BACKGROUND INFORMATION: With the recent election and reorganization of the City Council, it is necessary to fill the positions on various boards, commissions, and committees that are now vacant. In addition, some commissions no longer exist or are no longer active and should be deleted. The attached appointments list is presented to Council for information. All vacancies and positions where a Council Member has expressed interest in resigning, as well as those commissions recommended for deletion, have been highlighted and are summarized below. It is requested that Council discuss this matter and take the appropriate actions. Greater Lodi Area Youth Commission Recommendation: Appoint new Member for an unspecified term limit. Greenbelt 2x2x2 Committee This Committee is no longer active. Recommendation: Terminate committee and remove from list. Joint City/County Criminal Justice Task Force Recommendation: Appoint new Alternate Member for an unspecified term limit. Northeastern San Joaquin County Groundwater Banking Authority Recommendation: Appoint new Delegate for an unspecified term limit. Northern California Power Agency Recommendation: Appoint new Delegate and Alternate for unspecified term limits. City of Lodi Risk Oversight Committee This Committee is comprised of the Council Member serving as NCPA Alternate Board member, City Manager, Deputy City Manager, City Attorney, and Electric Utility Director. Recommendation: Appoint Member (i.e. Alternate Member on NCPA) for an unspecified term limit. San Joaquin County Abandoned Vehicle Abatement Service Authority Recommendation: Appoint new Member for an unspecified term limit. Recommendation: Remove from list. San Joaquin County Flood Control and Water Conservation District — Water Advisory Commission Recommendation: Appoint new Delegate for an unspecified term limit. San Joaquin County Mokelumne River Water and Power Authority This is no longer a standing committee. Recommendation: Remove from list. San Joaquin County Solid Waste Management Task Force This appointment is typically filled by a city's mayor. Recommendation: Appoint new Member and Alternate for unspecified term limits. San Joaquin Partnership According to the San Joaquin Partnership, no Alternate appointment is necessary and would have no voting power in the absence of the Delegate. Recommendation: Delete Alternate position. San Joaquin Valley Special City Selection Committee Recommendation: Appoint new Alternate for an unspecified term limit. Transmission Agency of Northern California It is recommended that City staff fill both the Delegate and Alternate position by title, rather than name.
