AGENDA TITLE: Adopt Resolution Approving a Side -Letter Agreement with the Lodi Fire Mid -
Management Unit Amending Compensation for 2015 through 2017 and
Appropriating Funds ($6,502)

RECOMMENDED ACTION: Adopt resolution approving a Side -Letter Agreement with the Lodi
Fire Mid -Management Unit amending compensation for 2015
through 2017 and appropriating funds ($6,502).
BACKGROUND INFORMATION: Lodi Fire Mid -Management (LFMM) was the first unit to successfully
negotiate a new Statement of Benefits (SoB) with the City and on
December 3, 2014, Council approved a 1.5 percent salary increase
effective January 5, 2015, with additional cost of living increases in
2016 and 2017 that were contingent upon General Fund revenues exceeding the Council established
reserve (trigger language). The City has successfully negotiated contracts with the other Mid -
Management bargaining units that provide for modest cost of living increases from 2015 through 2017
and do not contain trigger language. Staff is requesting that LFMM members be extended the same
cost of living increases extended to the other Mid -Management units, and remove the trigger language
associated with the increases. Staff is requesting a net increase of 3 percent for calendar year 2015 (1.5
percent retro -active to January 5, 2015), and an additional 2 percent increase effective the first full pay
period in calendar years 2016 and 2017.
Staff recommends that the Council approve the revisions to compensation for LFMM employees.
FISCAL IMPACT: Total cost of the proposed Side -Letter agreement is $39,771, of which
$6,502 is applicable to FY 2014/15; $13,130 is applicable to FY 2015/16;
$13,384 is applicable to FY 2016/17; and $6,755 is applicable to
FY 2017/18. The FY 2014/15 component of this proposal is not included in
the 2014/15 budget and will require an appropriation of $6,502. Funding is
available from the General Fund dollars in excess of the 2013/14 reserve
target.
FUNDING AVAILABLE: Funding for this item will be provided by funds in excess of the General
Fund reserve target established by Council.

Side Letter Agreement Amending the Statement of Benefits
Between the City of Lodi and the Lodi Fire Mid -Management
January 1, 2015 — December 31, 2017
This agreement is entered into between the City of Lodi, a municipal corporation ("City"), and
the Lodi Fire Mid -Management ("LFMM").
The City and LFMM bargained in good faith and negotiated a successor Statement of Benefits
(SoB) approved by the Lodi City Council on December 3, 2014, with a term of January 1, 2015
through December 31, 2017. The SoB provided for a one and one-half (1.5) percent Cost of
Living Adjustment (COLA) effective January 5, 2015, and included trigger language for
potential increases of up to two (2) percent in January 2016 and January 2017.
The City negotiated successor contracts with all other Mid -Management units that provide
COLAs of three (3) percent in 2015, two (2) percent in 2016, and two (2) percent in 2017, and do
not contain the trigger language that is in the LFMM SoB. The City wishes to provide the same
COLA increases to the LFMM as was provided to all other Mid -Management Units and to
remove the trigger language from the LFMM SoB.
This Side -Letter Agreement increases the COLA in 2015 from one and one-half (1.5) percent to
a net of three (3) percent, resulting in a one and one-half (1.5) percent increase retro -active to
January 5, 2015.
Representatives from the City and from LFMM have met and conferred regarding Article I —
Salary, and mutually agree to the following amended article for the duration of the LFMM
MOU.
ARTICLE I - SALARY
1.1 City shall provide a net cost of living adjustment (COLA) of three (3) percent
(one and one-half (1.5) percent increase retroactive to January 5, 2015).
City shall provide a cost of living adjustment (COLA) of two (2) percent
effective the first full pay period in January 2016.
City shall provide a cost of living adjustment (COLA) of two (2) percent
effective the first full pay period in January 2017.
This Side Letter shall not become effective until approved by the Lodi City Council.

RESOLUTION NO. 2015-72
A RESOLUTION OF THE LODI CITY COUNCIL AMENDING THE
MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LODI
AND THE LODI FIRE MID -MANAGEMENT ASSOCIATION THROUGH A
SIDE -LETTER AGREEMENT EFFECTIVE JANUARY 1, 2015 THROUGH
DECEMBER 31, 2017; AND FURTHER APPROPRIATING FUNDS
WHEREAS, the Lodi City Council approved a successor Statement of Benefits with the Lodi
Fire Mid -Management Unit on December 3, 2014, that provided a one and one-half (1.5) percent
cost of living adjustment (COLA) January 5, 2015, and included trigger language for potential
increases of up to two (2) percent in January 2016 and January 2017; and
WHEREAS, the City has negotiated contracts with all other Mid -Management bargaining
units that provides a three (3) percent COLA in 2015, and two (2) percent COLAs in January 2016
and January 2017; and
WHEREAS, the City wishes to provide Lodi Fire Mid -Management with the same COLAs as
the other Mid -Management bargaining units; and
WHEREAS, it is recommended that Council approve revisions to the Statement of Benefits
with the Lodi Fire Mid -Management Association Statement of Benefits through a Side -Letter
Agreement as follows:
ARTICLE I - SALARY

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the
attached Side -Letter Agreement (Exhibit A) between the City of Lodi and the Lodi Fire
Mid -Management Association; and
BE IT FURTHER RESOLVED that funds be appropriated as shown on the attached
Appropriation Request Form.
