ROLL CALL Present: Council Members - Mann, Pennino, Sieglock and Warner (Mayor) Absent: Council Members - Davenport Also Present: City Manager Flynn, Interim Deputy City Manager Christofferson, Community Development Director Bartlam, Police Chief Hansen, Finance Director McAthie, City Attorney Hays and City Clerk Perrin PUBLIC HEARINGS a) Notice thereof having been published according to law, an affidavit of which publication is on file in the office of the City Clerk, Mayor Warner called for the Public Hearing to consider appropriation of existing and anticipated moneys exclusively to fund front line municipal police services, in accordance with written requests submitted by the Police Chief, pursuant to AB3229. Hearing Opened to the Public Bob Johnson, 1311 Midvale Road, Lodi, questioned the necessity of proposed budget item #11 for one infrared detection system for $10,000. As the Police Chief stated earlier, there is only one City with this type of equipment. If it is not used by many cities, why would we want to buy one. Instead the money could be put toward doubling the moneys to the Eastside Improvement Committee, Gang Alternative Project (GAP) and the Parks and Recreation youth activities; 2. Colleen Dixon, 333 Hilborn, Lodi, urged that the City Council give strong consideration for the at -risk youth programs. They are vital programs that we need desperately; and 3. Janet Graham, 5750 Fairlane Road, Acampo, expressed the need for a computer at Hale Park. She runs a computer class for at -risk youth, and a computer is vital at this location. Public Portion of Hearing Closed /_[p 1i197►F Following discussion, the City Council, on motion of Council Member Warner, Sieglock second, adopted Resolution No. 96-142 authorizing the Police Chief to expend $126,757 in State funds to support "front line" police services by the following vote: Ayes: Council Members - Mann, Pennino, Sieglock and Warner (Mayor) Noes: Council Members - None Absent: Council Members - Davenport 3. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS None. Continued September 24, 1996 4.
