A portion of this discussion included a suggested revised meeting schedule. The Association had been meting monthly with the exception of ti:e inn, --hs of ;uly and August. Concern had been expressed toot rxmthd'y meetings were perhaps too frequent and that program content needed n�re attention. For discussion pug -poses at the November Association ruing,, a suggested meeting schedule was presented. This schedule was develor.ed by the City Managers in the County along with the County Achninistrative Officer. It calls for the Asscciation. rx etings to be held bi-nunthly rather than monthly, ,Nith the Mi%ors, Board of Supervisors Chairman, City Manacers and Ccxmrty Administrative Officer to meet in the off months to discuss, among other things, progrzum content for future meetings. There are no rx -2*ings in the months of. 7u1 •, August and December. President, Cities -County Association Subject: Meeting Schedule At the last regular meeting of the Cities -County Association in Escalon, November 13, 1986, the subject of a revised neeting schedule r< was discussed in detail. A copy of this proposed schedule is attached. Those in attendance at that n-eeting voted to irple:ent the schedule as presented that evening. I have concluded since then that perhaps things moved too rapidly at that meeting. One city had no representation. Other agencies -were represented by scYnething less than a majority of their elect -ed officials. To ensure that everyone feels comfortable with this schedule, I am requesting that each agency in the Cities -County Association transmit at the earliest possible ti_nr the official position of your agency as expressed by your govei�ing b�xies. As scop as I have heard from everyone I will advise each agency of the results. We should then confirm the results at the Cities-Cot_:�ty Association meeting in Janua-y. I appreciate your, attention to this important matter, and look to hearing from you. ROLL CALL There were 43 people attending the dinner meeting. Each city and county member attending was introduced. ASSOCIATION PLANNING SESSION Chairman Jim Fulton remarked that attendance has been down at the meetings and there seems to be a feeling that the Association as a group needs to redirect and plan the meetings in order to obtain better participation. Evelvn Olsen of Lodi presented a tentative plan for discussion... The plan was a suggested meeting schedule showing meetings held every other mont,: with the summer months not scheduled as meeting dates. San Joaquin County Administrator, Dave Rowlands, felt there needed to be more hands-on communication a,d there i, a great need to focus on intra - county problems in advance before the issues are reported by the news media. He stated there are ten major time bombs that need to be addressed pobably within within the next 18 months. Chairman Fulton felt some issues needed_to be discussed right array instead of waiting for a speaker on the issue at a later date: Carl Vilen of Escalon voiced an opinion that he was opposed to cutting the meetings to one every other month. Dave Hinclunan of Lodi also stated that he is opposed to the proposed schedule and felt the Association should have speakers at the meetings on a monthly basis. MOTION: M/S Dave Ennis/Doug Wilhoit to adcpt in diaft form Lodi's suggested meeting schedule with .the Provision it: can be amended if necessary. PASSED with only two opposing votes. Dave Rowlands, San Joaquin County Administrator, read the list of the tea "time bombs" he previously mentioned: garbage, ,fanning, toxic waste, public health district, redevelopment court expansion, jail problems, library problems, transit and general hospital labor relations.
