MAINTENANCE Following receipt of a letter from Mr. Thomas M. Zukerman
advising of a grass roots effort to stimulate the
CC-28 California Legislature to pass legislation providing for
additional non-local support for Delta levee maintenance,
Council determined that this should be done on an
individual basis rather than by Council action.

RECOMMENDED ACTION: That the City Council adopt Resolution No. 86-186 -
Resoluton Supporting Comprehensive Delta Levee
Rehabilitation Program (See Exhibit B attached)
Attached i- a copy of a letter (See Exhibit A attached) received by Mayor Reid
from Thomas h. Zuckerman advising of a grass roots effort to stimulate the '
California Legislature to pass legislation providing for additional non -local
support for Delta levee maintenance. The organization behind this effort is
the Coalition To Save Our Delta.
The Coalition has already secured over fourteen thousand signatures on
petitions and will continue to seek signatures right up to the introduction of
legislation in the next segsion of the Legislature.
Mr. Zukerman asked that the Lodi City council support this worthwhile effort.
A sample resolution of support is enclosed for Council consideration.

Dear Mayor Reid:
As you may be aware from 'previous publicity, a grass
roots effort to stimulate the California Legislature to pass
legislation providing for additional non -local support for
Delta levee maintenance has launched a petition -gathering
campaign. The organization behind this effort is the Coalition
To Save Our Delta. Supervisor Sunne McPeak of Contra Costa
County is the principal organizer, along with many other
citizens and groups in Contra Costa, San Joaquin, Sacramento,
Yolo and Solano Counties who are interested in protecting the
Delta against flooding.
The Coalition has already secured over fourteen
thousand signatures on petitions, the form of which is
identical to that enclosed. The petition -gathering campaign
will continue right up to the introduction of legislation in
the next session of the Legislature.

The Coalition is also embarking upon a program to gain
as much organizational support as possible and is currently
soliciting supporting resolutions from governmental and private
organizations. I am enclosing a copy of a sample resolution
which is being circulated for this purpose in the hope that the
Lodi City Council will support this worthwhile effort.
This letter is a little terse and you may very well
need more information. I would be happy to meet with you or
appear before an appropriate committee of the City Council, or
the Council itself, for that purpose if you so desire. I am in
hopes that the City of Lodi will be able to join with the
County Boards of Supervisors, other City Councils, districts
and non-public organizations which are bonding together in this
long overdue effort.

We, the undersigned, support a comprehensive, ongoing Delta levee rehabilitation and maintenance program. pelta levee failures are
increasing in spite of the Increased maintenance efforts of local interests. Failure of Deft& levees is expensive, endangers water supplies,
water quality, and destroys agricultural, commercial, and recreational values of the Dells. The Delta is of statewide importance and merits
federal. state. and local support in order to provide for an accelerated preventive maintenance program for Delta levees. We recognize that
the Defta is a unique resource for a variety of reasons, including:
40 percent of the runoff in California drains to the Delta, and 60 percent of the diverted water used in California passes
through the Delta.
Delta levees provide vital protection for water quality and flood control.
The Delta provides recreational opportunities and is important for fish and wildlife.
The Delta supports agriculture and water -related commerce.
The Delta contains highways, railroads, ship channels, pipelines, and power lines.
We urge the State Legislature and the United States Congress to act aggressively to save the Delta through increased funding for an
accelerated preventive maintenance program for pelta levees.

