks and Recreation Commission Scott Davis term to expire December 31, 2000 Site Plan and Architectural Review Committee (SPARC) Virginia Snyder term to expire January 1, 2000 Greater Lodi Area Youth Commission Samir Berbawy term to expire June 30, 1997 FILE NO. CC -2(h), CC -2(1) AND CC -2(t) 8. REGULAR CALENDAR None. 9. ORDINANCES None. 10. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS None. 11. COMMENTS BY CITY COUNCIL MEMBERS ON NON -AGENDA ITEMS a) Council Member Mann advised the public that the Fire Department's Moving Christmas Tree route is available on the internet on Lodi's home page. b) Mayor Warner reminded the public that tomorrow, December 5, 1996, is the parade of lights starting at 6:30 p.m. rain or shine. C) City Manager Flynn informed the Council that Police Chief Hansen will be riding a horse in the parade. Further, City Manager Flynn thanked the Electric Utility Department; Secretary to the City Manager, Barbara Reed; Community Center Director Charlene Lange and the Department Heads for the decorations around City Hall and the Carnegie Forum. They did a great job! 3 Continued December 4, 1996 12. REORGANIZATION OF THE LODI CITY COUNCIL a) The City Council, on motion of Council Member Mann, Sieglock second, unanimously adopted Resolution No. 96-182 certifying the election results of the November 5, 1996 General Municipal Election. FILE NO. CC -6, CC -18 AND CC -300 b) City Clerk Perrin presented outgoing Council Member Davenport with a gift on behalf of the City of Lodi in appreciation for his service to this community. Council Member Davenport thanked the people for electing him as a Council person and appreciated the opportunity to serve the community in this way. It has certainly been a challenge and a learning experience. Mr. Davenport thanked the City Clerk's office, the staff and his fellow Council Members, and further, wished Keith Land and Stephen Mann best wishes for the future. FILE NO, CC -6, CC -18 AND CC -300 C) City Clerk Perrin presented outgoing Mayor Warner with a plaque in appreciation for his dedicated service to the City of Lodi. Further, Mrs. Perrin displayed Mayor Warner's picture which will now hang on the Wall of Mayors. Mayor Warner stressed that it was a privilege and honor to serve as Mayor. It has been a productive year for the City Council and he has had meetings with hundreds of people in Lodi. Mayor Warner thanked the staff, who are truly concerned and committed to Lodi, and thanked his office staff, who have supported him during this year. Tonight, his mother and father are celebrating their 54th wedding anniversary and Mayor Warner thanked them for standing behind him. Mayor Warner gave a special thank you to his wife, Kathy, for being very supportive and for putting her career and schedule behind him. He then presented Kathy with a beautiful long-stemmed rose. Finally, Mayor Warner thanked the City Council for the privilege to serve as Mayor. FILE NO. CC -6, CC -18 AND CC -300 d) City Clerk Perrin administered the oath of office to Council Members Elect Keith Land and Stephen J. Mann. Each were presented with a framed Certificate of Election. City Clerk Perrin also presented each Council Member with a gift to welcome them to the City of Lodi. The newly -elected Council Members then took a seat at the Council table and made brief comments. Council Member Land thanked the City of Lodi for allowing him to serve in this most important position. He gave a special thank you to his wife, Marcia, his mother, Marilyn, and his sister, Karen, for their continued support, and a special thank you to his campaign committee for their hard work and support. Mr. Land promised to work diligently to make Lodi the best place to live. Council Member Mann gave thanks for the privilege and honor to serve Lodi. It is a responsibility that is not taken lightly. Council Member Mann thanked his campaign manager, the Lord Jesus Christ, and thanked the City of Lodi. Mr. Mann introduced his wife, Jill and his daughters, Katie and Kelly. FILE NO. CC -6, CC -18 AND CC -300 e) City Clerk Perrin, acting as Mayor, conducted the election for the office of Mayor. Council Member Mann, Warner second, nominated Phillip Pennino as Mayor. The City Council unanimously elected Phillip Pennino to serve as Mayor. Newly -elected Mayor Pennino conducted the election for the office of Mayor Pro Tempore. Council Member Mann, Warner second, nominated Jack Sieglock as Mayor Pro Tempore. The City Council unanimously elected Jack Sieglock to serve as Mayor Pro Tempore. Mayor Pennino indicated it is an honor to be Mayor and that we will see many projects being accomplished during the 1997 year. Mayor Pennino briefly touched on some ideas and recommendations for the upcoming year: 4 Continued December 4,1996 • Completion of Cherokee Lane; • Moving of the train depot and completion of the multi -modal station; • Near completion of the Hutchins Street Square Conferencing and Performing Arts Theater; • Increase in economic development activities; • The need to work closer with the Lodi -Woodbridge Winegrape Commission; • The need for an inventory of technology and equipment needed; and • An increase in activities for teens. Mayor Pennino also thanked Jesus Christ as his personal savior and thanked the voters. He also gave a special thank you to his wife, Melanie; his daughter, Summer; his son, Brian, who could not be here tonight because he is at Cal Poly; and his in-laws, Midge and J.J. Freeman. Mayor Pennino's mother and father could not be here this evening; however, he thanked them for their continued support. Mayor Pro Tempore Sieglock congratulated newly -elected Council Members Land and Mann. Mr. Sieglock introduced his family: his sons, Christopher and Mark; his wife, Brenda; his new daughter, Amanda and his father, Ray Sieglock. 12.
