RECOMMENDED ACTION: Adopt resolution approving Transit Policy for Personal Care
Attendants on the GrapeLine Fixed Route Service.
BACKGROUND INFORMATION: City staff received a request to allow Personal Care Attendants
(PCAs) to travel for free on the GrapeLine fixed route system. In
accordance with federal regulations, transit agencies may not
charge a fare to PCAs when they accompany a person with a disability using the complementary
paratransit (Lodi's VineLine) system. However, the regulations are silent on allowing free PCA travel on
fixed route systems. The Federal Transit Administration website specifies that an operator or transit
agency has the discretion to adopt a policy allowing PCAs to travel for free.
The current discounted fare for passengers and PCAs on the fixed route system is $0.60 each. If
adopted, this policy allows PCA's to travel for free when accompanying a passenger holding a discounted
fare card and approved for a PCA. The process for PCA approval is described on the City's transit
website and applications are available at the Lodi Transit Station and on all buses. Only one PCA per
passenger is allowed and other guests will be charged the appropriate fare ($1.25 for general public or
$0.60 for seniors — 60 years or older, persons with a disability or Medicare card holders).
Staff recommends allowing PCAs to travel for free on the GrapeLine fixed route system when
accompanying passengers approved for PCAs. It is another way to promote ridership on the fixed route
service.
FISCAL IMPACT: None.

RESOLUTION NO. 2013-222
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING CITY OF LODI PUBLIC WORKS TRANSIT
POLICY FOR PERSONAL CARE ATTENDANTS ON THE
GRAPELINE FIXED ROUTE SERVICE
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the City of Lodi Public Works Transit Policy for the "Personal Care Attendants
on the Grapel-ine Fixed Route Service," as shown on Exhibit A attached hereto; and
BE IT FURTHER RESOLVED that this policy shall become effective
December 19, 2013.

Fixed Route Service
INTRODUCTION
Federal transit Adminstration does not require transit agencies provide free fare to a Personal
Care Attendant (PCA) when they accompany a person with a disability using the fixed route
transit services. At the December 18, 2013, City Council adopted the following policy allowing
free fare for PCAs:

This policy allows PCAs to travel for free on the City of Lodi's GrapeLine fixed route service when
accompanying a passenger holding a discounted fare card and approved for assistance by a
PCA. Only one PCA per passenger is allowed and other guests will be charged the appropriate
fare.
