RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for
bids for Water Meter Program — Non -Residential Phase.
BACKGROUND INFORMATION: At the May 2, 2007 City Council meeting, the Water Meter Retrofit
Policy was adopted. The primary objectives of the Water Meter
Retrofit Policy were to accelerate the installation of residential water
meters and shorten the time period during which customers would be paying for water on flat rate versus
on usage base.
At the October 20, 2010 City Council meeting, a seven-year construction phasing was approved and the
property owner meter payment was capped at $300 per parcel. Having constructed the first three of
seven phases of the residential meter program, it is now appropriate to begin placing meters at all
unmetered non-residential service locations. These locations include commercial, industrial, City
buildings, City parks, City landscape areas, residential common areas, commercial common areas,
industrial common areas and other water services.
Plans and specifications have been prepared that requires the contractor to perform parcel investigation,
meter installation, meter right -sizing, and documentation at approximately 917 parcels. Limited
information is available from City records regarding the existing conditions and, therefore, it is difficult to
specify the work required to construct a new water meter assembly at these 917 parcels. A detailed list
of bid items has been prepared listing the various components and sizes required for a complete meter
assembly. The contractor will be paid based upon actual work performed at each location.
In addition, the contractor will be required to investigate 513 parcels where the City's data is incomplete
or uncertain as what type of meter exists, the location of the service, and related information. This
information will be used to determine if an existing meter needs to be replaced in a future phase or if a
new meter assembly needs to be installed as part of this phase.
At the completion of the Non -Residential Phase, billings will be issued to the property owner for the meter
installed. The amount of the charge based upon meter size will be in accordance with yet -to -be -issued
City Council direction. The payment responsibility will fall upon the property owner at the time the billing
is issued and not the property owner at the time the meter is installed. The lag between the time the
meter is installed and the billing issued should be no more than nine months.

The project area for the Non -Residential Phase is the entire City. Plans and specifications for the project
are on file in the Public Works Department. The planned bid opening date is February 6, 2014.
FISCAL IMPACT: None. The water rate schedule for the water meter program is designed
and implemented to be revenue neutral.
FUNDING AVAILABLE: Funding will be identified at project award.
