proposed meting schedule and direct the staff to

BACKGROUND INFORMATION: At the Cities -County (Association meeting last month
in Escalon, the program centered on the purpose and
future of the organization. A portion of this
discussion included a suggested revised meetira schedule. The Association had
been meeting monthly with the exception of the months of July and August.
Concern had been expressed that monthly meetings were perhaps too frequent and
that program content needed more attention. For discussion purposes at the
Novemnher Association meeting, a suggested meeting'schedule was presented. This
schedule was developed by the City Manager: in the County along with the County
Administrative Officer. It calls for the Association meetings to be held
bi-mnthy rather than monthly, with the Mayors, Board of Supei-visors Chai , -1,
City Managers- and County :Administrative Officer to meet in the off *tenths to
discuss, among other things, program content for future meetings. There aree no
meetings in the months of July, August and Decerker.
While the schedule was presented for discussion purposes only, it was quickly
seized by those in attendance and a rather quick vote of approval followed. in
view of the fact that this represents a significant change in the
organization's structure, and because one city (Tracy) had no representatives
in attendance wi-Lile other agencies had less than a quorum present, it was felt
that additional consideration should be given. Accordingly, the attached
letter (Exhibit A) from Association President Jim F'uiton (Coi.;nciL-reir;',r,
Escalon) was sent to all of the cities and the County of Sawn J oae-uin. The
letter requests an official position from each agency.

At the last regular. meeting of the Cities -County Association. in
Escalon, November 13, 1986, tte subject of a revised meeting schedule
was discussed in detail. A copy of t')is proposed schedule is
attached. Those in attendance at that meeting voted to implement the
{'Y schedule as presented that evening.
I have concluded since then that perhaps things ;roved too rapidly at
that meeting. One city had no representation. other agencies were
represented by sanething less than a r-ajority of their elected
officials To ensure that everyone feels comfortable with this
schedule, I am requesting that each agency in the Cities -County
Association trz:nsmi.t at the e—,-! iest possible ti=ne tip official
position of your agency as expressed by your gove�--ning-bodies. As soon
as I have heard from everyone I will advise each agency of the
results. We should then confirm the results at the Cities -County
Association meeting in Januz- --y.

CALL TO ORDER
The Cities/County meeting was called to order by Chairman Jim Fulton
at approximately 8:30 p.m. at the Community Center in Escalon, California.
ROLL CALL
There were 43people attending the dinner meeting. Each city and county
member attending was introduce-].
ASSOCIATION PLANNING SESSION
Chairman Jim Fulton remarked that attene,ance has been down at tie,
meetings and there seems to be a feeling that the Association as a
x.
group needs to redirect and plan the meetings it. order to obtain
better participation.
Evelyn Olsen of Lodi presented a tentative plan for discussion. The nlar..
was a suggested meeting schedule showing meetings held every other menta
with the summer months not scheduled as meeting dates.
San Joaquin County Administrator, Dave Rowlands, felt there needed to be
more hands-on communication and there i; a great need to focus on intra -
county problems in advance before the issues are reported by the news
media. lie stated there are ten major time L-_-mhs that need to he addr-essed
pobably within within the next 18 months.
Chairman Fulton felt some issues needed to be discussed right a4ay 'instead
of waiting for a speaker on the.issue at a later date.
Carl Vilen of Escalon voiced an opinion that he was opposed to cutting
the meetings to one every other month.
Dave Hinchuman of Lodi also stated that he is opposed to the proposed
schedule and felt the Association should have speakers at the meetinqz,
on a monthly basis.

Dave Rowlands, San Joaquin County A�-hn_in4strator, read the list 0` ten
"time bombs" he previously mentioned: gar1--ige, )Ln.ning, toxic waste,
health district, redevelopment, court expansion, jail problems, library
problems, transit and general hospital labor re.lations.