WHEREAS, 40 percent of the runoff in California drains to the
Delta and 60 percent of the State's diverted water for municipal,
industrial, and agricultural uses passes through the Sacramento/San
Joaquin Delta, and maintaining the integrity of Delta levees is
critical for maintaining water quality, water transport capability, and
flood control; and
WHEREAS, the Delta is important for recreational uses including
boating, fishing, sight seeing, and hunting, and the Delta is an
important habitat for fish and wildlife; and
WIEREAS, the Delta is an important agricultural producing area for
California and supports extensive water -related cc meerce; and
WHEIMS, the Delta contains highways, railways, ship channels,
pipelines, and power lines; and
WHEREAS, Delta levees are continuing to deteriorate despite
increased maintenance efforts by local districts; and
WHEREAS, for the period 1980 to 1985, Federal agencies paid $67
million, State agencies paid $29 million, and local agencies paid $5.8
million for emergency disaster relief in the Delta -- total cost
(1980-85) = $101,800,00 or an average of $20,360,000 per year for
emergency disaster relief in the Delta -- and many of these costs could
have been avoided if an adequate program existed for ongoing
maintenance and rehabilitation of Delta levees; and
WHEREAS, existing programs for State funding of Delta levee
maIrtiwonce of $2 million per year is inadequate; and
WHEREAS, the U. S. Army Corps of Engineers in 1982 completed a
draft feasibility study report for a comprehensive Delta levee
rehabilitation program which is currently awaiting review; and
MMMAS, the & ergency Delta Task Force in 1983 recommended a
comprehensive Delta levee rehabilitation program where all
beneficiaries pay for comprehensive Delta levee rehabilitation programs;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Lodi supports an accelerated, ongoing, cogM .: -_ve Delta levee
rehabilitation program consistent with the Energen --y Delta Task Force
report where the beneficiaries pay for improvements; and

BE IT FURTHM RESOLVED that the City Council of the City of Lodi
supports an immediate State/local program of Delta levee maintenance to
be credited toward a future Federal program which increases the amount
of funds available to rehabilitate and maintain Delta levees; and
BE IT F[WHM F60MVED that the City Council of the City of Lodi
will work cooperatively with other agencies and organizations to
implement a comprehensive Delta levee rehabilitation program which will
save taxpayers money in the long term by providing a preventive
maintenance program for levees rather than pouring millions into
disaster relief; and
BE IT FURMM RESOLVED that the City Council of the City of Lodi
does hereby designate the City Manager as the liaison for this program.

We are in receipt of your letter dated March 10, 1987 requesting the
Lodi City Council's support and participation in the Coalition to Save
Our Delta. Please be advised that this matter was brought before the
Council at its meeting of Deoember 17, 1986 following receipt of a like
request from Mr. Tt=as M. Zukerman. At that time the Council
determined that this should be done on an individual basis rather than
by Council action.

Council was apprised that the Recreation and Parks
Commission has recacmended the renmAng of the current
Lawrence Park Baseball Field to "Ibny Zupo Field". The
suggestion to rename this facility was presented by Mr.
John Nilmeyer to the Recreation and Parks Commission at its
Novanber meeting. Mr. Nilmeyer based this proposal on Mr.
Zupo's 41 years as manager of the local Gild Wine baseball
team. His involvement with hundreds of young adults, who
have played for him and have been helped and influenced by
him in having the opportunity to play at the semi -pro
level, has been significant. He has supported the local
B.O.B.S. for 26 years by membership and assistance with the
youth baseball programs, as well as having been an active
member of the Lodi Sports Hall of Fame Committee, both as a
"Hall of Famer" himself and a committee manber.
Tb give some background on the original name of the park,
the Lawrence family donated the land for the Grape Bowl,
Lawrence Park proper, and the Armory Park facilities, and
the park was named after them. In this regard, we
contacted a member of the Lawrence family, Moe Gritsch
(whom we knew fr m Recreation Department activities), and
requested this name change. We also asked if this would
present arY conflicts or concerns to the family. Mrs.
Gritsch, whose sons played for Tony Zupo, was elated over
the idea and indicated that she definitely would approve
the action. It was felt by the Chairman of the Recreation
Commission and Parks and Recreation Director that this
approval should be put in writing, and Mrs. Gritsch
ocuPlied with this request with a letter which we received
for the Oamnission meeting of December 2.
With the Lawrence family's full support and the knowledge
Of Mr. Zupo's contributions, this proposal was presented to
the Commission and met with 1008 approval.
Mr. Nilmeyer was in the audience and addressed the Council
regarding his suggestion.
On motion of Council Member Pinkerton, Snider second,
Council renamed the current Lawrence Park Baseball Field to
"Tony Zupo Field" per Pacreaticn and Parks Cession
recotmesndation and Department Head concurrence. �lhrther
Council directed Staff to have an appropriate plaque or
sign placed at the site at the earliest possible tins.
