HomeMy WebLinkAboutAgenda Report - July 8, 2015 B-01 SMLodi Senior Commission / Lodi City Council Joint Discussion Meeting July 8, 2015 BACKGROUND: As the Lodi Senior Commission reviewed the previous years' activities and initiated objectives for 2015 the discussion focused on: ✓ Success of prior programs and activities ✓ Appropriateness of program or activity ✓ Types of programs or activities for the upcoming year ✓ Objectives - Outcomes ✓ Partnering with appropriate agencies / organizations ✓ Costs related issues * Marketing * Other direct/indirect program / activity related * Funding sources / City - Other * Commission to raise funds As these issues were brought forth the question of Commission function and its' role was raised and discussed. At that point it was decided to go to the source, which was the Council directive when originally initiating and appointing the Senior Commission. That background information was limited. Therefore we thought we would dialogue with the Mayor and current Council to gain their insight and relate with them on how best the Commission might interact with the Council in their role as advocates for the Seniors of Lodi. Throughout these discussions the value and importance of the Commission as advocates for Senior Citizens of the City of Lodi and their unique issues and as an informative conduit of these issues to the City Council was recognized and understood and not in question by Members of the Commission. Anderson, Chair Lodi Senior Commission LODI SENIOR CITIZENS COMMISSION Meeting Minutes Thursday, January 2, 2014 LOEL Senior Center at Hutchins Street Square The meeting was called to order at 8:00 am by Chairperson Terri Whitmire. ROLL CALL Attendance: Sandy Beglau, Susan Klusman, Mark Sey, Terri Whitmire, Tracy Williams, City Liaison Jennifer Winn. Absent: Robert Anderson, Pat Hill Guests: DiAnna Harrison -Jackson COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS DiAnna Harrison -Jackson from Hospice of San Joaquin informed the Commission that Hospice will be sponsoring caregiving classes in the very near future and will provide dates and times of these programs soon. PRESENTATIONS J. Winn reminded the Commissioners that there are two open Commission positions and three application shave been received. CONSENT CALENDAR Approved November 7, 2013 meeting minutes. COMMUNICATIONS None REGULAR CALENDAR 1. San Joaquin County Commission on Aging (T. Whitmire) • No report 2. Senior Housing (T. Williams) • LOEL Senior housing is full, but continue to accept names for a waiting list. 3. Senior Nutrition (T. Williams) • LOEL has increased the suggested donation for meals to $3 from $2. This took effect January 1, 2014. 4. 2014 Commission Education Events (All) • Aging and Answers o March 6, 2014 — Caring for the Caregiver o March 13, 2014 — Medications for Dementia/Alzheimer's Disease o March 20, 2014 — Palliative Care / Hospice Care • All programs 6:30 PM — 8 PM • Simple snacks to be serviced (cookies, water, coffee) • Save the Date card will be developed for the above and planned events for: o July 7, 2014 — Recognizing Dementia o October 23, 2014 (tentative) — Aging with Grace COMMENTS BY COMMISIONERS ON NON -AGENDA ITEMS 1. Lodi Senior Resource Guide • Last edition was completed in 2011 • Commission would like to plan to revise in 2014 2. Home Care Law Changes • S. Klusman updated the Commission with extensive Home Care law/regulation changes taking effect in 2014. ROLL CALL Attendance: Robert Anderson Jill Hernandez, Mark Sey, Terri Whitmire, Tracy Williams, City Liaison Jennifer Winn. Absent: Pat Hill(excused), Susan Klusman(excused) Public: Sandy Beglau, DiAnna Harrison -Jackson The Commission welcomed new Commissioner Jill Hernandez, who shared her background and experience with the senior community. COMMENTS BY THE PUBLIC ON NON -AGENDA ITEMS DiAnna Harrison -Jackson from Hospice of San Joaquin informed the Commission of the following: • Hospice Lodi Office will open sometime in March 2014. No exact date at this time. • Hospice will be sponsoring an adult bereavement workshop in the near future. PRESENTATIONS None. CONSENT CALENDAR Approved January 2, 2014 meeting minutes. COMMUNICATIONS 1. J. Winn reported that the area Activity Guide ad is due February 18th for the May - August printing. 2. J. Winn reported that a budget for all Commissions have been submitted to the City. 3. T. Whitmire reported that Capital Public Radio is interested in producing a caregiver documentary. REGULAR CALENDAR 1. San Joaquin County Commission on Aging (T. Whitmire) • Is currently re -reviewing direction of the Commission. 2. Senior Housing (T. Lodi Senior Resource Guide • Last edition was completed in 2011 • Commission compared/reviewed the 2014 Sentinel Silver Resource Guide by the Lodi News Sentinel. • Commission agreed to work with the LNS to "perfect" their Senior Resource Guide rather than prepare a separate guide. PRESENTATIONS Guest: Jeff Hood, City of Lodi: Chairman Anderson posed question re: the role of the Commission & how funding is handled by the City. Jeff has been director for 3 yrs. (interim & full time). He believes the role of the Commission is to advise the City Council on senior matters, ID the needs and issues facing seniors in Lodi. As for the budget: In the past, the Senior Commission was part of the senior center (Hutchins) and funding went through that direction. Now, the Commission is in a `pool' with the other Commissions & split a budget of approx. $1,050. Mr. Hood provided overview of other Commissions in Lodi including the Parks & Rec, Lodi Youth Commission, Planning, Library Commission, etc. He would like to see the Senior Commission get public input, promote, and create awareness, ID partners to take on an advocacy role for Lodi Seniors. He reports that City is sending out a survey for the strategic plan and that may provide/ reflect on the needs of the community. He will share the statistics with the Senior Commission. She currently uses the pool @ Hutchins and feels that the current issues with the pool may be a perfect advocacy issue for the commission. PRESENTATIONS Mayor Bob Johnson: Open discussion w/ Mayor Johnson & Commission members... How do we keep using the tools we have to continue to move forward & provide support for the citizens? "We" (Mayor / City Council) want to be involved & updated on needs, projects, etc. Mayor Johnson suggested a joint meeting w/ Mayor, Council & Commission to develop a plan and process of next steps. Recently there has been no formal communication / dialog between commission & council. Need to establish that and continue discussions on the need to grow senior related programs in the community. Appears there are many programs and services that are not connected & each has their own role for services. Would like to see cohesive connections. Brainstorm ideas to connect with providers in Lodi to partner with and support senior related services and programs. Agreed with commission on a joint meeting w/ council. Possibility of developing a "senior summit" to better ID the needs and partners for senior services. Jennifer Winn: Commission should work with council, establish the quarterly reports and continue to be senior advocates in the community. Jeff Hood: City is working to increase recreational opportunities for seniors and would like to see a central senior referral guide to programs & services. Terri Whitmire: Provided statistics: 16% of the Lodi populations are seniors. 12% of them are in or below the poverty level, suggesting that costs of services may be a barrier. "Publicity doesn't hurt".
