AGENDA TITLE: Adopt Resolution Establishing the Lumisphere LED Overhead Strand Lights as
a Standard Product for the City of Lodi; and Further Authorizing the Purchase of
Lumisphere LED Overhead Strand Lights for Elm Street - School Street to

RECOMMENDED ACTION: Adopt Resolution establishing the Lumisphere LED Overhead
Strand Lights as a Standard Product for the City of Lodi; and
further authorizing the purchase of Lumisphere LED overhead
strand lights for Elm Street - School Street to Sacramento Street, from Lumisphere USA, of
Spotsylvania, VA, in the amount of $13,093, and appropriating funds in the amount of $21,000.
BACKGROUND INFRMATION: The Elm Street Redevelopment Project (School Street to
Sacramento Street) included a unique combination of
streetscape improvements and overhead lighting features
intended to create an inviting, pedestrian friendly, corridor that connects the parking structure on
Sacramento Street to businesses downtown.
The original improvements were completed in 2002 and at that time included overhead strand lighting
that complimented the more traditional street lights that are located on large streetlight poles. As the
overhead lights aged they began to burn out and during the Great Recession, it was determined that
maintaining the overhead lights was not a priority function of the City at that time. The lights and
support cable were subsequently removed.
The City's downtown has been impacted by a large influx of transients. For various reasons, the
portion of Elm Street between School Street and Sacramento Street tends to attract a substantial
amount of transient activity. Staff has received requests to replace the overhead lights that were
previously removed in order to provide additional lighting and to restore the original design elements
of the Elm Street Redevelopment Project.
Per Lodi Municipal Code Section 3.20.070, Bidding - authorizes the City Council to standardize
specific supplies, services and equipment when the commodity can be obtained from only one
vendor, if adopted by resolution of the City Council.
Due to the unique nature of the original overhead light design and associated materials, staff
recommends that the City Council authorize standardization of the Lumisphere LED overhead strand
lights from Lumisphere USA of Spotsylvania, VA for the City of Lodi.
Staff further recommends that the City Council approve the purchase of Lumisphere LED overhead
strand lights for Elm Street - School Street to Sacramento Street, from Lumisphere USA, as

Lumisphere USA supplied the original lighting system and is the sole supplier for Lumisphere
products in North America. The installation of the overhead strand lights will be performed by the
City's Electric Utility Department.
FISCAL IMPACT: The installation of the overhead strand lights will slightly increase
maintenance costs for this portion of Elm Street.
FUNDING AVAILABLE: This purchase will be funded by the General Fund Capital Outlay Fund.
The difference between the purchase price and the requested
appropriation is to cover uncharged sales tax, staff time, and installation
costs by the Electric Utility Department.

A RESOLUTION OF THE LODI CITY COUNCIL ESTABLISHING THE
LUMISPHERE LED OVERHEAD STRAND LIGHTS AS A STANDARD
PRODUCT FOR THE CITY OF LODI; AUTHORIZING THE PURCHASE OF
LUMISPHERE LED OVERHEAD STRAND LIGHTS FOR ELM STREET -
SCHOOL STREET TO SACRAMENTO STREET FROM LUMISPHERE USA,
OF SPOTSYLVANIA, VIRGINIA; AND FURTHER APPROPRIATING FUNDS
WHEREAS, the Elm Street Redevelopment Project (School Street to

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the standardization of the Lumisphere LED overhead strand lights from Lumisphere
USA, of Spotsylvania, Virginia, for the City of Lodi; and
BE IT FURTHER RESOLVED that the City Council hereby approves the purchase of
Lumisphere LED overhead strand lights for Elm Street - School Street to Sacramento Street,
from Lumisphere USA, of Spotsylvania, Virginia, in the amount of $13,093; and
BE IT FURTHER RESOLVED that the City Council does hereby appropriate funds in the
amount of $21,000 from the General Fund Capital Outlay for this project.
