RECOMMENDED ACTION: Adopt a resolution awarding the purchase of a fire skid pump unit
replacement on Squad 2071 to Burton's Fire, Inc., of Modesto for
$23,772.38.
BACKGROUND INFORMATION: The Fire Skid Pump Unit on Squad 2071 is the Fire Department's
wild land fire fighting mobile attack unit. This unit is depended upon
to access fires in areas such as the river bottom near Lodi Lake and
the wilderness area along the Mokelumne River. The current skid
pump unit is an air-cooled Honda twin cylinder with a 200 -gallon water tank. This skid configuration has
been in place for approximately 10 years. Over the past 10 years the unit, specifically the engine/pump
combination, has proven to be unreliable and has failed during firefighting activities, resulting in a
significant safety issue. Ongoing repairs have created an out -of -service issue in conjunction with a cost
for ongoing service and repair. Several attempts have been made to resolve numerous issues over the
years.
Replacement of the current skid unit with a diesel -powered, liquid -cooled unit would provide a more
reliable and safe application for wild land fire fighting. The squad that carries the skid unit (vehicle 06-
008) currently is in good repair and is not due for replacement until FY 2015116. Replacing the skid unit
now would extend the need to replace the entire unit as per the fleet replacement schedule.
The specifications were approved on November 2, 2012. The Lodi Fire Department notified three
vendors regarding the bid and received the following three bids on November 16, 2012:

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE PURCHASE OF A FIRE SKID PUMP
UNIT REPLACEMENT ON SQUAD 2071 TO BURTON'S
FIRE, INC., OF MODESTO
WHEREAS, it is the responsibility of the Fire Chief to ensure the readiness of the
Fire Departmentto respond to emergencies within the City; and
WHEREAS, the Fire Skid Pump Unit on Squad 2071 has been determined to no
longer provide a safe and reliable firefighting unit; and
WHEREAS, bids were received for the replacement of the Fire Skid Pump Unit on
Squad 2071 from the following bidders:
Burton's Fire, Inc. $23,772.38
West Mark $25,313.61
Hi -Tech EVS, Inc. $41,948.15
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
award the purchase of a Fire Skid Pump Unit replacement on Squad 2071 to Burton's
Fire, Inc., of Modesto, in the amount of $23,772.38.
