Stop Control at the intersection of Culbertson Drive at Melby Drive

RECOMMENDED ACTION: Adopt resolution amending Traffic Resolution No. 97-148 by
approving multi -way stop control at the intersection of Culbertson
Drive at Melby Drive.
BACKGROUND INFORMATION: During several months over the summer and fall of 2013, staff
conducted traffic studies to examine speed and volumes in the
vicinity of Lois E. Borchardt School. The studies (which included the
operation of the Culbertson Drive and Melby Drive intersection) were performed at the request of a group
of residents in the area and, as indicated by staff at a public meeting held on September 26, 2013, there
is no need to implement traffic calming measures at this time.
Culbertson Drive and Melby Drive form a "T" intersection, with a stop sign on Melby Drive. As stated
above, the traffic study (that considers collisions, traffic volumes, and speeds) indicates the intersection
does not meet the Caltrans guidelines for multi -way stop control. However, based on the combination of
volume and school-age pedestrian activity generated by the school and by the nearby park on the
weekends, staff recommends installing stop controls on Culbertson Drive at Melby Drive, as shown in
Exhibit A.
FISCAL IMPACT: There will be a slight increase in the City Pavement Marking Maintenance
Program.
FUNDING AVAILABLE: Funding for the installation of multi -way stop signs and pavement markings
will be from the Street Maintenance account (3215031), at an approximate
cost of $1,000.

A RESOLUTION OF THE LODI CITY COUNCIL AMENDING
TRAFFIC RESOLUTION NO. 97-148 BY APPROVING MULTI -

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
installing a multi -way stop control at the intersection of Culbertson Drive at Melby Drive; and
BE IT FURTHER RESOLVED that City of Lodi Traffic Resolution No. 97-148, Section
2(C)(1) "Multi -Way Stop Intersections," is hereby amended by installing a multi -way stop control
at the intersection of Culbertson Drive and Melby Drive.
