RECOMMENDED ACTION: Adopt resolution approving purchase of 2014 Massey Ferguson

$31,098.60, and one 2014 Trimax Pegasus 493 Mower from Trimax
Mowing Systems, Inc. of Griffin, Georgia in the amount of
$43,454.23.
BACKGROUND INFORMATION: The workhorse of the Parks Division is a 2006 Jacobsen 9016B
mower, which cuts nearly 200 acres of grass every week for 40
weeks a year. After some 9,000 hours of use over eight seasons,
the mower is in constant need of repair, has a hydraulic defect that
is proving difficult to diagnose, and is at the end of its expected lifespan.
Rather than replace the mower with a similar piece of equipment, the Parks Division is proposing a
change in approach by purchasing a tractor and pull -behind mower. Doing so will save approximately
$20,000 in purchase costs, provide Parks with a mower that is efficient at cutting both fescue (the
predominant grass variety in parks) and hybrid Bermuda (planted at DeBenedetti Park) with the same 16 -
foot swath, and allow Parks to use the tractor with various implements to perform other types of turf
maintenance. For example, several of our sports fields would benefit from an ongoing aerification
program. Last season the Parks, Recreation and Cultural Services Department (PRCS) hired a
contractor to aerate DeBenedetti at a one-time cost of $6,500. Having the tractor would allow the Division
to purchase compatible tools, such as an aerator, that would benefit all our parks.
Parks Division staff has contacted several other municipal park operations that use a Trimax Pegasus
mower in combination with a turf -tired tractor. Staff has performed field trials with various brands of
mowing equipment. Based on conversations with other park professionals and seeing this proposed
equipment in action, staff is confident this newer approach will reduce our maintenance and fuel costs
with no loss in performance. The mower comes with a three-year warranty.
The current Jacobsen mower was purchased in late 2006 for $82,293. It replaced a mower that lasted
seven seasons and 5,200 hours before needing an engine replacement at a cost of $19,845. That mower
currently serves in a back-up role. The Fiscal Year 2014/15 budget includes $95,000 for a new mower,
which was the estimated cost of a new Jacobsen. With Trimax identified as the commercial grade mower
best suited for Lodi s various turf types, Parks Division staff consulted with the Fleet Services Supervisor

and determined the Massey Ferguson 2635 tractor would provide PRCS with long-term dependability
and flexibility. Parks staff solicited quotations from several Trimax vendors, but received only one quote,
Two of three Massey Ferguson tractor dealers in the region responded with quotes. The summary is
attached.
Together, the tractor and mower cost $74,552.83. The attached resolution authorizes staff to spend up to
an additional $5,447.17 for additional related equipment, such as a canopy to protect the operator from
overexposure to the sun, for a total authorization of $80,000.
FISCAL IMPACT: Up to $80,000 from the Vehicle Replacement Fund. In addition, the
tractor/mower combination is anticipated to reduce ongoing maintenance
and fuel costs, while providing the Parks Division with a core piece of
equipment that may be used with various implements and reduce
contracted services expenses.

BACKGROUND INFORMATION & BASIS FOR AWARD:
The Parks Division is budgeted to replace our Jacobsen 9016 B mower. This unit has reached
its useful life and is continually in the shop for repairs. Staff is recommending that our existing
16 foot wide riding mower be replaced with a Trimax Mowing System Pegasus Series 3 G3 493
that will be towed by a newly purchased Massey Ferguson 74 horse power tractor. Staff has
performed extensive research related to this project. Staff has visited several other municipal
operations that currently operate this approach of mowing. Our primary objectives for this new
recommended approach include lowering our equipment maintenance costs, ease of mow
height adjustment and the ability to mow our various types of turf with a single mower. Trimax
Mowing Systems has provided the only complete requested quote per city provided
specifications.

CITY OF LODI, CALIFORNIA
The City of Lodi hereby invites sealed proposals for furnishing and delivering One (1) 2014
Pegasus Series 3 G3 493 Trimax Mower in accordance with this notice and specifications on file
and available from the City of Lodi, Parks Department, 125 N. Stockton Street, Lodi, California,
95240, (209) 368-1012. No bid will be considered unless it is submitted on the proposal form
provided by the City of Lodi.
Bids should be mailed to 125 N. Stockton Street, Lodi, CA 95240. Attn. Steve Dutra or email
sdutraCaD-lodi.gov or fax (209) 333-6153 on or before Friday, December 5, 2014.
The City of Lodi reserves the right to reject any or all bids, to waive any informality in any bid, to
accept other than the lowest bid, or not to award the bid.
Reference is hereby made to said specifications for further details, which specifications and this
notice shall be considered part of any contract made pursuant thereto.

