RECOMMENDED ACTION: Adopt resolution authorizing City Manager to execute contract change
order with C. Overaa & Company, of Richmond, for storm and waste
water pump station SCADA integration underthe Surface Water
Treatment Facility project contract, in an amount not to exceed $450,000.
BACKGROUND INFORMATION: The contract was awarded to C. Overaa&Company on October 20,2010.
The facility received an "Interim Approval to Operate" from the California
Department of Public Health on November 20, 2012 and is currently
undergoing a 30 -day performance test. Staff anticipates formal Council acceptance of the project in
January 2013.
As a part of the contract, all operating City well sites were integrated into the Surface Water Treatment
Facility (SWTF) SCADA system so they can be monitored and controlled at the SWTF operations center.
The requested change order will upgrade the nine City wastewater and 12 City storm water pump station
communication systems so they may be integrated into the SWTF SCADA system for monitoring and
control. Once this work is completed, PublicWorks staff will be able to monitor and ultimately control all
Public Works pump facilities from the SWTF operations center.
Work at each site will include SCADA packs, radio communication equipment, conduit, wiring, antennas
and computer programming. It is estimated that each site will require $21,000 worth of materials and
labor. Each site is slightly different and actual costs will not be known until the work begins. The change
order will be based on time and materials, not to exceed $450,000.
FISCAL IMPACT: Completion of this work will permit monitoring of these facilities at the Surface
Water Treatment Facility and reduce the funds currently paid to the Electric
Utility Departmentto monitorthe pump stations.
FUNDING AVAILABLE: Funding is available within the SWTF project contingency funds (181011).

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING CITY MANAGERTO EXECUTE CONTRACT
CHANGE ORDER WITH C. OVERAA & COMPANY FOR
STORM AND WASTEWATER PUMP STATION SCADA
INTEGRATION UNDER THE SURFACE WATER
TREATMENT FACILITY PROJECT CONTRACT

WHEREAS, the contract for the Surface Water Treatment Facility Project was
awarded to C. Overaa & Company on October 20,2010; and
WHEREAS, as a part of the contract, all operating City well sites were integrated
into the Surface Water Treatment Facility (SWTF) Supervisory Control and Data
Acquisition (SCADA) system so they can be monitored and controlled at the SWTF
operations center; and
WHEREAS, the change order will upgrade the 9 City wastewater and 12 City
storm water pump station communication systems so they may be integrated into the
SWTF SCADA system for monitoring and control. Once this work is completed,
Public Works staff will be able to monitor and control all Public Works pump facilities
from the SWTF operations center.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a contract change order with C. Overaa &
Company, of Richmond, California, for storm and waste water pump station SCADA
integration under the Surface Water Treatment Facility Project contract, in an amount
not to exceed $450,000.
