BACKGROUND INFORMATION: On May 10, 2013, the City Council adopted a resolution to vacate the pedestrian access between Holly Drive and Daisy Avenue, west of Fairmont Avenue, as shown on Exhibit A. This pedestrian access and the mid -block school crosswalk were necessary to provide a connection between Washington Elementary School and the Daisy Avenue residential area until Lodi Unified School District modified the school boundaries so that students residing north of Holly Drive now attend Lakewood School. Pedestrian surveys were conducted on November 18, 2013 and November 19, 2013 during student drop-off and pick-up periods. Only one student was observed using the crosswalk in these surveys. Staff contacted the Washington Elementary School principal and the Chief of Police and received no objection to the crosswalk removal (Exhibits B and C). FISCAL IMPACT: There is a one-time cost of (approximately $2,000) for removing the crosswalk. FUNDING AVAILABLE: Funding for the removal of crosswalk and all associated signage and striping will be from the Street Maintenance account (3215031). For safety reasons, I agree that shutting it down is the best. It doesn't seem safe for a single child, ages 5-12, to walk through that area. As long as access is completely prevented, I think it is saferto walk around where there is better visibility. Have a nice day. This crosswalk used to provide pedestrian connection between Holly Dr and Daisy Ave at the alley way. As a result of the closure of the alleyway, the City feels that the number of pedestrians who use the crosswalk are reduced substantially. In the pedestrian study conducted by City staff this week during the school drop-off and pick-up period, there was only one pedestrian use the crosswalk. Therefore, the City determines there is no need for this mid -block crosswalk. Before City staff take this topic to the City Council for consideration, I would like to confirm with you if you have any objection of this crosswalk removal Let me know if you have any questions.
