SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, NOVEMBER 26, 1996

ROLL CALL
Present: Council Members - Davenport, Mann, Pennino, Sieglock and Warner (Mayor)
Absent: Council Members - None
Also Present: City Manager Flynn, Interim Deputy City Manager Christofferson, Public Works
Director Ronsko, Electric Utility Director Vallow, Finance Director McAthie, City
Attorney Hays and City Clerk Perrin
2. CONSENT CALENDAR
a) The City Council, on motion of Council Member Mann, Warner second, adopted
Resolution No. 96-178 approving the following compensation and benefit adjustments for
Management and Mid -Management employees by the vote shown below:
Salary increases for unrepresented Management and Mid -Management
employees (except Police Mid -Management, Council Appointees and Fire Chief)
of 3 1/2% effective December 30, 1996, 3% effective December 26, 1997 and 3%
effective December 28, 1998. The December 30, 1996 3 1/2% shall not be
available to persons employed by the Lodi after October 1, 1996;
Authorized vacation leave accrual of 3 weeks per year for the Fire Chief effective
December 30, 1996; and
Increased compensation control point for Management employees consistent with
salary increases as authorized above.
Ayes: Council Members - Mann, Sieglock and Warner (Mayor)
Noes: Council Members - Davenport and Pennino
Absent: Council Members - None

b) The City Council, on motion of Council Member Mann, Warner second, unanimously
adopted Resolution No. 96-179 approving the following compensation and benefit
adjustments for Council Appointees:
• Salary increase of 3 1/2% effective August 12, 1996, and 5 112% effective
December 30, 1996 for the City Manager;
• Salary increase of 3 1/2% effective October 21, 1996, and 5 1/2% effective
December 30, 1996 for the City Attorney;
• Salary increase of 3 1/2% effective December 30, 1996 for the City Clerk; and
Vacation leave accrual of 3 weeks per year for the City Attorney, and 4 weeks per
year for the City Manager effective December 30, 1996.

There being no further business to come before the City Council, Mayor Warner adjourned the
meeting at approximately 7:25 a.m.