SECTION 2
One (1) 2014 Pegasus Series 3 G3 493 Trimax Mower INFORMATION TO BIDDERS
PROPOSAL FORM
A. Prospective bidders are furnished with one proposal form included in the specifications.
B. The proposal must be signed with the full name and address of the bidder, by an authorized
representative of the company.
C. The purchaser reserves the right to accept other than the lowest bid or to reject any or all
bids.
PENALTIES
In the event the successful bidder fails to deliver said equipment on the date promised, the City
of Lodi shall levy a penalty of $20 for each working day after promised delivery date that actual
delivery is late. Penalty shall be deducted from invoice amount at the time final payment is
made.
BIDDERS RESPONSIBILITY FOR SUBCONTRACTORS
Bidder shall be fully responsible for all work of subcontractors, and shall be liable for any failure
or omissions to comply with the specifications for this equipment.
REJECTION OF PROPOSALS
Bids may be rejected if they show any alterations of proposal form, additions not called for, or
alternative bids not properly documented. Bids proposing equipment with which the City has no
prior in-service experience may be rejected. Erasures or irregularities of any kind may also be
cause for rejection.
AWARD OF BID
A. The award of the bid, if it be awarded, will be to the lowest responsible bidder whose bid
proposal complies with all the requirements described herein.
B. In evaluating the bids and determining lowest total to the City, the City will consider the sales
tax credit in the amount of one percent (1%) of the purchase price of the equipment, which is
rebated to the City of Lodi when such purchase is consummated at the retailer's place of
business and such business:
1. is located within the Lodi city limits;
2. is licensed by the California State Board of Equalization to collect sales tax at the local
place of business;
3. Maintains a valid City of Lodi business license.
C. Where alternate bids are received, the City Council reserves the right to select the bid most
advantageous to the City. The award, if made, will be made within thirty days after the
opening of the bids.
D. In case of tie bids, the tie will be broken by a coin toss, conducted by a City Official. The
bidders will be notified and may be present.

Delivery time will be part of the bid evaluation, and delivery time shall be clearly indicated on the
proposal. Delivery is required not more than (60) calendar days following award of bid to the
Parks Division Corporation Yard, 125 N. Stockton Street, Lodi, CA 95240. Truck delivery shall be
made only during normal working hours, 8 a.m. to 3 p.m., Monday through Thursday.
PRICES
All quoted prices shall be current and firm for at least thirty days after date of bid opening.
Prices to be F.O.B. Lodi, California.
SALES AND USE TAXES
All quotations submitted shall include 8.00% California sales tax.
PAYMENTS
A. Invoices shall indicate sales tax as a separate item apart from the cost of F.O.B. point of
delivery. Purchaser's item description and order number shall appear on all invoices. All
invoices shall be rendered in duplicate.
B. Full payment by the purchaser shall not release supplier of his responsibility to fully carry out
his bid obligations nor be construed by supplier as acceptance of the work hereunder by
purchaser.
GUARANTEES
A. In addition to any or all guarantees mentioned elsewhere herein, the supplier shall replace
entirely at his own expense, including freight, any faulty equipment, within a period of at least
three years after the equipment has been accepted by the purchaser.

This transaction will be covered by a City of Lodi purchase order, and all terms included in
Information to Bidders, Proposal and Specifications will be binding.

agrees to be fully informed regarding all of the conditions affecting the equipment to be furnished
for the completion of the order, and that the information was secured by personal investigation
and research and not from any estimate of a City engineer; and that no claim will be made
against the City by reason of estimates, test or representations of any officer or agent of the City;
and proposes and agrees if the proposal be accepted, to furnish the City of Lodi the necessary
equipment specified in the bid, in the manner and time therein set forth. It has been noted the
City of Lodi reserves the right to accept all or part of this bid, to reject any or all bids, or to accept

either listing those exceptions in the space provided on the said specifications attached or, when

