COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute a Contract Change Order to the Professional Services Agreement with KPFF Consulting Engineers, of Roseville, for Additional Engineering Design Services at Lodi Transit Station ($37,458) MEETING DATE: April 2, 2014 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution authorizing City Manager to execute a contract change order to the professional services agreement with KPFF Consulting Engineers, of Roseville, for additional engineering design services at Lodi Transit Station, in the amount of $37,458. BACKGROUND INFORMATION: At the February 5, 2014 Council meeting, City Council authorized the City Manager to execute the professional services agreement with KPFF Consulting Engineers to provide engineering design to modify the Dispatch/North Annex to accommodate a fare collection room and vault installation and to expand the Station main lobby public restrooms. Staff proposes to expand the original scope of work by increasing the number of restroom stalls (two men and two women) to eight stalls (four men and four women), along with one family/employee restroom and a janitor/supply room. To provide public restroom access beyond the Transit Station operating hours, the building will be modified to provide a roll -up security door between the Station lobby and the new restrooms with an exterior door at the end of the restroom hallway. Downtown signage will be provided informing the public of the restroom availability at this location. The original project budget for the design work is $64,000, including staff time and contingencies. If approved, the project design budget increases to $101,500, including staff time and contingencies. The construction estimate for the vault room and restroom expansion is $431,300. Proposition 1 B Transit, Safety, Security, and Disaster Response Account and Transportation Development Act funds will be utilized for the design work and proposed construction. FISCAL IMPACT: If approved and constructed, staff would expect a slight increase in building maintenance costs. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a contract change order to the Professional Services Agreement with KPFF Consulting Engineers, of Roseville, California, in the amount of $37,458, to provide additional engineering design services at the Lodi Transit Station. Who maintains the train station restroom? My Transportation Inc. under contract with City 2. Is there any reason why they could not maintain additional toilets in the downtown area and any thought of the additional cost? An expansion of MV services to anon -transit facility would not be approved by FTA. At the shirtsleeve a cost number of $12,000 per year was presented. 3. Can we check with United Cerebral Palsy to see if their contract can be expanded to include any downtown toilets and if so, at what cost? UCP could do this M — F but not Sat —Sun. The current UCP contract of 4 hours per day (M — F) is $48,000 per year. Adding an hour per day would add about $10,000. Questions and Answers 4. Would a toilet positioned on City property along Church Street qualify for CDBG funding? No 5. The shirtsleeve PowerPoint indicated that an expansion of the train station restrooms could be funded through TDA funds. How certain are we that this would quality? Absolutely certain 6. Are there any matching funds required? No 7. Why has the possible expansion of the train station restroom been pegged at $300,000? Preliminary construction estimate provided by architect under contract. The stand alone Beckman Park restroom cost $200,000 for 2 facilities each side. Questions and Answers 8. Has the City had any serious conversations with the Salvation Army regarding the homeless issue and what the actions of these individuals are contributing to the problem? No 9. Do we really think the utilization of the City Hall as a public restroom makes sense? It is a public restroom now. 10. 1 understand that the Library has done a pretty good job of deterring the homeless from using the Library facilities. Would this reopen a can of worms? Train station restroom facilities are closer to the Shelter and open longer hours so the Library might not be impacted. Questions and Answers 11.Why would we not revisit the issue of the toilet in the parking garage and can something be done to put these back into use? Current expansion of the WOW Museum will put these restrooms back into limited public use. Open restroom hours would probably match open museum hours. 12. Have we looked at a similar product made by Romtec that sell for as little as $38,000?
