Dear Mr. Glaves: Below is a list of items I discussed with you on the phone that is needed to complete the Historic Grants -in -Aid application for the Hutchins Street Auditorium: Resolution of applicant's governing body Copy of local official deignation of historic sig- nificance, if applicable �A__Vt_) Photographs ( 8x10 or 5x7, black and white) showing overall property and details of project work site Copies of available historic photographs of property -- One color slide of an overall view of the property's main resource - Parcel map detailing proposed acquisition property, if applicable V - CEQA documents -- Notice of Exemption or Notice of Determination and Negative Declaration. Please have the authorizing official sign BOTH copies on line 23 b. We will fill in the rest. - Enclosed is an application form requiring the authorizing official signature These items need to be in our office no later than December 20, 1984. Due to holiday mail we meed to be sure we have them in hand to be able 'to write and submit the application on December 31, 1984. Also, please be thinking of the following questions: 1) What is the significance of this building? 2) What are the long term plans for the building? 3) What would happen if the building is not stabilized and protected? 4) Where is the match coming from? Can we documFat this? 5) What is the scope of work needed.? 6) How long will it take to complete the work? Do not worry about writing down answers to the above questions. I will call to discuss them next week. Should you have questions before that time, do not hesitate to call. Mr. Glaves, I know this is a lot of material to gather but this is a unique chance for governments to restore historic City owned buildings. I would hate to see Lodi miss this opportunity. Please mark the appropriate response and return to ISI as soon as possible. ISI is authorized to prepare and submit an application for Lodi under the California Historic Preservation Grant Program provided an eligible and competitive project can be developed. All funds received or grants approved through this program will count toward the contractual agreement between Lodi and International Systems, Inc. These funds will be administered by the Office of Historic Preservation (OHP) in the California Department of Parks and Recreation. This is the -first state -funded grant program specifically designed to preserve California's historical resources. The application deadline is December 31, 1984. Granas will cover two kinds of projects on existing histori- cal resources: development and acquisition. Planning costs for preconstruction work such as historical research, architectural plans, structural engineering assessments, archeological assessments, and interpretive costs for permanent interpretive display panels, signs and shelving are allowable as minor com- ponents of development projects, as are administrative costs. Development grants fall into the following categories: Pro- tection, stabilization, preservation, rehabilitation, and restol'ation. For development projects, the grants will provide no less than 45% and no more than 90% of the project costs. An applicant's matching share may include donations of labor and materials. Acquisition grants will provide no less than 45%, and no more than 55% of a project's costs. An applicant may use donated value of property to match the grant in completing the acquisition. In addition, the applicant's matching share must come from sources other than state funds.