GENERAL INSTRUCTIONS
All equipment listed as standard by the manufacturer for the model quoted shall be furnished
whether or not such equipment is detailed herein. Exception: Vendor shall not furnish standard
items replaced by specified optional equipment. Only models of latest design and in current
production will be accepted. The Pegasus Series 3 G3 493 Trimax Mower and all equipment
furnished therewith shall be in compliance with all provisions of the State of California, Division of
Industrial Safety and Cal/OSHA.
The unit shall be delivered completely assembled and ready to operate. Upon delivery, it shall
be the supplier's responsibility to provide any evidence necessary that the product fully meets
the requirements of this specification. The component parts of the Pegasus S3 G3 493Trimax
Mower shall be of proper size and design to safely withstand maximum stresses imposed by a
capacity load. Prior to delivery, the Pegasus S3 G3 493 Trimax Mower must be completely
serviced with factory prescribed pre -delivery service. The crankcase, transmission and
differential must be filled to factory recommended capacities and have at least five gallons of fuel
in fuel tank. The Pegasus S3 G3 493 Trimax Mower and all components shall operate
conforming to factory intent and in good factory -dealer practice.
The Pegasus S3 G3 493 Trimax Mower is to be covered by factory 36 -month parts and labor
warranty. All defects shall be corrected by successful bidder or any factory authorized dealer for
the field groomer under standard factory warranty. During the warranty period, the successful
bidder shall bear responsibility and costs for transporting to and from any service or repair
facilities.
Bids will be considered only on equipment represented by a reliable California firm, carrying
adequate supply of replacement parts in the State. Successful bidder shall furnish, at no charge,
one Operator Manual for the Pegasus S3 G3 493 Trimax Mower that is furnished. Original
Dealer's Report of Sale, or Manufacturer's State of Origin, or Bill of Sale and Factory Warranty
Guarantee must be furnished to the City at the time the field groomer is delivered. Final
acceptance of the unit for conformance with the specifications will be made only at the Parks
Division Corporation Yard. The apparent silence of this specification or supplemental
specification as to any detail, or the apparent omission from it of a detailed description
concerning any point, shall be regarded as meaning that only the best commercial practice is to
prevail, and that only materials and workmanship of first quality are to be used. Any and all
deviations to any of the requirements of this specification shall be stated on the returned bid.
Unless so stated by the bidder, the City may, at its discretion, assume that all requirements have
been met and may hold the bidder to each and every part of the specification. The
manufacturer's name and model number must be shown on the bid in the designated place;
however, that information is not sufficient evidence that the bidder is making an exception. If no
exception or deviations are shown, the Pegasus S3 G3 493 Trimax Mower will be furnished as
specified herein. Bidder shall submit current literature and specifications of equipment bid.

BACKGROUND INFORMATION & BASIS FOR AWARD:
The Parks Division is budgeted to replace our Jacobsen 9016B mower. This unit
has reached its useful life and is continually in the shop for repairs. Staff is
recommending that this 16 foot wide ride on mower be replaced with a Massey
Ferguson 2635 2wd tractor with turf tires that will tow a 16 foot wide Trimax
power mower. This new recommended approach to mowing our 200 acres of
turf is driven by several factors. Primarily objectives include lowering our
equipment maintenance costs, ease of mow height adjustment, and we will
finally have the ability to mow De Benedetti Park in an efficient manner.
Additionally, this newly acquired turf tired tractor will allow staff to perform many
cultural practices in our turfed areas currently not being accomplished. For
example, several of our sports fields would benefit from an ongoing aerification
program. We currently cannot perform this task due to lack of an appropriate
tractor. In fact, last season we paid Delta Bluegrass $6700 to aerate De
Benedetti Park. By having in-house equipment we can not only save our limited
funds for other needs, but more importantly, we could possibly perform the
necessary task more frequently. Staff has either contacted or visited several
other municipal operations with this new approach in mind. We have performed
field trials with various brands of mowing equipment. Based on conversations
with other park maintenance professionals, seeing this proposed equipment in
action and hearing that the maintenance of the equipment will be much less
than we currently spend we are confident this new proposed approach will
benefit our maintenance in several ways.

