HomeMy WebLinkAboutAgenda Report - December 9, 1981 (60)DOWNTOirN A SESS14ENT Council received a report from the City Clerk that shc-- DISTRICT had completed the preliminary examination of the Downtown Assessment District petitions and that it would indicate that the proponents have accomplished their task of obtaining the necessary signatures. The petitions have now been forwarded to the engineers for final verification and certification. MEMORANDUM, CITY OF LODI, Community Development Department TO: City Manager Gloves DATE: December 7, 1981 FROM: Mamie Starr, Assistant Planner' RE: Revised Recommendations for Downtown Parking On October. 20, 1981 CLIC brought a series of recommendations regarding downtown parking before the City Council. At that time the Council directed- that two hour parking be Implemented in the downtown area and that staff work on the other recommendations. Since that time there have been a number of discussions with CLIC, principally Waiter Stearn, an i` certain of the recommendations have been refined, as you are aware. Following is a recap of those recommendations which hove been altered since the October 20 th communication. As you are aware, Public Works and Finance Department staff are working on a revision of the Ci ty Code relative to parking and that al l of the recommendations concerning downtown parking will be incorporated into the revised ordinances. 03. For your information, Richard Prima, Bob Holm, Jim Pruss.. Alice Reinnche, Ron Stein, Marvin Davis and I met last Friday morning to discuss all problems and details. We also conferred with Jack, Fred and .Jim. The ordinance and resolution wording is a result of this meeting. The following logistics were also discussed. The appropriate stickers will be here in sufficient quantity beginning the month of February. They will go on sale for $5.00 per permit on January 25, 1981. At this point the Fi-nonce Department will sell the usuo-1number of permits (135). plus a number equal to the number of spaces in Lots 1,3, and 4 (84). We are gaining an additional 84 permit spaces which brings our permit space inventory to 189 spaces. We have no idea if all of the permits will be sold out and if we should oversell more or less. We are presuming experience will provide answers to these questions and the conservative approach is being taken for now. We realize that theordinance will- not be effective until February 6th; -therefore, there will be no rigid enforcement until that date (this will not be a public announcement). An infonmtional brochure with a map is being prepared for Pass -out to all permit buyersoncl for use as a woming on vehicles in violation during the early days of the change. Fred and his people will work out the specifics. Signs have been ordered in sufficient quantity to sign all permit and two hour lots adequately and they ore in good taste. All will be of a similar design. The money for the signs will come from the parking district fund. They are to arrive for placement before February 1st.. Fred has brought the matter of traffic circulation in and out of the lots to Rtch Prima's attention and it was the concensus during our meeting on Friday that if this program is to be In operation on February 1 the circulation would have to stay the way it is. It is recognized that this will. present some signing problems and it may be confusing to customer and employee porkers, particularly in those lots where you have to drive throughone type of parking to get into or out of the other type of parking. Again, time will tell the magnitude of the problem.
