Comments by the Public on Non -Agenda Items THE TIME ALLOWED PER NON -AGENDA ITEM FOR COMMENTS MADE BY THE PUBLIC IS LIMITED TO FIVE MINUTES. is an emergency,and the need to take action on that emergency arose after this agenda was posted (Government Code Section 54954.2(b)(2)). All other items may only be referred for review to staff or placement on a future Council agenda. Larry Picard, representing Waste Management, invited the City Council and the citizens of Lodi to participate in the Keep Lodi Beautiful event on May 3, 2014. Marilyn Hughes spoke in regards to water safety and the establishment of a Lodi Adaptive Paddling Center. Captain Martin Ross of the Salvation Army provided an update of community services and current events at the Salvation Army. E. Comments by the Citv Council Members on Non -Agenda Items Council Member Johnson reported on his attendance at a recent meeting at Lodi Lake in regards to receiving grant funding for improving the boat ramp and asked that staff look into options for becoming an aquatics center to become eligible for additional grant funds. Public Hearinas G-1 Public Hearing to Consider Resolution Adopting Pre -Approved Proposition 218 Consumer Price Index Based Annual Adiustment to Rates for Solid_ Waste Collection (PW) Notice thereof having been published according to law, an affidavit of which publication is on file in the office of the City Clerk, Mayor Katzakian called for the public hearing to consider resolution adopting pre -approved Proposition 218 Consumer Price Index based annual adjustment to rates for solid waste collection. Public Works Director Wally Sandelin provided a PowerPoint presentation regarding the pre - approved adjustment for solid waste collection. Specific topics of discussion included contract terms, consumer price index, County gate fees and example rate changes. In response to Mayor Pro Tempore Hansen, Tom Sanchez representing Waste Management, LODI ADAPTIVE PADDLING CENTER Every four years we hear about the accomplishments of those competing at the Para -Olympics. We become aware of how those with physical, mental, and/or emotional impairments have been able to overcome their obstacles and change their lives. What we don't think about are the organizations and individuals who provided the programs, long before the medal presentations, that allowed these Olympians to reach their goals. Before athletes are selected for Olympic Training Teams, someone had to introduce them to programs that got them off the couch and/or out of a wheel chair, to challenge their life barriers, rather than to succumb to them. l want to tell you about a program that is coming to Lodi, that may never get someone to the Para - Olympics, but it certainly will be life changing for hundreds of individuals, here in Lodi, over the next few years. Because Lodi is situated in the central pari of California, has a beautiful lake and river, has facilities that are ADA compliant, has community support and a Parks and Recreation Department that is supportive of this effort, the American Canoe Association (americancanoe.org) is sponsoring an Adaptive Paddling Workshop here in Lodi, July 11-14, 2014. An Adaptive Paddling Program teaches the skills and knowledge needed to outfit equipment and modify teaching styles to allow people of all abilities to participate in paddlesport. These workshops are designed to provide instructors, outfitters, recreation program providers, and rehabilitation professionals with the information they need to integrate paddlers with disabilities into their programs. Under the Americans with Disabilities Act of 1990, a person may not be excluded from a program just because they have a disability. Program providers need to be prepared to integrate persons with disabilities into existing programs. The workshop includes how to compensate for paddlers loss of function due to disability, how to adapt equipment and instruction, and how to focus on the paddlers' ability. This course includes a classroom session, hands-on learning, and an on -water pool session, in addition to open water paddling. ACA certified paddling instructors can receive the Adaptive Paddling Endorsement upon completion of this workshop.