CITY OF LODI, CALIFORNIA
The City of Lodi hereby invites sealed proposals for furnishing and delivering One (1) 2014
Massey Ferguson 2635 2wd Tractor in accordance with this notice and specifications on file and
available from the City of Lodi, Parks Department, 125 N. Stockton Street, Lodi, California, 95240,
(209) 368-1012. No bid will be considered unless it is submitted on the proposal form provided by
the City of Lodi.
Bids should be mailed to 125 N. Stockton Street, Lodi, CA 95240. Attn. Steve Dutra or email
sdutra(a.lodi.gov or fax (209) 333-6153 on or before Friday, November 21, 2014.
The City of Lodi reserves the right to reject any or all bids, to waive any informality in any bid, to
accept other than the lowest bid, or not to award the bid.
Reference is hereby made to said specifications for further details, which specifications and this
notice shall be considered part of any contract made pursuant thereto.

SECTION 2
One (1) 2014 Massey Ferguson 2635 2wd Tractor INFORMATION TO BIDDERS
PROPOSALFORM
A. Prospective bidders are furnished with one proposal form included in the specifications.
B. The proposal must be signed with the full name and address of the bidder, by an authorized
representative of the company.
C. The purchaser reserves the right to accept other than the lowest bid or to reject any or all
bids.
PENALTIES
In the event the successful bidder fails to deliver said equipment on the date promised, the City
of Lodi shall levy a penalty of $20 for each working day after promised delivery date that actual
delivery is late. Penalty shall be deducted from invoice amount at the time final payment is
made.
BIDDERS RESPONSIBILITY FOR SUBCONTRACTORS
Bidder shall be fully responsible for all work of subcontractors, and shall be liable for any failure
or omissions to comply with the specifications for this equipment.
REJECTION OF PROPOSALS
Bids may be rejected if they show any alterations of proposal form, additions not called for, or
alternative bids not properly documented. Bids proposing equipment with which the City has no
prior in-service experience may be rejected. Erasures or irregularities of any kind may also be
cause for rejection.
AWARD OF BID
A. The award of the bid, if it be awarded, will be to the lowest responsible bidder whose bid
proposal complies with all the requirements described herein.
B. In evaluating the bids and determining lowest total to the City, the City will consider the sales
tax credit in the amount of one percent (1%) of the purchase price of the equipment, which is
rebated to the City of Lodi when such purchase is consummated at the retailer's place of
business and such business:
1. is located within the Lodi city limits;
2. is licensed by the California State Board of Equalization to collect sales tax at the local
place of business;
3. Maintains a valid City of Lodi business license.
C. Where alternate bids are received, the City Council reserves the right to select the bid most
advantageous to the City. The award, if made, will be made within thirty days after the
opening of the bids.
D. In case of tie bids, the tie will be broken by a coin toss, conducted by a City Official. The
bidders will be notified and may be present.

DELIVERY
Delivery time will be part of the bid evaluation, and delivery time shall be clearly indicated on the
proposal. Delivery is required not more than (60) calendar days following award of bid to the
Parks Division Corporation Yard, 125 N. Stockton Street, Lodi, CA 95240. Truck delivery shall be
made only during normal working hours, 8 a.m. to 3 p.m., Monday through Thursday.
PRICES
All quoted prices shall be current and firm for at least thirty days after date of bid opening.
Prices to be F.O.B. Lodi, California.
SALES AND USE TAXES
All quotations submitted shall include 8.00% California sales tax.
PAYMENTS
A. Invoices shall indicate sales tax as a separate item apart from the cost of F.O.B. point of
delivery. Purchaser's item description and order number shall appear on all invoices. All
invoices shall be rendered in duplicate.
B. Full payment by the purchaser shall not release supplier of his responsibility to fully carry out
his bid obligations nor be construed by supplier as acceptance of the work hereunder by
purchaser.
GUARANTEES
A. In addition to any or all guarantees mentioned elsewhere herein, the supplier shall replace
entirely at his own expense, including freight, any faulty equipment, within a period of at least
one year after the equipment has been accepted by the purchaser.
PURCHASES
This transaction will be covered by a City of Lodi purchase order, and all terms included in
Information to Bidders, Proposal and Specifications will be binding.

and research and not from any estimate of a City engineer; and that no claim will be made

