BACKGROUND INFORMATION: PROS Consulting is nearing the end of its work developing a Strategic Plan for the Parks, Recreation and Cultural Services Department (PRCS). This work has included a community survey and analyses of staffing, park maintenance, park inventory and recreation programming. Mr. Neelay Bhatt, Vice President of PROS Consulting, previously provided the City Council and Recreation Commission an overview of the community survey results. At this meeting, Mr. Bhatt will provide the Council and Recreation Commission an overview of existing park facilities and recreation programs, and how they relate to the trends and scientific community survey findings. In addition, PROS will present priority rankings and levels of service for various park types and amenities in the community to show the gaps and overlaps in offerings desired by the community in Lodi. The joint meeting provides an opportunity for the Council and Commission to hear the update from Mr. Bhatt and ask questions and discuss as necessary. The County built the two facilities and the YMCA operates them with no taxpayer support to operate them. The facilities have been operating for 12 years under this arrangement rCounty Platte the Parks & Reneadon Platte County Community Centers BETTER TOGETHER Green Ridge Recreation Center (Roanoke, VA) ■ Operated by the Roanoke County Parks, Recreation and Tourism Department Privately funded through a developer lease back paid out of profits from the facility over a 25 year period. The facility operates at 115% cost recovery. Building is in its 6t" year of operation Overland Park, KS Soccer Complex • 11 field soccer complex developed by the convention and visitor bureau and managed by the Parks and Recreation Department at 100%+ cost recovery.
