HOUSING AUTHORITY COUNTY LIAISON COMMITTEE
September 22, 1986
MEMBERS PRESENT: George Dutra, Bruce Lattimer, and Joseph Artesi
representing the Housing Authority; Supervisors Tom Castles and
Bill Sousa representing the Coui;ty of San Joaquin.
ALSO PRESENT: David Ward, Director of Housing Authority; Lorilee
McGaughey, Stockton City Councilperson; David Rowlands, County
Administrator; John Cheadle, County Counsel; and Leisha
Robertson, Legislative Assistant.
Introductions were made. Supervisor Castles welcomed the persons
attending and commented that the Housing Authority -County Liaison
Committee had been dormant for some time, and he felt that'it
should become active again.
It was pointed out by Lorilee McGaughey that while the Stockton
City Council was expected to vote on matters concerning the
Housing Authority, it has no representation on the Housing
Authority Board, and no means of obtaining feedback. She
indicated that the City of Stockton recently started receiving
agendas and Minutes of the Housing Authority's meetings..
Supervisor Sousa indicated that he has no problem with the
County relinquishing some of its appointing authority, but it was
pointed out that this would not be possible under the provisions
of the Government Code.
Discussion took place concerning the current composition of thk
Housing Authority. It was noted that the cities in which pro-
jects are located are Thornton, Tracy and Stockton.
Discussion followed concerning the possibility of input into the
Housing Authority by Cities of San Joaquin County and it was t;;e
consensus of the group that it would be beneficial to both the
Housing Authority and the Cities to have some sort of channel
into the Housing Authority.
In response to a request from Supervisor Sousa, Mr. Ward gave an
explanation of what the function of the San Joaquin County
Housing Authority is, including a description of its various pro-
ject and programs, and eligibility requirements..

In Summary, it was concluded that the Housing Authority -County
Liaison Committee recommends to the San Jcaquin County Board of
Supervisors the following:
1. The Board of Supervisors will accept and consider recommend-
ations from Cities for nominations to the Housing Authority
Board of Directors;
2. The name of the Housing Authority -County Liaison Committee
will be changed to reflect the inclusion of Cities; i.e.,
"HOUSING AUTHORITY -COUNTY -CITIES LIAISON COMMITTEE".
3. That the composition of the :sousing Authority -County Liaison
Committee b� amended to include representation from any cit,
within the County desiring such representation.
It was further concluded that:
1. Quarterly meetings will be held.
2. An educational portion whereby the Housing Authority presents
information to the group would be beneficial.
The meeting was adjourned.
Note: On October 14, 1986, the San Joaquin County Board of
Supervisors unanimously approved the inclusion of Cities in the
Housing Authority -County Liaison Committee, the name change to
reflect the inclusion;. and declare.,its intent to consider nomi-
nations or recommendations submitted by any city for appointment
when a vacancy occurs in a supervisorial district encompassing
city limits. A letter was sent November 3, 1986 to the Cities in
San Joaquin County asking them to designate a representative if
they are interested in having a delegate to the Housing
Authority -County -Cities Liaison Committee. (Please see

CHANGES IN HOUSING AUTHORITY -COUNTY LIAISON COMMITTEE
Dear Board Members:
IT IS RECOMMENDED:
That the Board adopt the attached Board Order which would•do the
following:
1. Amend the composition of the Housing Authority -County Liaison
Committee to include representation from any city within the
county desiring such representation;
2. Amend the name of said committee to reflect the inclusion of
cities;
3. Declare the intent of the Board to consider nominati.ons from
cities prior to appointing Housing Authority Commissioners
when a vacancy occurs in a supervisorial district encom-
passing city limits.
REASON FOR RECOMMENDATION:
On April 11, 1978, the Board of Supervisors approved the for-
mation of a liaison committee to be composed of two supervisors
acid three Housing Authority Commissioners; however, this commit-
tee has been inactive until September 22, 1986, when a meeting
was held with Supervisor Bill Sousa and myself attending. It was
agreed that the inclusion of representatives from any City
wishing to be represented. could provide an effective channel for
input from cities to the Housing Authority. It was pointed out
that the Stockton City Council in particular considers many items
concerning the Housing Authority, but they do not have any input,
since the County Board of Supervisors are the appointing
aLithority to the 'County Housing Authority, as prescribed in
California Health & Safety Code Section 34271.

Mr. Dave Ward, Director of the Housing Authority, along with
Commissioners George Dutra and Bruce Lattimer, expressed support
for inclusion; and also indicated that the Housing Authority
could benefit from involvement of cities.
At the August 12, 1985, City -County Liaison Committee meeting,
said committee recommended " . . . that the Board notify the City
Council when a vacancy on the San Joaquin County Housing
Authority Board of Directors is imminent so that the Council can
have some input by recommending someone, or by submitting a list
of names to be considered for appointment. This, of course,
would be for the vacancies occurring in the Supervisorial
Districts encompassing the City of Stockton". The Minutes
further reflected a request by City of Stockton to receive
Agendas and Minutes of the Housing Authority meetings. Recently,
the City has been added to the distribution list and will be
receiving the items requested.
FISCAL IMPACT:
None.
ACTION FOLLOWING APPROVAL:
The Clerk of the Board's Office will notify a city when a vacancy
occurs on the Housing Authority Board if the city limits of that
city are within the supervisorial district having the vacancy.
Chairman of the Board will notify the cities that they may
appoint a representative to the Housing Authority -County Liaison
Committee; and that they will be receiving Agendas and Minutes of
said committee meeting and Housing Authority meetings. '

AUTHORITY LIAISON COMMITTEE
The Board of Supervisors of San Joaquin County does hereby
amend the composition of. the Housing Authority -County Liaison
Committee to include representation from any City within San
Joaquin County desiring such representation. Said committee
shall consist of two members of the Board of Supervisors, three
Housing Authority Commissioners, and one representative from any
city desiring such representation. Cities shall have the
authority to designate their respective representatives.
Further, the name of Housing Authority -County Liaison
Committee is hereby amended to be: "HOUSING AUTHORITY- COUNTY -
CITIES LIAISON COMMITTEE".
Further, the Board of Supervisors of San Joaquin County
declares its intent to consider nominations or recommendations
submitted by any city for appointment when a vacancy occurs in a
supervisorial district encompassing city limits.
I HEREBY CERTIFY that the above order %vas passed and adopted on