GENERAL INSTRUCTIONS
All equipment listed as standard by the manufacturer for the model quoted shall be furnished
whether or not such equipment is detailed herein. Exception: Vendor shall not furnish standard
items replaced by specified optional equipment. Only models of latest design and in current
production will be accepted. The 2635 2wd tractor and all equipment furnished therewith shall be
in compliance with all provisions of the State of California, Division of Industrial Safety and
Cal/OSHA.
The unit shall be delivered completely assembled and ready to operate. Upon delivery, it shall
be the supplier's responsibility to provide any evidence necessary that the product fully meets
the requirements of this specification. The component parts of the 2635 2wd tractor shall be of
proper size and design to safely withstand maximum stresses imposed by a capacity load. Prior
to delivery, the 2635 2wd tractor must be completely serviced with factory prescribed pre -delivery
service. The crankcase, transmission and differential must be filled to factory recommended
capacities and have at least five gallons of fuel in fuel tank. The 2635 2wd tractor and all
components shall operate conforming to factory intent and in good factory -dealer practice.
The 2635 2wd tractor is to be covered by factory 24 -month parts and labor warranty. All defects
shall be corrected by successful bidder or any factory authorized dealer for the field groomer
under standard factory warranty. During the warranty period, the successful bidder shall bear
responsibility and costs for transporting to and from any service or repair facilities.
Bids will be considered only on equipment represented by a reliable California firm, carrying
adequate supply of replacement parts in the State. Successful bidder shall furnish, at no charge,
one Operator Manual for the field groomer that is furnished. Original Dealer's Report of Sale, or
Manufacturer's State of Origin, or Bill of Sale and Factory Warranty Guarantee must be furnished
to the City at the time the field groomer is delivered. Final acceptance of the unit for conformance
with the specifications will be made only at the Parks Division Corporation Yard. The apparent
silence of this specification or supplemental specification as to any detail, or the apparent
omission from it of a detailed description concerning any point, shall be regarded as meaning
that only the best commercial practice is to prevail, and that only materials and workmanship of
first quality are to be used. Any and all deviations to any of the requirements of this specification
shall be stated on the returned bid. Unless so stated by the bidder, the City may, at its
discretion, assume that all requirements have been met and may hold the bidder to each and
every part of the specification. The manufacturer's name and model number must be shown on
the bid in the designated place; however, that information is not sufficient evidence that the
bidder is making an exception. If no exception or deviations are shown, the field groomer will be
furnished as specified herein. Bidder shall submit current literature and specifications of
equipment bid.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
THE PURCHASE OF A 2014 MASSEY FERGUSON 2635
TRACTOR FROM JM EQUIPMENT, OF MANTECA ($31,098.60)
AND -ONE 2014 TRIMAX PEGASUS 493 -MOWER FROM
TRIMAX MOWING SYSTEMS, INC., OF GRIFFIN, GA
($43,454.23), AND FURTHER AUTHORIZING STAFF TO
EXPEND FUNDS IN THE AMOUNT OF $5,447.17 FOR
ADDITIONAL NECESSARY EQUIPMENT
WHEREAS, the workhorse of the Parks Division is a 2006 Jacobsen 9016B mower,
which cuts nearly 200 acres of grass every week for 40 weeks a year and is in constant need of
repair; and
WHEREAS, rather than replace the mower with a similar piece of equipment, the Parks
Division is proposing a change in approach by purchasing a tractor and pull -behind mower; and
WHEREAS, doing so will save approximately $20,000 in purchase costs, provide Parks
with a mower that is efficient at cutting both fescue (the predominant grass variety in parks) and
hybrid Bermuda (planted at DeBenedetti Park) with the same 16 -foot swath, and allow Parks to
use the tractor with various implements to perform other types of turf maintenance; and
WHEREAS, the Fiscal Year 2014/15 budget includes $95,000 for the purchase of a new
mower, the total cost allocated for this purchase is $80,000 ($74,552.83 for the tractor and
mower; $5,447.17 for additional related equipment, such as a canopy to protect the operator
from overexposure to the sun).
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the purchase of a 2014 Massey Ferguson 2635 tractor from JM Equipment, of Manteca, in the
amount of $31,098.60, and one 2014 Trimax Pegasus 493 mower from Trimax Mowing
Systems, Inc., of Griffin, Georgia, in the amount of $43,454.23; and
BE IT FURTHER RESOLVED, that staff is hereby authorized to expend $5,447.17 for
additional necessary equipment, such as a canopy, etc.
