HomeMy WebLinkAboutAgenda Report - March 5, 2014 C-07.7 r AGENDA ITEM C CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Authorizing City Manager to Accept and Appropriate JAC Donation ($50,000), Appropriate Funds ($150,000) for Aerial Fire Truck Outfitting, and Delegate Purchasing Authority to the Fire Chief MEETING DATE: March 5, 2014 PREPARED BY: Fire Chief RECOMMENDED ACTION: Adopt resolution authorizing City Manager to accept and appropriate JAC donation ($50,000), appropriate Funds ($150,000) for aerial fire truck outfitting, and delegate purchasing authority to the Fire Chief BACKGROUND INFORMATION: On September 4, 2013, the City Council authorized the City Manager to negotiate the purchase of a 2008 American LaFrance (ALF) LTI from the City of Lincoln. The City of Lodi purchased and received the 2008 ALF LTI in December 2013. The Fire Department has had time to evaluate the existing equipment and estimate the cost of the equipment retrofit to be approximately $150,000. The Joint Apprenticeship Committee (JAC) has authorized a one-time donation to the City of Lodi Fire Department in the amount of $50,000 to cover a portion of the costs to place the new apparatus in service. Staff requests the City Manager be authorized to appropriate the JAC donation and Vehicle Replacement Funds in the total amount of $150,000 to equip the 2008 ALF LTI and place in service. The City's Purchasing Policy requires that purchases over $20,000 be brought to Council before the purchase is made. A number of items on the attached list of equipment necessary to outfit the new unit will exceed $20,000. In order to expedite the outfitting of the new unit, staff is requesting that purchasing authority for any items on the attached list exceeding $20,000 be delegated to the Fire Chief. FISCAL IMPACT: Once the 2008 ALF LTI will be placed in service, the Fire Department will place this apparatus as the front line truck, thus replacing the much costlier and "out of service" 1989 Emergency One truck. Departmental repair savings are unknown at this time. FUNDING AVAILABLE: Funds appropriated through the Vehicle Replacement Fund (1202011) in the amount of $150,000. The truck needs uipment outfitted prior to being placed in service. Final approval will be provided in electronic copy format RESOLUTION NO. 2014-26 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING CITY MANAGER TO ACCEPT AND APPROPRIATE JOINT APPRENTICESHIP COMMITTEE DONATION, APPROPRIATE FUNDS FOR AERIAL FIRE TRUCK OUTFITTING, AND DELEGATE PURCHASING AUTHORITY TO THE FIRE CHIEF WHEREAS, on September 4, 2013, the City Council authorized the City Manager to negotiate the purchase of a 2008 American LaFrance (ALF) LTI Fire Truck from the City of Lincoln; and WHEREAS, the City of Lodi purchased and received the 2008 ALF LTI in December 2013. The Fire Department has had time to evaluate the existing equipment and estimate the cost of the equipment retrofit to be approximately $150,000; and WHEREAS, the Joint Apprenticeship Committee has authorized a one-time donation to the City of Lodi Fire Department in the amount of $50,000 to cover a portion of the costs to place the new apparatus in service. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that it does hereby authorize the City Manager to appropriate the Joint Apprenticeship Committee donation and Vehicle Replacement Funds in the total amount of $150,000 to equip the 2008 ALF LTI and place in service, and delegate the necessary purchasing authority to the Fire Chief to expedite the outfit of the ALF LTI.
