MEETING OF THE CITY COUNCIL AND THE LODI ARTS COMMISSION HUTCHINS STREET SQUARE, FINE ARTS BUILDING 125 SOUTH HUTCHINS STREET, LODI WEDNESDAY, MARCH 27,1996 6:30 P.M. 1. ROLL CALL Present: Council Members - Davenport (arrived at approximately 7:10 p.m.), Mann, Pennino, Sieglock and Warner (Mayor) Absent: Council Members - None Present: Board Members - Crabtree, Handel, Heinitz, Kundert, Maley, Mattheis, Reynolds, Roe, Vandenberg and Withers Absent: Board Members - Kerner Also Present: Community Center Director Lange, Arts Coordinator Olagary, City Attorney Hays and City Clerk Perrin r 2. INVOCATION The invocation was given by Reverend Crabtree. 3. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Board Member Reynolds. 4. INTRODUCTION OF COUNCIL AND BOARD MEMBERS Board Member Reynolds convened the meeting at approximately 7:00 p.m. and the City Council and the Arts Commission introduced themselves to each other. 5. INTERACTIVE ART EXPERIENCE The Arts Commission planned an interactive art experience for the entire group, which involved team painting. The three teams were: (1) City Council; (2) Arts Commission Members; and (3) City staff. Each team member had one minute (two rounds) to contribute to a theme painting. The event was enjoyed by everyone. 6. DISCUSSION OF ITEMS OF MUTUAL CONCERN Following dinner, the Arts Commission made a presentation to the City Council regarding the following matters: Goals and objectives of the Lodi Arts Commission; • Existing programs created and run by volunteers, which include in part, Young Renaissance Art Show, Celebrate America, Night Time and Lunch Time Live, Drama Fest and Arts Showcase (the next Arts Showcase is scheduled for April 14, 1996 from 10:00 a.m. - 4:00 p.m. at Hutchins Street Square); 12 �o Continued March 27, 1996 New programs created and run with addition of part-time Arts Coordinator and with volunteers, which include in part, children's art classes, Kids Can't Wait Program, cultural calendar, arts hotline, and City Hall plaza design; Specialty classes with art emphasis from Parks and Recreation Department, including in part, dance and ballet for kids, painting, doll making, calligraphy, and Camp Hutchins and the Afterschool Program arts curriculum development; Future program development with volunteers and staff, including expansion of children's classes, annual Drama Fest, and music festival. Further, the Arts Commission explained the justification and the request for expanding the Arts Coordinator into a full-time position and the addition of a part-time clerical position during the 1996/97 budget year. Also proposed was a conceptual plan for budget year 1997/98 for a shared full-time Executive Director (for the Arts Commission) / Facilities Director (for the Performing Arts and Conference Center); a full-time Technical Manager (for the Performing Arts and Conference Center) and a shared full-time clerical position (for both the Arts Commission and the Performing Arts and Conference Center). The Arts Commission stressed the importance of volunteers and its desire to continue to tap into this valuable resource. The City Council indicated it would like to see the entire information for this proposal, including the layout of the current and proposed positions for all of Hutchins Street Square; projected revenue; and current and proposed costs. Council Member Mann suggested that the Arts Commission go on-line onto the City of Lodi's Home Page, which it is already looking into. Council Member Sieglock expressed his desire that the Arts Commission include more youth programs and consider tying in with the Boys and Girls Club as it does with Camp Hutchins. FILE NO.
