City Manager Glaves apprised the Council that the Duke
Equipment and Irrigation bid was the only one that met
specifications and for that reason he recommended that the
bid be awarded to that Company' Council adopted the
following Resolution:

SU9JECT: BID FOR ROTARY TURF MOVIER
As per the attached information, we are recommending that Duke
Equipment be given the bid for the mower requested on the basis
that they were the only one who met the specifications and we
sincerely feel based on past experience that they have a piece
of equipment that will be freer of problems and in the long run
will be the cheapest.

SPECIFIC SPBCIFICATIONS 17B IMUESTED t
1. Gas -engine, water-cooled, of not less than 24 horsepower.
Need for horsepower to navigate 22 -degree slopes.
2. Thesiower shall be heavy-duty riding type, equipped to make a
72" out.
3. The machine mow-offectively with full direction on a
22• slope. We have many slopes where we need power when the -
grass is Net or long.
4. The supplier.must have a good, responsible, effective parts
service record, one that can respond within a few days.

Actually, neither Bidders #1 nor #2 meet specific=ations.
#1 - Jenkins Bobcat does not have the horsepower in gas or diesel.
#2 - Jacobsen bid diesel only, no gas available, and lacks in
horsepower.
#3 - Toro is the only bidder that meets specs; however, they are
also the most expensive.
We presently have a Toro machine that we have had for approximately
six years, and it has been a real gem. It. has been free of larq*
maintenance problems, has been very dependable, and navigates
slopes very well. Ile have been extremely happy with this machine.
On the other hand, we have had the Jacobsen mower with diesel in
a larger machine and we have had nothing but problems. It appears

that the diesel power is not coordinated with transmission and
clutch operation, and via have had to replace them regularly. our
gas -operated Jacobsen mowers, however, have been most dependable.
We recom®end the followings
Bidder #38 Toro, supplied by Duke Equipment in Sacramento. Their
mower, which we have used for six years, has been most dependable
and their parts service has been very prompt.
Bidder #1, Bobcat, supplied by Jenkins Equipment of Concord, is an
unknown factor regarding parts supply. I -le have had no experience
with them.
We specified what we felt and knew would do the job adequately and
economically; consequently, we went with experience and recommend
Toro.

RESOLUTION NO. 82-141
AWARD - BID FOR ROTARY TURF MOWER
WHEREAS, in answer to notice duly published in accordance with law
and the order of this City Council, sealed bids were received and publicly
opened by the City Clerk of this City on December 1, 1982 at 11:00 a.m, for
the contract for a Rotary Turf Mower as described to the specifications therefor
approved by the City Council December 15, 1982; and
WHEREAS, said bids have been compared, checked, and tabulated and a
report thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends that award be made to Duke
Equipment and Irrigation,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lodi
that award of contract for a Rotary Turf Mower be and the same is hereby made
to Duke Equipment and Irrigation, the low bidder, in the amount of $12,234.44.
